REGULAR MEETING
Tuesday, February 9, 2010 9.30 AM
Members Present: Chairman Rosalind Svenstrup; Vice Chair Joel Ignatin; Member
Linda Albertson; Member Susan Hiles; and Member Barbara Zeeman.
Also Attending: Deputy Town Clerk Valerie Oakes and members of the general public.
1: CALL TO ORDER:
Chairman Svenstrup called the Regular Meeting to order at 9:30 AM. Roll Call was
taken by Deputy Town Clerk Oakes, followed by the Pledge of Allegiance.
2. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA:
MOTION: Vice Chair I ng atin moved to accept the agenda as presented; seconded by
Member Zeeman. Motion passed with all in favor.

None.
4. PRESENTATIONS:
None.
5. APPROVAL OF MINUTES:
MOTION: Member Hiles moved to approve the minutes of the January 12, 2010,
Regular Meeting; seconded by Vice Chair I ng atin. Motion passed with all in favor.
6.OLD BUSINESS:
None.
7. NEW BUSINESS:
A. Change Regular Meeting Date to Thursday, March 18, 2010
By consensus, the Board agreed to change the regular meeting date to Thursday, March
18, 2010, at 9:30 a.m.

B. Highland Beach Turtle Talk and Walk Day
• Board Member Zeeman spoke with Barbara James, Sea Turtle Permit Holder, who will
start near turtle season beginning with a preliminary discussion. Sea Turtle season begins
March 1St. Ms. James suggested that Gumbo Limbo make a presentation at the Highland
Beach Library. Member Zeeman will follow-up in a few weeks.
8. REPORTS:
A. Mangrove Project
There will be a workshop meeting on Tuesday, March 23, 2010 at 9:30 a.m. Carman
Vare from the Palm Beach County Department of Environmental Resource Management
will make a presentation.
MOTION: Member Hiles moved to resign from the Mangrove Project and transfer the
project to Member Albertson; seconded by Member Zeeman. Motion passed with all in
favor.
B. Municipal Special Taz Unit
There will be a presentation by Dr. Fishkind of Fishkind & Associates at the next regular
meeting.
• C. Wave Height Restriction
Vice Chair Ig~atin - Broward County started restrictions on December 18, 1994. There
are three (3) parameters: 1) idle speed no wake zone; 2) slow speed minimum wake; and
3) maximum of 25 miles per hour. There are two (2) sections that deal with manatees
where there is a no entry zone and fifty (50) feet within shoreline idle speed no wake
zone. There was a regulation set up in Delray Beach on 12, 2009, for a new boating
safety zone that extends the same kind of regulation in Palm Beach County as Broward
County. In Highland Beach, there are no intracoastal bridges; the setbacks are 300 feet
north and south of the Spanish River Bridge and the Linton Bridge.
Chair Svenstrup -Spoke to Shawn Davis, Florida Fish & Wildlife Commission, to
discuss the debate as to whether Highland Beach has a 25 or 35 mile an hour restriction
or if it is completely unrestricted; he is unsure, therefore, she is awaiting a response.
There are abnormally high speeds in Town. Boca & Delray have a marine unit. The
residents that live on the Intracoastal need to be informed to call the authorities with the
name of the boat, Florida registration number with the date and time of the incident.
Officers will not ticket unless they see the boater(s) speeding, but there will be a record
of the constant problem that Highland Beach is faced with on the waterway.

Chair Svenstrun - We have not had a sufficient number of accidents reported; an option
• could be to combine forces with another city.
Vice Chair I ng atin -Combine Mangrove Project with Wave Height Restriction Project.
9. REPORTS -BOARD MEMBERS:
A. Board Member Linda Albertson - Gulfstream Commissioner is not aware of any
water restrictions. There will be a follow-up report next month.
B. Board Member Susan Hiles -None.
C. Board Member Barbara Zeeman -None.
D. Vice Chair Joel I natin -None.
E. Chair Rosalind Svenstrup -None.
Vice Chair Ignatin committed to continue researching wave heights and speed
restrictions.
10. ADJOURNMENT:
There being no further business to come before the Board, Chairman Svenstrup
• adjourned the meeting at 10:04 AM upon a MOTION by Member Hiles; and seconded
by Vice Chair I ng atin.
