REGULAR MEETING Tuesday, April 12, 2011 9.30 AM Members Present: Chair Rosalind. Svenstrup; Vice Chair Joel Ignatin; Member Linda Albertson; Member Elizabeth Andrews and Member Ira Oaklander. Members Absent: Susan Hiles (excused). Also Attending: Rosalie DeMartino, Administrative Assistant; Deputy Town Clerk Valerie Oakes and members of the public. 1. CALL TO ORDER: Chair Svenstrup called the Regular Meeting to order at 9:30 AM. Roll Call was taken by Rosalie DeMartino, Administrative Assistant, followed by the Pledge of Allegiance. 2. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA: Vice Chair Ignatin requested to add the Florida Fish & Wildlife Commission item; Chair Svenstrun requested to add the Turtle Talk and Walk Day. Chair Svenstrun called for motion to add these items on the agenda MOTION: Vice Chair I natin moved to accept the agenda as modified; seconded by Member Andrews. Motion passed with all in favor. 3. PUBLIC COMMENTS AND REQUESTS: None. 4. PRESENTATIONS• None. 5. APPROVAL OF MINUTES: • March 22, 2011 - Special MOTION: Vice Chair Ignatin moved to approve the March 22, 2011, Special Meeting Minutes; seconded by Member Andrews. Motion passed with all in favor. 6.OLD BUSINESS: Beaches & Shores Advisory Board 4/12/2011 Page 2 of 4 A. Review the Request for Proposals Sent to the Beach Maintenance Companies: Chair Svenstrun stated that she spoke with the Town Attorney and he is okay with the additions and deletions made to the proposal. She asked him if there would be any point in putting these ordinances on the books if they were not going to be enforced. He indicated that it would help because it would make voluntary compliance a general rule. If a situation became dire then they can enforce the rules that are there. He also stated that these ordinances have not created any problems. There have not been many complaints about the boats and items that have been on the beaches. Chair Svenstrup spoke with Chief Hartmann and he concurred with this. The Town Attorney said the Board has to be practical about this since it is a beach community and it is possible to have watercrafts on the sand. Nothing is to be placed on the dunes including chairs or any type of watercraft. Chair Svenstrup noted the change made on page 3, which was from 7 days to 3 days. However she did indicate that if a situation occurred that needed extra time, an exception could be made but it would have to be taken care of as soon as possible. Chair Svenstrun asked if any of the Board members were uncomfortable with any of the changes. Vice Chair Ignatin asked to confirm the change from 7 days to 3 days. Chair Svenstrup indicated that it would remain at 3 and said that she reviewed all the changes with the Town Attorney. It will remain as is with the green included and the red deleted. There were no other comments from the Board. Chair Svenstrun asked if someone would make a motion to accept this. MOTION: Member Albertson moved to accept with a second by Member Oaklander. All voted in favor. Chair Svenstrun mentioned that if there was a problem with the turtle people this may change it. B. Discussion of Town -Wide Volunteer Beach Cleaning Day: Chair Svenstrup indicated that this was supposed to be done this coming Saturday. However, she mentioned that she walks the beach at least three times a week and found that the beach has been very clean. Members Hiles and Albertson and also Mayor Featherman agreed. Chair Svenstrup had contacted the Beach Rakers and Universal companies to see if they would be interested in the beach cleaning. Both companies were but it was very expensive. When she realized how clean the beaches were Chair Svenstrup thought it best to wait until after hurricane and turtle season. She did not want to ask for volunteers if it was not necessary for them to clean the already clean beaches. She felt they would not come back at a later date if needed and she would like to do this from time to time. This is why she feels it is not necessary to have a beach cleanup day this Saturday. Member Albertson agreed with Chair Svenstrun. She said that the few pieces of offensive trash can be picked up and put in the baskets that are now provided on the beach. She feels the beaches are in good shape. Chair Svenstrun also praised the turtle groups who also help keep the beaches clean. Member Andrews asked if the two companies would still be interested in the fall and it was indicated that they would be. Beaches & Shores Advisory Board 4/12/2011 Paye 3 of 4 MOTION: Vice Chair Ignatin made a Motion to table this until after hurricane season and seconded by Member Albertson. All voted in favor. At this time Chair Svenstrun wanted to thank Valerie Oakes, Deputy Town Clerk for all the help she has given the Board, Kathleen Weiser, acting Town Manager for her help and welcomed Rosalie who will be helping in the future. She also thanked the Mayor and Chief Hartmann for all their help. 7. NEW BUSINESS: A. Meetings on the Broward Speed Limit by The Florida Fish and Wildlife Commission: Vice Chair Ignatin reported that the Florida Fish and Wildlife Commission is putting up new signage on the Intracoastal Waterway. It is to replace, in addition to adding new signage so that boaters will be aware of the new restrictions. It will most likely take until mid June until all the signs will be uniform. They will not be fully enforced until mid summer since boaters are not fully aware of this. The second item on the list was Broward County's change in speed limits on the water way. The Florida Fish and Wildlife Commission has made a number of changes. Broward County has set up 13 meetings between June and October. April 20a' was the first and the final meeting should be in September. We will not hear anything definitive until the end of September. This is all based on Manatee protection. They want to slow traffic by the bridges. This does not impact Highland Beach. We are in the zone where there is no regulation. However the speed limit is supposed to be no more than 30 mph. Not all boats adhere to this regulation. Member Oaklander suggested a video be taken of speeding boats and submit it to the proper authorities. He also feels one of the reasons they speed is so they can make the bridges in time to get to the inlet. This endangers wild life, vegetation and other boaters. He does not feel they have anything to gain by speeding. Chair Sven" has also been to some of these meetings and agrees that the speeding is very dangerous. The Florida Fish and Wildlife Commission wants to keep the boat traffic moving on the Intracoastal Waterway. She hopes they will enforce these regulations in Broward County with the hope that it will eventually help us. Vice Chair Ignatin feels the biggest problem will be enforcing the rules. Member Andrews said that the Toscana Management would be very supportive of anything that could be done. She would volunteer to be of any help needed. A copy of a "Marine Incident Report Form" has been emailed to every condominium association for their residents to use if need be. Member Oaklander feels Highland Beach should have its own presence on the Intracoastal side of town. Vice Chair IIgnatin suggested they submit a proposal before the Town Commission for some type of marine unit. He did not think it necessary for 24/7 but perhaps certain times of the day certain days of the week. Member Albertson believes this was brought up a few years ago before the Town Commission but they did not look into it since it would be very costly. Member Oaklander suggested that a Beaches & Shores Advisory Board 4/12/2011 Pa e 4 of 4 volunteer take a Police officer on his/her boat to police the waterway. He offered to volunteer his boat. Chair Svenstrup asked Ira to speak with Chief Hartmann regarding this matter. A. Possible Turtle Talk & Walk Day: Chair Svenstrup mentioned having a Turtle Talk & Walk Day. Barbara James was at the "Coffee With The Mayor" meeting and indicated that she would be interested in setting this up. The Town Commission would have to approve this. She would find out if there would be public interest having this day. Chair Svenstrup will have Member Hiles (Sea Turtle Liaison) speak with Barbara. This should be done during the height of turtle season which would be sometime after the June meeting. Member Albertson suggested it be done on a Saturday so children could come. B. Walkway North of Ambassador South: This walkway to the beach is in need of repair. Vice Chair I natin will find out who is responsible for this and report at the next meeting. 8.
