Members Absent: Vice Chair Joel Ignatin (excused) and Elizabeth Andrews (excused). Also Attending: Rosalie DeMartino, Administrative Assistant; Kathleen Weiser, Town Manager, John Pagliaro, Town Commissioner and members of the public. 1. CALL TO ORDER: Chair Svenstrun called the Regular Meeting to order at 9:30 AM. Roll Call was taken by Rosalie DeMartino, Administrative Assistant, followed by the Pledge of Allegiance. 2. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA: Chair Svenstrup announced that the Town Commission would be adding a question regarding the MSTU (Municipal Special Taxing Unit) to the Mayor's survey. She had a question regarding the wording and stated that she would discuss this under New Business since Kathleen Weiser, Town Manager was present at this meeting. 3. PUBLIC COMMENTS AND REOUESTS• None 4. PRESENTATIONS: None 5. APPROVAL OF MINUTES: 9 June 14, 2011 —Regular Meeting MOTION: Member Oaklander moved to approve the July 12, 2011 — Regular Meeting Minutes; seconded by Member Hiles. Motion passed with all in favor. 6.OLD BUSINESS: Beaches & Shores Advisory Board 7/12/2011 Page 2 of 3 A. Turtle Talk & Walk Day: Member Albertson stated that she attended the Town Commission Workshop meeting on June 28, 2011 and indicated that the Commission was in support of the Turtle Talk & Walk Day giving their authorization to proceed with this event. It will take place on Saturday, July 16, 2011 at 7:00 a.m. (rain date July 23, 2011). Volunteers will meet at St. Lucy's parking lot and enter the beach from the Ambassador's East walkway. Chair Svenstru,.,p asked the Board members for their help in promoting this event. Flyers will go out to the various condominium associations and placed in the Library, Children's Library and Town Hall. B. Discussion regarding policing of Intracoastal Waterway: Chair Svenstrup presented an article written in the Palm Beach Post dated July 4, 2011 regarding the safety signs that have been added to the Intracoastal Waterway. These signs apply only to the area by the bridges (Spanish River, Palmetto Park and George Bush). Member Oaklander stated that at the last meeting he would investigate the possibility of the Coast Guard Auxiliary helping in anyway with the policing of our waterway. He indicated that when he went to see them they were not available. He was able to obtain a list of their hours and will make an appointment to see them and report his findings at the next meeting. 7. NEW BUSINESS: A. Mayor's Town Wide Survey: Chair Svenstra stated that she spoke with Kathleen Weiser, Town Mangier regarding the possibility of placing the MSTU (Municipal Special Taxing Unit) issue on the survey. Kathleen Weiser_ Town Manager addressed the Board. She indicated that the town was getting ready to issue a survey sometime in the fall when the residents start to return. The survey will address all kinds of issues. The Commission thought this would be a good time to ask the residents if they would be willing to pay an extra tax to cleanup the beaches. This would be the deciding factor as to whether or not this should be put on the ballot for a vote. The survey will go out in October with the newsletter. It will also be available on line. The wording will be simple and give some range as to what the tax will be depending on where they live. Kathleen Weiser, Town Manager indicated that there has to be a dollar range so the residents will have some idea as to the amount of tax they would be paying. Member Albertson had attended the workshop meeting and asked when they would have to present the wording for the survey. Kathleen Weiser, Town Manager advised the Board that the Commission will do the wording for the survey. Beaches & Shores Advisory Board 7/12/2011 pie_ Member Hiles briefly described what will take place at the Turtle Talk & Walk Day. She indicated that they would inventory hatched eggs and those that are remaining in the nests. All information such as the percentage of eggs and nests goes to the Florida Fish and Wildlife Commission. You will also see the difference in turtle tracks for each species. Chair Svenstrun announced that the Beaches and Shores Advisory Board meeting for August 9, 2011 is cancelled due to the lack of agenda items. & ADJOURNMENT: MOTION: Member Hiles moved to adjourn the meeting at 9:50 AM. Member Oaklander seconded the motion, which passed unanimously.
