Members Absent: Vice Chair Joel Ignatin (excused) and Elizabeth Andrews (excused). Also Attending: Rosalie DeMartino, Administrative Assistant; Kathleen Weiser, Town Manager; Dennis Sheridan, Town Commissioner and members of the public. 1. CALL TO ORDER: Chair Svenstrup called the Regular Meeting to order at 9:30 AM. Roll Call was taken by Rosalie DeMartino, Administrative Assistant, followed by the Pledge of Allegiance. 2. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA: Agenda accepted as presented 3. PUBLIC COMMENTS AND REOUESTS: None. 4. PRESENTATIONS: Chair Svenstrup announced the appointment of Member Susan Hiles by the Town Commission as Sea Turtle Liaison to the Highland Beach Sea Turtle Volunteer Program. 5. APPROVAL OF MINUTES: • April 12, 2011 —Regular Meeting MOTION: Member Albertson moved to approve the April 12, 2011 — Regular Meeting Minutes; seconded by Member Oaklander. Motion passed with all in favor. 6. OLD BUSINESS: None. Beaches & Shores Advisory Board 6/14/2011 Paze 2 of 4 7. NEW BUSINESS: A. Discussion of Public Awareness Procedures on MSTU: Chair Svenstrun indicated that this topic was going to come up over and over again as time goes on. She wanted to talk about this and find a way to reach the public giving them a favorable feeling toward this Municipal Special Taxing Unit. Member Albertson asked if this could be presented at one of the condo association meetings since she feels there is going to be a lot of misunderstandings. Chair SvenstnM wanted to know if this is something that the Board would be allowed to do. Kathleen Weiser, Town Manager addressed the Board. She suggested they go before the Town Commission to see whether or not the Commission will support the MSTU rather than wasting time going to the condo associations if they are not in support of the taxing district. Chair Svenstrun indicated that the Board is not sure if they want to put this out at this time or even next year. Kathleen Weiser, Town Manager said that her advice to the Board is to be sure this is what they want to do before they try to sell it to anyone. B. Make a Motion to Place Ordinance Item Back on Table: Since this item was tabled at the March 22, 2011 meeting, Chair Svenstrun asked for a motion to place the item back on the table. MOTION: Member Albertson made the Motion to place this item back on the table with a second by Member Hiles. All voted in favor. Recommended modifications to the Ordinances were made by the former Board. Chair Svenstrun indicated that a copy of these changes were in the Board's meeting packet. The deletions were in red and the insertions in green. She also indicated that they are in full support of this as well as the Town Attorney. A motion was needed to bring this before the Town Commission. MOTION: Member Hiles made the Motion to bring this before the Town Commission with a second by Member Albertson. All voted in favor. C. Report from Vice Chair Ignatin regarding walkway to beach north of Ambassador South: Since Vice Chair Ignatin was not at this meeting there was no report presented. D. Possible Turtle Talk and Walk Day: Chair Svenstrup met with Barbara James and a Turtle Talk and Walk Day was set for Saturday, July 16, 2011 (rain date July 23, 2011). They will assemble at St. Lucy's Church parking lot 7 to 7:15 a.m. and walk to the beach as a group entering Beaches & Shores Advisory Board 6/14/2011 Pa e 3 of 4 from the walkway at Ambassador East. Member Hiles indicated that they will be looking for turtle tracks as well as the hatchling tracks. They will also inventory nests for whole eggs, any that did not hatch and live hatchlings that could not get out of the nests. Chair SvenstMp indicated that a motion would be needed to present this to the Town Commission. Flyers would be put in the Library as well as e-mailed to all condo associations. MOTION: Member Hiles made a Motion to present this to the Town Commission with a second by Member Albertson. All voted in favor. E. Report from Member Oaklander regarding the possibility of Chief Hartmann having a Police Officer ride on a private boat in the Intracoastal Waterway to observe speeding boats: Member Oaklander stated that he met with Chief Hartmann on April 25t' regarding this issue. It was agreed that the Intracoastal is a large part of the Town of Highland Beach and unfortunately there is no enforcement of rules for the boats traveling along this route. Chief Hartmann indicated that in order to police the Intracoastal they would need resources, funding and backing from the town and the Town Commission. They both agreed that there is a need to protect our plant life, wildlife and this section of the Intracoastal which is dangerous to our well being. There is a speed limit but it is not monitored. Chair Svenstrun mentioned that she spoke with the Boca Marine Patrol about this area of the Intracoastal since the west side has Boca Raton residents. They indicated that they do not have the manpower to patrol the area. She also stated that this is a problem even with the Florida Fish & Wildlife Conservation Commission: they are also undermanned. Member Albertson asked about the Coast Guard Auxiliary. Member Oaklander said he will talk with them to see if there is anything they could do to help with this situation. Member Oaklander read an excerpt from The Florida Fish & Wildlife Conservation Commission regarding rules and regulations which indicated that they are interested in safety and not plant or wildlife. Chair Svenstrun suggested they keep this issue open and discuss it again next month. Hopefully the town could coordinate an effort with Boca Raton to police the area even if it is only on a part time basis. At the next meeting the Board will decide how to present this issue to the Town Commission. Member Oaklander mentioned that he received an article regarding a volunteer organization called "Sand Sifters" who are involved in keeping the parks and beaches clean. Member Albertson mentioned that she believed they are in Beaches & Shores Advisory Board 6/14/2011 Pa e 4 of 4 Boynton Beach. Chair Svenstrun stated that they still intend to have a town beach cleanup day after the hurricane season. 8. ADJOURNMENT: MOTION: Member Oaklander moved to adjourn the meeting at 10:00 AM. Member Andrews seconded the motion, which passed unanimously.
