2009.07.14_BSAB_Minutes_RegularTOWN OF HIGHLAND BEACH MINUTES OF THE BEACHES & SHORES ADVISORY BOARD REGULAR MEETING Tuesday, July 14, 2009 9:30 AM Members Present: Chair Lucy Miller, Vice Chair Ruth Samuels, Board Member Betty Hofstadter, Board Member Beverly Knight, Board Member Rosalind Svenstrup, Board Member Evelyn Weiss and Board Member Barbara Zeeman. Also Attending: Deputy Town Clerk Valerie Oakes and members of the general public. CALL TO ORDER: Chair Miller called the Regular Meeting to order at 9:30 AM. Roll Call was taken by Deputy Town Clerk Oakes. The Pledge of Allegiance followed. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA: Chair Miller asked for a motion to add Term Expiration under New Business. • MOTION: Vice Chair Samuels moved to add Term Expiration under New Business. Board Member Knight seconded the motion, which passed unanimously. Agenda accepted. PUBLIC COMMENTS AND REQUESTS: No public comments.. PRESENTATIONS: Chair Miller welcomed the newest Board Member Barbara Zeeman, who was appointed by the. Town Commission on July 8, 2009. She also congratulated Board Member Beverly Knight for becoming the new liaison for the Sea Turtle Program. APPROVAL OF MINUTES: MOTION: Board Member Samuels moved to omit reading the minutes of May 26, 2009, workshop meeting and June 9, 2009, regular meeting. Board Member Weiss seconded the motion, which passed unanimously. MOTION: Board Member Samuels moved to approve the minutes of May 26, 2009, • workshop meeting and June 9, 2009, regular meeting. Board Member Svenstrup seconded the motion, which passed unanimously. Beaches & Shores Advisory Board July 14, 2009 Page 2 of 4 • OLD BUSINESS: Mangrove Project Report Board Member Weiss did not have a report. Monofilament Program The board discussed the monofilament program and created a list of possible locations. William Moore, Utility/Maintenance Supervisor, asked that the board consider not installing the monofilament program. All the program would allow for is an extra trashcan for cans that already exist. Currently, there are 10 cans on the beach; however, there are three of which the Town does not have authorization to place the trash receptacles on the property. Vice Chair Samuels will prepare the letters for Chair Miller's signature requesting approval of installation of trash receptacles on the private beach. The board agreed that at this time the Monofilament Program was unnecessary, but perhaps notifying the residents of the problems associated with the fishing lines. NEW BUSINESS: Term Expiration • Chair Miller reported that Board Member Hofstadter, Board Member Weiss and she are term limited, so at the end of December 2009 they will no longer be on the Beaches and Shores Advisory Board. The same applies for Vice Chair Samuels except that her term is limited at the end of January 2010. Board Member Hofstadter suggested publishing the future vacancies on the town channel and website. Chair Miller will ask the Town Manager what can be done to advertise the vacancies in advanced. RF.PnRTS: A. Municipal Tax District: Chair Miller reported that she would like to contact Coastal Planning and ask for reference to at least two or three economist. MOTION: Vice Chair Samuels moved to allow Chair Miller to contact Coastal Planning and find out whatever information possible. Board Member Knight seconded the motion, which passed unanimously. By consensus, the board agreed to schedule a workshop for Thursday, July 30, 2009, at 9:30 AM to continue discussing the municipal tax district. • Beaches & Shores Advisory Board July 14, 2009 Page 3 of 4 • B. Board Members: Board Member Weiss: No report. Board Member Svenstrup: She reported that Delray Beach Marine Patrol has one officer assigned and 35 volunteers; they patrol every other day. The volunteers do not issue citations, but their presence will stop people from speeding. The yearly cost is $15, 000.00 for fuel and boat maintenance. Sea Gate Condominiums could provide a dock slip for the boat. She tried contacting Boca Marine, but they have not returned her call. The town definitely needs coverage during the season and on weekends. There are two boat captains, who live in Sea Gate, who are willing to volunteer. Chair Miller - In the past, someone offered to donate a boat free of charge to the Highland Beach Police. Will ask the Town Manager what happened to that offer and if it is still standing. Town Manager Dale Su eg rman -stated that Former Mayor Harold Hagelman knew someone from the Navy League that was interested in donating a boat to the Town. The Town Commission did not encourage further discussion regarding the boat, and there was never a formal offer. The estimated cost for the Marine Unit was $150,000 to $700,000. • The roll of the advisory board is to advise the Town Commission on issues. The advisory board should not lobby to the community on a topic or a particular position. All items need to be discussed in a public meeting. A public hearing can be held to get testimony from the community. Then you can make a recommendation to the Town Commission. Board Member Knight -What about mangrove protection? Town Manager Dale Superman -Boynton Beach has installed a pile of rocks to protect the mangroves, which does help protect the mangroves. Board Member Svenstrup -Would like to ask the Chief if he would place one of the current officers on marine patrol. Town Manager Dale Su eg rman -The advisory board needs to present their idea to the Town Commission not to the Chief. There has to be at least two officers on the boat. Board Member Svenstrup -Delray Beach has one officer, but they have 35 officers. Town Manager Dale Su eg rman -The advisory board can make a recommendation to create a marine unit with one officer and 35 volunteers before the Town • Commission during the budget workshop. Beaches & Shores Advisory Board July 14, 2009- Page 4 of 4 Board Member Svenstrup - Broward County has a 15in or 18in wake height • restriction; could we do the same? Town Manager Dale Su eg rman -The law is that the boater has to control their wake. Chair Miller -Given the fact that the Town is cutting back on the budget in every other area she doubts that the Town Commission would approve anything new unless it is saving the town money or proved to be beneficial to the town that it is almost a requirement. Town Manager Dale Su eg rman - If the Board decides to go before the Town Commission to create a marine unit to enforce the law, the board will need to get information to support the idea of a marine unit. The board will gather information by holding a public hearing and find out if anyone is willing to donate a boat to the town. Board Member Knight: No report. Board Member Hofstadter: No report. Vice Chair Samuels: No report. Chair Miller: No report.
