2009.04.14_BSAB_Minutes_RegularTOWN OF HIGHLAND BEACH MINUTES OF THE BEACHES & SHORES ADVISORY BOARD REGULAR MEETING Tuesday, Anril~ 14.2009 9:30 A.M. Members Present: Vice Chair Ruth Samuels; Board Member Betty Hofstadter; Board Member Linda Peterson; Board Member Rosalind Svenstrup and Board Member Evelyn Weiss. Members Absent: Chair Lucy Miller (Excused} and Boazd Member Beverly Knight (Excused). Also Attending: Deputy Town Clerk Valerie Oakes and members of the general public. CALL TO ORDER• Vice Chair Samuels called the Regular Meeting to order at 9:30 a.m. Ro11 Call was taken by Deputy Town Clerk Oakes. The Pledge of Allegiance followed. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA: MOTION: Boazd Member Hofstadter moved to accept the agenda. Boazd Member Weiss seconded the motion, which passed unanimously. PUBLIC COMMENTS AND REQUESTS: None. PRESENTATIONS: None. APPROVAL OF MINUTES: MOTION: Board Member Svenstrup moved to approve the minutes of March 09, 2009 regular meeting. Board Member Weiss seconded the motion, which passed unanimously. OLD BUSINESS• Municipal Taa District Discussion Vice Chair Samuels explained that the goal of the municipal tax district is to fairly distribute the cost of cleaning the beach to all Highland Beach residents who will be separated into five (5) zones. The Boazd discussed how the zones would be established. Vice Chair Samuels was asked to find the beach front footage of alI the condominiums along AlA for the project. Vice Chair Samuels met with Town Manager Sugerman and he explained to her that the information could be found on the Palm Beach County Property Appraiser website. Mrs. Samuels explained how the information was extracted from the site. Vice Chair Samuels reported that Board Member Knight will compile information of the beach frontage on the single family homes. Once the information has been gathered a presentation will be made to the Town Commission. Beaches & Shores Advisory Board Regular Meeting 04!14/09 -Page 1 of 3 Boazd Member Weiss gave a public thank you to Vice Chair Samuels for all of the hard work she has done. • Mangrove Standards Boazd Member Peterson was previously in touch with Keith Patton, Florida Yazds and Neighborhoods, but is now no longer employed by the County. Vice Chair Samuels suggested that Boazd Member Peterson continue the investigation regarding mangrove maintenance standazds. Vice Chair Samuels will contact Ginny Powell of the Palm Beach County Environmental Resource Management Department for more information. Sea Turtle Program -Board Member Peterson, Liaison Board Member Peterson reported that Barbara James, Permit Holder, had nothing to report. Boazd Member Peterson did mention that last yeaz at this time there were two (2) nests and this year there aze none. Boazd Member Peterson has been in touch with Paul Davis, Environmental Manager for Palm Beach County Department of Environmental Resource Management, and he will be in Highland Beach on Monday, April 13 to perform a lighting survey. Paul suggested that his assistant, Jacey Biery, present the results to the Boazd at the regulaz scheduled meeting in May. Board Member Peterson also presented the Board with pictures of the trash receptacles • along the beach for their viewing. She felt that it would be a great idea to install a trash receptacle just north of Highland Regency which is a heavily populated area. Board Member Peterson notified the board of a monofilament recycling program that she would like the Board to consider implementing at Milani Pazk since there aze so many fishermen. Vice Chair Samuels recommended making a presentation when Chair Miller is in attendance for the boazd to consider. NEW BUSINESS• None. REPORTS• Board Member Weiss: Jean Knight was one of the original members of the Beaches and Shores Advisory Board and unfortunately has passed away. Vice Chair Samuels worked with Ms. Jean Knight and shazed her commitment and love for the beach. Ms. Knight was pro natural beach cleaning and her memory will live on. Board Peterson: None. Board Member %night: Absent. Board Member Hofstadter: No report but would like to thank Board Member Peterson • and Vice Chair Samuels on all of their work on these various projects. Beaches & Shores Advisory Board Regular Meeting 04l1M09 -Page 2 of 3 Board Member Svenstrup: She would like the Board to move forward in asking the Town Commission to write a letter to the Florida Fish and Wildlife Commission and the • Army Corp of Engineers using a different tactic by attaching statistics of mangrove loss and petition for a minimal wake zone. Vice Chair Samuels asked that Board Member Svenstrup create an outline of the various issues the board would like resolved. The board will schedule a workshop to discuss the outline in further detail. Vice Chair Samuels shared information regarding the Town of Pompano Beach, Florida. There are three (3) miles of beach in which one (1) mile is designated as a recreational area. The Town only funded the beach cleaning for the recreational area. The Town then voted to add a line item to maintain the three (3) miles of beach in Pompano Beach to ensure beach cleanliness. Perhaps the Town of Highland Beach could do the same but meanwhile the board will continue to work on the Municipal Tax District.
