2013.01.08_BSAB_Minutes_Regular •'' •�� �+ TOWN OF HIGHLAND BEACH • "" - . �' • MINUTES OF THE ++ * :• M .•* ; BEACHES & SHORES ADVISORY BOARD REGULAR MEETING Tuesday January 8, 2013 9:30 AM Members Present: Chair Rosalind Svenstrup; Vice Chair Ira Oaklander; Member Linda Albertson; Member Elizabeth Andrews; Member Susan Hiles and Member Jim Jiovanazzo. Member Absent: Elyse Riesa. Also Attending: Mayor Bernard Featherman, Town Manager Kathleen Weiser, Commissioner Louis Stern, Vice Mayor Ron Brown, Administrative Assistant Rosalie DeMartino and members of the public. 1. CALL TO ORDER: Chair Sven9W called the Regular Meeting to order at 9:30 AM. Roll Call was taken by Rosalie DeMartino, Administrative Assistant, followed by the Pledge of Allegiance. 2. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA: Chair Svenstrut) called for any additions, deletions or acceptance of the agenda. Chair Svenstrun added discussion of replacement of trash receptacles on the beach that were washed away by Sandy under New Business. Vice Chair Oaklander would like to make a statement about what was said at the last meeting regarding beach erosion and replenishment at the appropriate time. By consensus the Board accepted the agenda as amended. 3. PUBLIC COMMENTS AND REOUESTS: There were no public comments. 4. PRESENTATIONS There were no presentations. 5. APPROVAL OF MINUTES: • December 11, 2012 — Regular Meeting MOTION: Member Albertson moved to approve the December 11, 2012 Regular Meeting Minutes; seconded by Member Hiles. Motion passed with all in favor. Beaches & Shores Advisory Board January 8, 2013 Paae 2 of 4 6. OLD BUSINESS A) Consideration of fact finding sub - committee by Board Members. Chair Svenstrup asked if the Board members were in favor of having a sub - committee to look into beach issues at this time. Member Jiovanazzo questioned whether or not a sub - committee would be allowed. Chair Svenstrup explained that it would have to be comprised of Board members only for the purpose of fact findings only. She stated that she was not in favor of having this sub - committee at this time because the Town Commission has done a lot of work on the beach problems caused by Sandy, and will be hiring a Coastal Engineer who will be able to give us all the facts and figures on beach re- nourishment. Member Jiovanazzo stated that, since the beaches are private and not public, it is the homeowner's responsibility and feels it does not fall under our jurisdiction. Member Andrews asked if the Coastal Engineer, after his work is finished and has submitted his report, could come to our meeting to let us know if there are areas where it would be appropriate for us to add or intervene or advise. Vice Chair Oaklander also agrees that it is beyond our jurisdiction to deal with these issues and should wait for the Coastal Engineer's study. At this time, he read his statement into the record which talked about his dealings with living on the water for a good part of his life and the issues related to storms and surges. He indicated that he initiated a seawall repair replacement fund for his community. Contributions are made every month to this dedicated seawall fund to pay for the inevitable destruction of the seawall. He understands the risks of living on the water and feels we should all accept the consequences for our water views. Chair SvengW stated that she has walked the beach, especially towards the south end, and sees a great deal of improvement in all the areas of the beaches. Chair Svenstrup called for a motion to table this issue until after the Coastal Engineer has made his study. MOTION: Member Albertson moved to table the issue at this time; seconded by Member Jiovanazzo All voted in favor. 7. NEW BUSINESS A) Discussion regarding having a Town -Wide Volunteer Beach Clean -up Day. Chair SvensLnM suggested this event be held sometime in April since the Board will need permission and funding for gloves, water, garbage bags and trash grabbers from the Town Commission. She also indicated that is very important that we get more volunteers. Member Albertson suggested putting an article in the Coastal Star or the Highlander to let the residents know that we are looking for volunteers to form a beach cleaning Beaches & Shores Advisory Board January 8, 2013 Page 3 of 4 group to meet at least once a month. She feels this might be a better way to go then to have a once -a -year clean-up day. Chair SvenstnM indicated that the turtle volunteers clean the beaches whenever possible and is a great help. She also mentioned that we try to get the school children involved in cleaning the beaches since they are required to do some type of community volunteer work, and they could be given some type of affidavit showing that they completed their obligation. Member Andrews stated that she thought this was a good idea. She also feels that having an email list of potential volunteers would be very beneficial. Vice Chair Oaklander also feels we should set up a standing group of beach clean-up volunteers similar to the turtle volunteer program. There could be someone dedicated to each zone that could compile people from their zone; set up a date for once a month so it is set up for the same day, same time and everyone knows when it is and doesn't change. He suggested there be a diagram of each zone where they begin and where they end and just how far up you can go to clean; such as the end of the dune, ten feet, etc. Chair Svenstran stated that she would put in a request to the Town Commission for the replacement of the trash receptacles so they could be in place by the time of the beach clean-up day. By consensus, the Board agreed on Saturday April 6, 2013 for the Town Wide Volunteer Clean-Up Day. Administrative Assistant DeMartino will request the funds for this event from the Town Commission. Upon approval she will contact Zoie Burgess for publication in the Coastal Star and/or the Highlander; posting on the Highland Beach web site. Vice Chair Oaklander voiced his concern with regard to beach access for any large vehicles once all the property on the ocean is built up. Member Hiles indicated that there is access to the beach from the southern end of Highland Beach next to Boca Highlands. Member Albertson suggested we ask the Fire Department and the Police Department since they must have some contingency plans for emergencies to get onto the beach. Chair Svenstrun suggested we discuss this at some time in the future. 8. ADJOURNMENT: Chair Svenstrun called for a motion to adjourn the meeting at 10:15 a.m. MOTION: Member Albertson moved to adjourn the meeting at 10:15 a.m. Member Hiles seconded the motion, which passed unanimously.
