2011.10.11_BSAB_Minutes_RegularTOWN OF HIGHLAND BEACH NIlNUTES OF THE BEACHES & SHORES ADVISORY BOARD REGULAR MEETING Tuesday, October 11, 2011 9:30 AM Members Present: Chair Rosalind Svenstrup; Member Linda Albertson; Member Elizabeth Andrews; Member Susan Hiles; Member Tim Tiovanazzo; and Member Ira Oaklander. Also Attending: Rosalie DeMartino, Administrative Assistant and members of the public. 1. CALL TO ORDER Chair Sve gnW called the Regular Meeting to order at 9:30 AM. Roll Call was taken by Rosalie DeMarlino, Administrative Assistant, followed,by the Pledge of Allegiance. 2. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA: Chair Svenstrun called for any additions, deletions or acceptance of the agenda. By consensus, the Board accepted the agenda as presented 3. ELECTION OF VICE CHAIR: Chair SyenstM asked for nominations for the position of Vice Chair. MOTION: Member Albertson moved to nominate Member Oaklander as Vice Chair; seconded by Member Andrews. Member Oaklander accepted the nomination. Motion passed with all in favor. 4. PUBLIC COMMENTS AND REOUESTS: Irwin Zagoria of Boca Raton appeared before the Board. He is planning on moving to Highland Beach and asked if there were any plans for beach restoration since he intends on purchasing beach property. Chair Svenstruu stated that there is no need for beach restoration in Highland Beach. As a long time resident she has not seen any changes in the beaches over the years. Member Albertson indicated that since Highland Beach is a private beach and used mainly by the residents, the beach does not get the abuse a public beach gets, especially during the season. She also stated that since Highland Beach is a private beach, the town is not entitled to federal funding. Beaches & Shores Advisory Board October 11, 2011 Page 2 of 4 5. PRESENTATIONS: • Announcement: Chair Sven� announced that there is a vacancy on the Beaches & Shores Advisory Board. 6. APPROVAL OF MINUTES: • September 13, 2011 — Regular Meeting Member Andrews made the following correction to the minutes of September 13, 2011: Page 3, second paragraph, line 7: Change the word "he" to "Member Oaklander". MOTION: Member Albertson moved to approve the September 13, 2011 — Regular Meeting Minutes as amended, seconded by Member Andrews. Motion passed with all in favor. 7.OLD BUSINESS: None 8. NEW BUSINESS: A. Discuss and finalize the Board's recommendation to be submitted to the Planning Board for the Town's Three -Year Strategic Plan. Chair SyenstgW began the discussion stating she believes all the Board members are in agreement that policing the Intracoastal is a very important issue to the residents of the Town of Highland Beach. Her thoughts were to speak with Chief Hartmann to see if the town could combine forces with Boca Raton and Delray Beach to police the Intracoastal for 16 to 20 hours a week of which 8 or 10 hours would be on the weekends and holidays when there is the most boat traffic. Chair Sygi sq up stated that her reasoning for combining forces with the other two municipalities is because the west side and south end of the Intracoastal borders on Boca. Raton and the northern end borders on Delray Beach. Chair Svenstr W asked Vice Chair Oaklander, as a resident living directly on the Intracoastal, what he feels would be adequate protection that might be affordable. Vice Chair Oaklander replied that it would be a great idea if Highland Beach could share the use of the boats with Boca Raton, especially on the weekends. He did indicate that the Boca. Raton patrol boats are used mainly on the weekends since they do not have enough manpower to cover patrolling during the week. He thought it would be beneficial to the three municipalities if we combine forces and perhaps it could increase the number of hours used to patrol the Intracoastal. However, he feels that rules need to be changed such as a "no wake zone" or a "slow speed zone". Chair Svenstrun stated that this is not something that can be done by the town. She Beaches & Shores Advisory Board October 11, 2011 P ae 3 of 4 attended several of the Florida Fish and Wildlife Conservation Commission meetings with 12 people from her condo and was told that Highland Beach does not fit the bill for "no wake zones" and "idle speed zones". The main concern at this time should be safe boating. Vice Chair Oaklander gave the Board members copies of correspondence dating back to 1999 and 2004 regarding the possibility of a "no wake zone" for the Intracoastal in Highland Beach. This correspondence was given for information purposes only and feels this is something that could be discussed at a later date. Member Albertson asked if Delray Beach no longer has a marine patrol. Chair Sym9w stated that they do not. Member Albertson thought if Delray Beach still has their boat they might be interested in our proposal. Chair Svenstrun feels that Police Chief Hartmann would have some good suggestions on how to go about putting the Board's plan for patrolling the Intracoastal Waterway into action since he has the resources and knowledge of other services that is used by Highland Beach. Member Jiovanazzo wanted to reiterate his previous suggestion regarding cameras along the Intracoastal. It would give the town a 24 hour protection. Chair Syenstnro stated that when they speak with Chief Hartmann they might ask him if this could be a viable way to go. Chair Syenstnro indicated that she feels it is necessary to have some type of presence on the waterway so that the boaters would be aware of receiving a warning or ticket if they do not obey the laws. Chair Svenst<un asked the Board to finalize their recommendation to the Planning Board for the Town's Three -Year Strategic Plan. She feels the policing of the Intracoastal Waterway is a very important issue. Member Albertson agreed that the Board should focus on this issue and if the Planning Board is in agreement with this recommendation, the Beaches & Shores Advisory Board could invite Police Chief Hartmann to one of their meetings to discuss the different ways this could be accomplished. Vice Chair Oaklander suggested that they make a simple statement to the Planning Board asking that there be a provision made for policing the Intracoastal Waterway for the safety of the Highland Beach residents. MOTION: Member Albertson moved to recommend to the Planning Board, for the Town's Three -Year Strategic Plan, that there be some type of policing on the Intracoastal Waterway; seconded by Member Andrews. Motion passed with all in favor. Rosalie DeMartino, Administrative Assistant will prepare a memo from Chair Svenstrup to the Planning Board stating the Board's recommendation for the Town's Three -Year Strategic Plan. Member Albertson seconded the motion, which passed unanimously.
