2009.01.13_BSAB_Minutes_RegularTOWN OF HIGHLAND BEACH MINUTES OF THE BEACHES & SHORES ADVISORY BOARD REGULAR MEETING Tuesday. January 13, 2009 9:30 A.M. Members Present: Chair Lucy E. Whalen Miller; Board Member Betty Jane Hofstadter; Board Member Beverly Knight; Board Member Linda Peterson and Board Member Evelyn Weiss. Members Absent: Vice Chair Ruth Samuels (Excused). Also Attending: Town Clerk Beverly M. Brown CALL TO ORDER: Chair Miller called the Regular Meeting to order at 9:30 a.m. Roll call was taken by Town Clerk Brown. The Pledge of Allegiance followed. ADDITIONS. DELETIONS OR ACCEPTANCE OF AGENDA: Chair Miller made an addition to the agenda under Old Business Dr. Stronge has figures regarding the beach maintenance. • PUBLIC COMMENTS AND REQUESTS: None. PRESENTATIONS: Beach Trash Linda Peterson made a presentation about beach trash. She has written an article regarding littering on the beach. She also feels that the responsibility should be put on the people who use the beach. Board Member Knight stated that trash does kill the turtles and that it needs to be included in the Highlander Newsletter. Chair Miller directed to incorporate this in an educational program for the citizens. APPROVAL OF MINUTES: MOTION: Board Member Weiss moved to approve and to dispense with reading the minutes of December 9, 2008 with the correction of the spelling of Angela Belden. Board Member Peterson seconded the motion, which passed unanimously. OLD BUSINESS: Duties of the Beaches & Shores Advisory Board -Review & Discussion Chair Miller read aloud Resolution #805 and #$15 prior to discussion to see if anything should be added or deleted. • Chair Miller will make a request to the Town Manager to make a presentation before the Town Commission at the workshop on 3anuary 27, 2009. Beaches & Shores Advisory Board Regulaz Meeting 01!13109 -Page 1 of 3 Board Member Weiss stated that when the library first opened the board had a program to • assist in recruiting volunteers. Board Member Knight noted that we never had a liaison between the board and the sea turtle program, someone needs to be appointed. Board Member Knight recommended that a monthly report be distributed from the sea turtle program to the board so that the board is aware of what the sea turtle program is doing. Board Member Peterson explained that there is a program through the county called the Florida Backyard Neighborhood that creates brochures to encourage homeowners on plantings and vegetation. Board Member Peterson would like to coordinate with the Ibis program to create brochures to give to the new residents in Highland Beach. Board Member Peterson will contact Ethan and schedule a presentation for the March regularly scheduled meeting. Review of Beach Maintenance Ordinance Changes Chair Miller met with Bill Stronge on Monday, January 12, 2009 to discuss incorporating taxing districts. Mr. Stronge figured $61.34 per unit in Town which far exceeds the cost that the condos are paying. Board Member Knight said that she will resurrect the numbers to share with Mr. Stronge. Chair Miller explained that she did it on a tier system with the length of beach, 7 days a week basis and 5 different categories. Board Member Knight explained that the highest paying residents were the ones right on the beach. • Maintenance of Mangroves -Update The Condo Association meetings that consist of condominium representatives from Highland Beach and Boca are going to contact the Department of Fish and Wildlife to see if they can help the progress of making the Intracoastal of Highland Beach and Boca a "no-wake" zone. Board Member Weiss will schedule for local resident Ken Spole to make a presentation at the February 10, 2009 regularly scheduled meeting regarding the mangrove restoration project. Board Member Peterson will give a monthly update on the Sea Turtle Program. Chair Miller asked that sub titles be added to the agenda for the board members to report. NEW BUSINESS: Draft Article for Highlander Regarding Beach Maintenance & Ordinances Chair Miller scheduled a workshop on Wednesday, February 4, 2009 at 9:30 a.m. to draft an article for the Highlander regarding beach maintenance and ordinances. Election of Officers: Chairman and Vice Chairman • MOTION: Board Member Weiss moved to elect Lucy Miller as Chair. Board Member Hofstadter seconded the motion, which passed unanimously. Board Member Hofstadter seconded the motion, which passed unanimously. Chair Miller asked that via electronic mail notify Ruth Samuels that she has been re- elected asVice Chair. Chair Miller announced the resignation of Gary Guertin. The board now has a vacancy so if anyone is interested they must complete a Talent Bank Application and send the application to the Town Clerk. Guertin [garyguertinC~gmail.com] Sent: Friday, December 26, 2008 11:48 PM To: Lucy Miller Subject: My Resignation Dear Lucy, It is with regret that I submit my resignation to the Beaches and Shores Advisory Board effective with the transmittal of this email. I have spent almost 3 years on the Board and I cannot tell you how disappointed I am at the progress that has been made on the cleanup of the beaches and mangroves. It looks as if another year will pass before the "Tax District" will even be voted on in order to begin to clean up the beaches. The mangroves continue to be full of mosquitoes and smell and it appears no one cares as demonstrated by the attendance of our town residents at our meetings on this issue (for that matter any issue we are handling). I would suggest the Advisory Board members start attending Board meetings of the Condominiums bordering the smelly mangroves (such as Toscana South) and explain that if the mangroves are cleaned the smell and mosquitoes can be reduced significantly. Someone has to get our town people interested in the issue or no action will be taken. You and the other Board members have my deepest thanks for the work you have done for the town and I know will continue to do in the future. Best Regards, Gary Gary L.
