Tuesday, January 12, 2010 _ 9:30 AM
Members Present: Chairman Ruth Samuels; Vice Chair Rosalind Svenstrup; Member
Linda Albertson; Member Susan Hiles; Member Joel Ignatin; and Member Barbara
Zeeman. Also Attending: Deputy Town Clerk Valerie Oakes and members of the
general public.
1. CALL TO ORDER:
Chairman Samuels called the Regular Meeting to order at 9:30 AM. Roll Call was taken
by Deputy Town Clerk Oakes, followed by the Pledge of Allegiance.
2. ADDITIONSs DELETIONS OR ACCEPTANCE OF AGENDA:
MOTION: Member Hiles moved to accept the agenda as presented; seconded by
Member Zeeman. Motion passed with all in favor.
• 3. PUBLIC COMMENTS AND REQUESTS:
None.
4. PRESENTATIONS:
Chairman Samuels welcomed Linda Albertson and Joel Ignatin to the Board.
Member Albertson has been coming to Highland Beach for 40 years. She has taught at
Lynn University and owned a business in Hillsboro Beach. After she sold her business,
she worked for Zerox and managed national accounts for the Federal Government then
22 years later she retired. Ms. Albertson spends much of her time walking the beach.
Member Ignatin has been in the field of education for his entire adult life working as a
Teacher and aQuasi-Administrator; he was in charge of creating rosters for two schools
where the population of students totaled 4,300. He retired in 1999; in 2001, he moved
permanently to Florida.
5. APPROVAL OF MINUTES:
MOTION: V_ ice Chair Svenstrun moved to approve the minutes of the December 8,
• 2009, regular meeting; seconded by Member Zeeman. Motion passed with all in favor.

• 6. OLD BUSINESS:
None.
7. NEW BUSINESS:
Chair Samuels explained that the former members of the Board want to provide a support
to the current members. Every month for the next six (6) months a former member will
be in the audience. The members will be present as residents; they cannot vote. The
schedule is as follows:
February -Betty Jane Hofstadter
March -Lucy Whalen Miller
April -Ruth Samuels
May -Evelyn Weiss
June -Betty Jane Hofstadter
July -Lucy Whalen Miller
Chair Samuels asked that the Board appoint a Co-Chair as the Sea Turtle Liaison due to
the season being so lengthy. Chair Samuels would like to establish a Highland Beach
Turtle Talk and Walk Day, where once a year has a walk that starts at the Library. The
` point is to take a group of people and show them how we mark the nest and give a history
. of the turtles.
Deputy Town Clerk Oakes explained that the Board had previously asked the Town
Commission to appoint two people as the Sea Turtle Liaison, but it was was declined by
the Town Commission. Regarding the establishment of a Highland Beach Sea Turtle Talk
and Walk Day, the Beaches & Shores serves as an advisory board to the Town
Commission; therefore, the Board may not establish this day but may gather information
and bring this concept before the Town Commission.
A. Election of Officers:
The Board discussed the areas of responsibility for the chair person.
a. Chairman
MOTION: Member I ng atin nominated Rosalind Svenstrup as Chairman.
Member Zeeman seconded the motion. Motion passed with all in favor.
b. Vice Chairman
Member Albertson nominated Barbara Zeeman as Vice Chairman. Member
Zeeman declined the position.
• MOTION: Member Hiles nominated Joel Ignatin as Vice Chairman. Member
Albertson seconded the motion. Motion passed with all in favor.

• B. Recommend a Sea Turtle Liaison to the Town Commission
MOTION: Member Albertson recommended Barbara Zeeman as the Sea
Turtle Liaison. Vice Chair Svenstrup seconded the motion. Motion passed with
all in favor.
Member Zeeman reported that Gumbo Limbo has seventy turtles when usually there are
only seven (7). If the temperature drops below 60 degrees, the turtles start to rise and
pneumonia can set in or they could suffer from damages from boats. Gumbo Limbo is
asking for donations, money and/or supplies, please mention this need to the
condominium associations in Town. The Board members will announce this issue at the
association meeting. Member Zeeman announced the contact information to make a
donation.
In order to gain more information to establish a Turtle Talk and Walk Day, Member
Zeeman will need to check with Barbara James, Turtle Permit Holder.
MOTION: Vice Chair Svenstrup moved to have Member Zeeman request information
from Barbara James to have the Highland Beach Turtle Talk and Walk Day. Member
Hiles seconded the motion. Motion passed with all in favor.
8. REPORTS:
• A. Mangrove Project
Deputy Town Clerk Oakes reported that Carmen Vare of Palm Beach County's
Department of Environmental Resources and Ken Spole would like to make a
presentation before the Board sometime in March.
B. Municipal Special Tax Unit
Deputy Town Clerk Oakes reported that on January 6th, she and Dr. Sugerman met with
Ed Dion of Nabors, Giblin & Nickerson and Hank Fishkind of Fishkind & Associates.
Both parties were provided with a copy of the request for proposal that was sent to the
beach maintenance companies along with copies of the proposals; a copy of the Board's
standard for beach cleanliness and maintenance; and a GIS map. Dr. Fishkind is looking
to make a presentation before the Board sometime in March.
Deputy Town Clerk Oakes noted that the Regular Meeting in March is on Election Day.
She advised the Board to change the meeting date as it has been done in the past.
MOTION: Member Hiles moved to change Regular Meeting of March 8,
2010, due to it being Election Day, to March 11, 2010, at 9:30 a.m. Member
Zeeman seconded the motion. Motion passed with all in favor.
• By general consensus, the Board moved to schedule a Workshop meeting on March 23,
2010.

• 9. REPORTS -BOARD MEMBERS:
A. Board Member Joel I~natin -None.
B. Board Member Linda Albertson -None.
C. Board Member Susan Hiles -None.
D. Board Member Barbara Zeeman -None.
E. Vice Chair Rosalind Svenstrup -She will report on the wave height restriction at
the February meeting. She gave a brief background regarding this project to the
new members of the Board.
Member Albertson -Can the Town approve anything on the wake issue, or does
it have to be done on the State level?
Chair Samuels -First you made make a recommendation to the Town
Commission then they would proceed to the State level.
Vice Chair Svenstrup -The Florida Fish and Wildlife Commission has the final
input and the Army Corps of Engineers. She has been in touch with a Broward
County Sheriff Marine Patrol Officer who does not know how they obtained the
• wave height restriction, which was approved over 10 years ago.
Member Albertson -She has a friend that is a Commissioner in Gulfstream. She
will report at the next meeting if they have done anything regarding wave height
restrictions.
Member I ng_ atin -Will try to find the Broward County Regulations concerning
wave height. Does Delray have a speed on wake restriction?
Vice Chair Svenstrup -There is a one-man patrol unit with several volunteers.
F. Chair Ruth Samuels -She announced that this is her last meeting and she thanked
every one of the new members for there enthusiasm.
Member Ignatin -Thanked Chair Samuels for her six (6) years of dedicated
service to the Board and her enthusiasm.

ADJOURNMENT:
There being no further business to come before the Board, Chairman Samuels adjourned
the meeting at 10:33 AM upon a MOTION by Member Zeeman; and seconded by
Member Ignatin.
