Members Present: Chairman Rosalind Svenstrup; Vice Chair 3oe1 Ignatin; Member
Linda Albertson; Member Stacy McPherson and Member Barbara Zeeman. Absent:
Member Susan Hiles (excused). Also Attending: Deputy Town Clerk Valerie Oakes and
members of the public.
1. CALL TO ORDER:
Chairman Svenstrup called the Regular Meeting to order at 9:30 AM. Roll Call was
taken by Deputy Town Clerk Oakes, followed by the Pledge of Allegiance.
2. ADDITIONS DELETIONS OR ACCEPTANCE OF AGENDA:
MOTION: Vice Chair I~natin moved to remove item 6D from the agenda; seconded
by Member Albertson. Motion passed with all in favor.
• 3. PUBLIC COMMENTS AND REQUESTS:
None.
4. PRESENTATIONS:
• Announcement -Welcome Stacy McPherson
Chair Svenstrup welcomed Member McPherson who moved to Highland Beach from
Houston, Texas because her husband's corporate office relocated to Ft. Lauderdale. She
attended graduate school at the University of Miami.
5. APPROVAL OF MINUTES:
None.
6.OLD BUSINESS•
A. Highland Beach Turtle Talk and Walk Day
Member Zeeman reported that the season is slow and is in the process of speaking with
Barbara James regarding the program. Chair Svenstrup -The event should be done
• during the peak season of July or August.

B. Update Regarding the Status of the Proposed Municipal Special Tax District
• Vice Chair I~natin reported that there is no definitive word from Wharton Berger. My
understanding is that it was to be a pro rata basis service. Town Manager Su eg rman -
Valerie Oakes, Deputy Town Clerk, has been in touch asking them to confirm the verbal
modifications that we asked them to undertake. As soon as they come in, Valerie and I
will review the information, Valerie will inform the Chair then the Chair will make a
recommendation to the Town Commission.
Vice Chair I ng_ atin -How does that affect the November 2, 2010 ballot? Town Manager
Superman -The deadline is mid August. The governing body has to adopt a resolution
and meet the deadline. Today at 2:00 PM, I will be meeting with the Delray Beach Fire
Rescue Department who are coming to tell me that the Town's aerial truck needs to be
replaced at an estimated cost of $375,000.00, which is a big ticket item and exceeds the
$350,000.00 project limit and forces a referendum. It may be requested that this item be
placed on the November 2"d ballot.
Chair Svenstrup -Would it be best to place the Municipal Special Taxing Unit on the
March ballot? Town Mana eg r Su eg rman - In the past, dealing with ballot issues by
referendum I have found that typically the Highland Beach voter will support what is
being done at Town Hall as long as we clearly explain. There are more votes in the
November election than the March election; however, the interest is in March because of
the Municipal Election.
• Vice Chair I ng atin -Has there been a history of two large ticket items and the results
being positive? Town Mana eg r Su eg_ rman - In 2008, the $3.9 million water transmission
line and the second half of the $8 million water plant were on the November ballot, and
they both passed.
Vice Chair I ng atin -Assuming Dr. Fishkind's office gives us the wording that we are
anticipating, the presentation is made to the Town Commission then will it go to Mr.
Dion's office for the ordinance wording? Town Mana eg r Sugerman -The wording of
the ballot question would not have an effect on the timing. The goal is to finish the report
in the next few weeks, and the Chair make a recommendation in June or July.
Chair Svenstrup - Dr. Fishkind's office presented it differently then what the chart
explained. Town Mana eg r Su eg rman - Do not know where the miscommunication was
but the verbiage in the report was correct and the application on the spreadsheet was
incorrect.
Chair Svenstrup -Just recently, I saw the Highland Beach Police unit and we were
delighted to see it; it is a nice beach vehicle. Town Mana eg r Su eg_rman -The
compliment should be directed to the Town Commission because they supported the
concept of purchasing the beach vehicle.

C. Formal Action to Table the Mangrove Project
• Member Albertson - I thought this was discussed at the last meeting. Vice Chair I ng atin
- Would like to table the item and bring back in September.
MOTION: Vice Chair I ng atin moved to temporarily table to the September Regular
meeting and will report; seconded by Member Albertson. Motion passed with all in
favor.
D. Formal Action to Table the Wave Height Restriction Project
This item was removed from the agenda.
7. NEW BUSINESS•
A. Discussion on Beach Erosion and Beach Nourishment
Chair Svenstrup -Lived here for 21 years and the beaches are the same as they were
then. Delray Beach and Boca Raton border the Town and both of those municipalities re-
nourish their beaches; as a result, the Town's beaches gain from those re-nourishment
projects. Member Albertson -Has been coming to Highland Beach since 1970. I agree
that our beaches are nice and do just fine. Spoke with a park ranger at MacArthur State
Park we were discussing the municipalities that are doing the re-nourishment projects.
• The park ranger explained that the municipalities that do not do it do just as well as the
municipalities that do it. You can spend millions bringing the sand in and it only takes
one storm to pull the sand back into the water.
Member Zeeman - Is nourishment only bringing in the sand? Chair Svenstrup - It is
bringing the sand and dune restoration.
Vice Chair I ng atin -Did initial investigation and there are considerations: 1) it depends
on the severity of the erosion, 2) whether there is a threat to upland structures, 3) whether
there is availability of Federal funds, and 4) if it can enhance the sea turtles nesting. I
would like to investigate further. Chair Svenstrun -This project would be very
expensive and there are three-miles of beaches that are all private.
Vice Chair I ng atin -The Office of Beaches and Coastal Systems indicates that there are
no restorations for Highland Beach. I do not know if there is dramatic beach erosion or
the need for replacement. Chair Svenstrup -The dunes are privately owned. We cannot
force people to protect the dunes. I am not opposed to anything; I do not think it will
ever pass to do the sand re-nourishment. The dune re-nourishment might work. Member
Albertson - After a few days of storms it looks as though, the beach eroded, but a couple
of days after that the beach begins to rejuvenate itself.
Chair Svenstrun -Were you mainly interested in the sand or the dunes? Vice Chair
• Ignatin -Atlantic City increased the beach by 150-feet and it has not receded. They
placed platters, which were covered with sand and vegetation.

Chair Svenstrup - Do you have any background information on the beaches? Town
• Mana er Su eg rman -The beach comes and goes in Highland Beach depending on the
cycle of the storms. Every time Delray Beach nourishes their beach, Highland Beach's
beach is also re-nourished. When the Army Corp. of Engineers approves the
nourishment programs, they do a study on the quality of the sand. Dune restoration work
is very inexpensive. If an MSTU is established, the Board could determine to plant the
dune barriers.
Chairman Svenstrun -There was a condominium on the south that did not want any
plantings. Town Manager -The MSTU could do nothing to change that. They are
entitled. Chairman Svenstrun -This is something to be considered.
Vice Chair I natin -Are you aware of any dune erosion? Town Mana er Sugerman -
No, but you can tell the difference between a healthy and unhealthy dune. Vice Chair
Ignatin -Will continue to investigate.

F. Chair Rosalind Svenstrup -Spoke with the aid to State Representative Ellyn
Bogdanoff. There is a movement for people to have more regulations. He had
spoken to someone from the Florida Fish and Wildlife Commission, and they are
going to re-due all of Palm Beach County.
10. ADJOURNMENT:
There being no further business to come before the Board, Chairman Svenstrup
adjourned the meeting at 10:11 AM upon a MOTION by Member Albertson; and
seconded by Vice Chair I ng atin.
