REGULAR MEETING

Members Present: Chair Rosalind Svenstrup; Vice Chair Joel Ignatin; Member Linda
Albertson; Member Elizabeth Andrews; Member Susan Hiles; Member Ira Oaklander
and Member Barbara Zeeman. Also Attending: Deputy Town Clerk Valerie Oakes and
members of the public.
1. CALL TO ORDER:
Chair Svenstrup called the Regular Meeting to order at 9:30 AM. Roll Call was taken
by Deputy Town Clerk Oakes, followed by the Pledge of Allegiance and a moment of
silence for peace in our world.
2. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA:
Chair Svenstrup called for any additions, deletions or acceptance of the agenda.
MOTION: Vice Chair I~natin moved to accept the agenda as presented; seconded by
Member Zeeman. Motion passed with all in favor.
3. PUBLIC COMMENTS AND REQUESTS:
None.
4. PRESENTATIONS:
Announcement: Welcome Elizabeth Andrews and Ira Oaklander as newest members of
the Board.
Chair Svenstrup welcomed Elizabeth Andrews and Ira Oaklander as newest members
of the Board and asked that they introduce themselves.
Member Andrews said that this is a tremendous honor to serve on the Board. The last
year she has become a permanent resident of Highland Beach since her retirement from
the United Nations. She has always been interested in the beaches and shores. Ms.
Andrews loves the birds, turtles, and remaining mangroves and looks forward to
making herself useful on the board.
Member Oaklander has been living in Highland Beach as a permanent resident since
2004; however, has been coming to Highland Beach since 1992. Lived previously in
New York City where he owned an architectural firm - most of the work was for i

community groups and people with special needs. The office still continues, where he
was a Senior Partner. Now he is fully retired. Mr. Oaklander had always been
interested in water. He has sailed for about 25 years. Looks forward to working with
the committee to protect the beaches.
5. APPROVAL OF MINUTES:
• January 11, 2011 - Regular
MOTION: Member Hiles moved to approve the January 11, 2011, Regular Meeting
Minutes; seconded by Vice Chair Ignatin. Motion passed with all in favor.
6. OLD BUSINESS:
A. Mangrove Project
Member Albertson gave a report on a brief outline with pictures of the three largest
mangrove areas in Highland Beach (attached `Exhibit 1').
Chair Svenstrun noted that behind Villa Costa. there are privately owned mangroves,
but the large boat wakes have pushed the land back. Recently Sea Gate Condominiums
invested $6,000.00 on a seawall. Member Albertson added that unavailable funding
causes this to be a difficult thing to accomplish. Ocean Cove is privately owned and
they have a breakwater, and the water flows well through those mangroves as opposed
to the others. Chair Svenstrun acknowledged that most boaters do not want any
restrictions, but people along the intracoastal would love to see it because it is
destructive, dangerous and just this past week there was an accident near Sea Gate.
Member Albertson added that it might be easier to have rocks put it then getting boaters
to slow down. Vice Chair I ng atin questioned that Ken Spole was before the Board in
September and said that grants would be applied for or have they not yet been applied
for? Member Albertson explained that the grants have not been applied for and
permitting would have to be done by Palm Beach County.
B. Wave Height Restriction Project
Vice Chair I n~ atin reported that Broward County speed restrictions that are before the
Florida Fish and Wildlife Commission were to be voted on in December and now it will
not be until April or May. Do not see anything happening for Highland Beach until
2012-2013.
Chair Svenstrun has been working on a Marine Incident Report form. Chair Svenstrup
spoke with staff from the Florida Fish and Wildlife Commission (FFWC), Highland
Beach Police Chief Craig Hartmann, Lieutenant Pride and Palm Beach County contact
Shaun Davis for the Florida Fish and Wildlife Commission to create the form. The
process would be to contact the dispatch center and tell them anything about the
incident, then sign the form and mail to FFWC. The FFWC does not want reports on
noise nuisance. If you have many reports, the FFWC or the Sheriff's department will
come down and investigate. In addition, within the last month, there was a dead

Member Zeeman - Where would you keep these forms? Chair Svenstrun - A form will
be given to the condominium managers and private owners along the intracoastal.
Member Oaklander - This is a great idea! This is a great beginning to face the problem
of what has been going on. A video on a Sunday afternoon will show what is going on
and how dangerous it is. They have signs that you cannot even read at the Spanish
River Bridge and Linton Bridge that say to "proceed with caution and that you are
responsible for your wakes This area needs to be monitored by Boca Raton, FFWC
or in the future our own marine patrol unit. Chair Svenstrun - Shaun Davis, FFWC,
keeps a record of the accidents from our County. Vice Chair I~natin - We have
discussed the cost, which include personnel, boat(s), and boat(s) maintenance.
Member Hiles - Are we going to have a file here for these incident reports? Chair
Svenstrun - Shaun Davis will keep a record copy of the report. Member Hiles - If the
manatee died from a boat, then it should be placed in the file.
7. NEW BUSINESS:
A. Review of the Request for Proposals Sent to the Beach Maintenance
Companies
Member Zeeman reported there were 970 nests in 2010 compared to 671 in 2009; there
were 643 false crawls, so the total crawls for 2010 was 1,913. There are regulations for
cleaning crews regarding sea turtle safety.
The four (4) main important regulations are: 1) no work can be done until after 9:00
a.m. during the turtle season; 2) no tractors are permitted within three feet of any
direction of the stakes; 3) if there is a tractor present, there is a limit on the tire pressure
gauge; and 4) the raking equipment cannot penetrate into the sand more than two (2)
inches, and the cleaning equipment cannot come within 10 feet of any vegetation.
The Board reviewed the Request for Proposals sent to the beach maintenance
companies and made the following changes:
• Under Guidelines, No. 1- Remove cigarette butts. Add medical waste and large
vegetative debris. Modify sentence: This service will be responsible for the
removal and legal transporting of this debris. (By adding the words removal and
legal.)
• Under Guidelines, No. 3- This item needs to be itemized.
• Under Guidelines, No. 4- Remove entire section.
• Under Guidelines, No. 4- Remove entire section.
The Board then discussed the history of the Municipal Special T~ing District to the
new members who had questions.
