Also Attending: Deputy Town Clerk Valerie Oakes and members of the public. 1. CALL TO ORDER: Chairman Svenstrup called the Regular Meeting to order at 9:30 AM. Roll Call was taken by Deputy Town Clerk Oakes. Chair Svenstrup announced that there are two (2) vacancies on the Board, followed by the Pledge of Allegiance. 2. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA: Chair Svenstrup called for any additions, deletions or acceptance of the agenda. MOTION: Vice Chair Ignatin moved to accept the agenda as presented; seconded by Member Hiles. Motion passed with all in favor. 3. PUBLIC COMMENTS AND REQUESTS: None. 4. PRESENTATIONS: None. 5. APPROVAL OF MINUTES: • September 14, 2010 - Regular MOTION: Member Albertson moved to approve the September 14, 2010, Regular Meeting Minutes; seconded by Vice Chair I~natin. Motion passed with all in favor. Beaches & Shores Advisory Board November 9, 2010 Page 2 of 4 6. OLD BUSINESS: A. Update Regarding the Status of the Proposed Municipal Special Tazing District Chair Svenstrup announced that she had prepared the report on the Municipal Special Taxing Unit (MSTLJ) District project, and she is prepared to make a presenta.tion before the Town Commission; however, due to the election results, wanted to know the feelings of the board members. Vice Chair I n~atin explained that it is only the decision of the Boazd to make a recommendation to the Town Commission; it is the Town Commission's decision when and if to place the item on the ballot. It is the Board's obligation to present what the Board has done. Member Albertson stated that the political and economical climate would not allow the MSTU to pass at this time. Chair Svenstrup will not make a suggestion regarding timing to the Town Commission but rather the Town Commission uses their discretion. Member Albertson was concerned that once this is a dead issue that it cannot be revived. Vice Chair I n~ suggested leaving it in the hands of the Town Commission to make the decision to delay. Chair Svenstrun questioned the Board as to if she should make a recommendation to postpone placing the MSTU on the ballot until the Town Commission deems necessary. Vice Chair I natin suggested making an indication that the Board is concerned of the current political climate. Member Zeeman added that the March 2011 election would be poor timing. Vice Chair I ng atin recommended that the Board not suggest a date; leave it to the Town Commission's discretion. Member Albertson asked if this is the feeling of the Board to endorse or propose the MSTU. Chair Svenstrun answered that unanimously the Board moved to go forward; however, we would have to see the feeling of the people. Vice Chair Ignatin commented that the Town Commission made the decision to approve the funds for Fishkind & Associates to do the report, so the Commission must have some interest. Chair Svenstrup ended the discussion by stating that she will make a presentation at the Town Commission Workshop Meeting on November 30, 2010, and she would not push for the item to be placed on the ballot for the upcoming election. B. Mangrove Project Member Albertson reported that phase 2 of the project was completed on October 1, 2010, and she would like to meet with the people from Casuarina. Vice Chair I~natin explained that the work that was completed was only the Palm Beach County's portion of the mangroves. Member Albertson did not remember seeing them working on this, but from the sidewalk, it is much cleaner than a year ago. Vice Chair Ignatin suggested that Member Albertson follow-up with Carmen Vare. Member Albertson agreed. Beaches & Shores Advisory Board November 9, 2010 Pa~e 3 of 4 C. Wave Height Restriction Project Chair Svenstrun suggested that the Board prepare a flyer with the proper authorities including phone numbers and procedures to warn boaters, and then send the flyer to all of the condominiums. Member Albertson mentioned an article in the Sun Sentinel regarding the Broward County Commission proposing to change the weekend speed limit. Vice Chair I~in explained that the Florida Fish & Wildlife Commission initiated this effort. Broward County Commissioners held twelve (12) different meetings and times from before the summer through September. There is opposition to reducing the speeding, but this effort was purely to protect the manatees and had nothing to do with homeowners. They are looking to lift certain restrictions during certa.in seasons when the manatees are not present. This item will go for a vote before the Florida Fish & Wildlife Commission in December. Palm Beach County's series of ineeting will mostly likely not take place unti12012. Chair Svenstrun explained that they are proposing to install speed limit signs. In addition, the Chair thanked Barbara James, Permit Holder for the Highland Beach Sea Turtle Volunteer Program, far a most enjoyable turtle program this week. D. Discussion on Beach Erosion and Beach Nourishment Vice Chair I ng atin reported that this issue is dead in the water. The Town of Highland Beach does not qualify for beach nourishment or restoration because the Town does not have public beach access. The Township can do it on its own; otherwise, it is a moot point. 7. NEW BUSINESS: None. 8. REPORTS: None. 9. REPORTS - BOARD MEMBERS: A. Member Linda Albertson - No report. B.
