SPECIAL MEETING Tuesday, March 22, 2011 9.30 AM Members Present: Chair Rosalind Svenstrup; Vice Chair Joel Ignatin; Member Linda Albertson; Member Elizabeth Andrews; Member Susan Hiles; and Member Ira Oaklander. Also Attending: Deputy Town Clerk Valerie Oakes and members of the public. 1. CALL TO ORDER: Chair Svenstrup called the Special Meeting to order at 9:30 AM. Roll Call was taken by Deputy Town Clerk Oakes, followed by the Pledge of Allegiance. 2. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA: Chair Svenstrup called for a motion to add an item on the agenda: New Business Item 7C - Recommendation to the Town Commission to Appoint a Sea Turtle Liaison for the Sea Turtle Volunteer Program. MOTION: Vice Chair I atin moved to accept the agenda as modified; seconded by Member Albertson. Motion passed with all in favor. 3. PUBLIC COMMENTS AND REOUESTS: None. 4. PRESENTATIONS: None. 5. APPROVAL OF MINUTES: • February 8, 2011 - Regular MOTION: Member Hiles moved to approve the February 8, 2011, Regular Meeting Minutes; seconded by Member Andrews. Motion passed with all in favor. Beaches & Shores Advisory Board March 22 2011 Page 2 of 4 6. OLD BUSINESS: A. Mangrove Project Chair Svenstrun called upon Member Albertson to report on the Mangrove Project. Member Albertson reported that nothing could be done due to finances, but would like to keep this item on the agenda for open discussion. B. Wave Height Restriction Project Chair Sven struv requested that the Deputy Town Clerk distribute copies of the Marine Incident Report form to the condominium managers and displayed at Town Hall. Member Oaklander suggested that since there is no one monitoring the waterway, on a Sunday afternoon, there should be a videotaping of the activity. Chair Svenstrup concurred. Vice Chair I natin reported, that the proposed laws in Broward County had not gone into effect; will give update when available. Member Hiles requested placing an article in the Highlander regarding the Marine Incident form. C. Review the Request for Proposals Sent to the Beach Maintenance Companies Chair Svenstrup stated that the predecessor Board sent a request for proposals to several beach maintenance companies. A copy of the request was presented before the Board for review; one change was made. The Board discussed the status of placing the Municipal Special Taxing Unit (MSTU) District on the ballot. Member Albertson explained that the Board must do its due diligence, setup meetings and educate residents. Member Albertson had spoken to several residents who think that the current taxes are paying for beach cleaning. Member Albertson recommended waiting until the March 2012 Municipal Election, which would give an opportunity to educate residents during the in -season. Chair Svenstrun concurred that it is not the right time to place the MSTU on the ballot. Vice Chair Ibnatin offered to call the beach cleaning companies. Member Andrews felt that it was more appropriate to start thinking of the public information effort and the best ways to communicate information instead of sending out proposals. Member Hiles concurred. Chair Svenstrup suggested that the Board present the MSTU for action before the Town Commission, and ask for their approval to hold meetings at different condominiums. Member Oaklander suggested sending out a mailing to all of the residents. Member Albertson suggested that the November 2011 Election is too close; start preparing to place the item on the March 2012 ballot, which would give the Board the opportunity to meet with residents. Vice Chair I natin stated that the Board should consider creating a flyer with the objectives of the MSTU, the basic methodology used, the probable cost and the benefits to the residents. Start preparing the flyer, but table the distribution until the fall. By consensus, the Board agreed to schedule a workshop meeting. Beaches & Shores Advisory Board March 22 2011 Page 3 of 4 7. NEW BUSINESS: A. Review Ordinances on Beach Rakers and Other Beach Cleanup Topics Chair Svenstrup read aloud Town of Highland Beach Code of Ordinances Section 5-1, Parking of Boats. The Board discussed whether or not allowing boats to be parked on the beach is enforceable by law. Chair Svenstrup agreed to contact Town Attorney Sliney for his opinion on the matter. MOTION: Vice Chair Ignatin moved to table this item until there was a definitive answer from the Town Attorney. Member Albertson seconded the motion, which passed unanimously. B. Discussion of Town -wide Volunteer Beach Cleaning Day Chair Svenstrun coordinated a Town -wide Volunteer Beach Cleaning Day on March 13, 1999, in which approximately 50 people attended. The Town provided garbage bags, latex gloves, pick-up and payment of debris, and refreshments. Two and a half tons of debris was collected. Kathleen D. Weiser Interim Town Manager, explained that she previously worked for the Town of Ocean Ridge, which is similar to the Town of Highland Beach. They have both public and private property on the beaches. Ocean Ridge hosted a beach -cleaning day twice a year; however, they did not provide a pizza party. MOTION: Member Hiles moved to recommend a Town -wide Volunteer Beach Cleaning Day to the Town Commission for approval. Member Andrews seconded the motion, which passed unanimously. C. Recommendation to the Town Commission to Appoint a Sea Turtle Liaison for the Sea Turtle Volunteer Program Chair Svenstrup called for a motion to appoint a Sea Turtle Liaison. MOTION: Member Albertson moved to recommend a Member Susan Hiles as the Sea Turtle Liaison for the Sea Turtle Volunteer Program. Vice Chair I natin seconded the motion, which passed unanimously. 8. ADJOURNMENT: Chair Svenstrup announced the vacancy on the Board. MOTION: Vice Chair Ignatin moved to adjourn the meeting at 10:48 AM. Member Albertson seconded the motion, which passed unanimously.
