2008.08.12_BSAB_Minutes_Regular• BEACHES & SHORES ADVISORY BOARD REGULAR MEETING MINUTES Ausust 12.2008 9:30 a.m. Chair Lucy Miller called the meeting to order in the Town Hall conference room at 9:30 a.m. In attendance were Chair Miller, Members Evie Weiss, Gary Guertin, Beverly Knight and Betty Jane Hofstadter. Ruth Samuels was absent. Approval of Minutes Upon MOTION by Mr. GuertinlMrs. Hofstadter the minutes of the July 8 Regular Meeting were unanimously approved. Upon MOTION by Mr. Guertin/Mrs. Weiss the minutes of the July 29 Workshop Meeting were unanimously approved as amended. Old/New Business Election of Vice-Chairman Due to the resignation of Martha Pando, Motion was made by Mr. Guertin/Mrs. Weiss to appoint Ruth Samuels as Vice-Chairman. A second nomination was made by Mrs. Knight/Mrs. Miller to appoint Mr. Guertin as Vice-Chairman. Mr. Guertin rescinded his nomination. Mrs. Knight withdrew her nomination. Therefore, it was unanimously • approved to appoint Ruth Samuels as Vice Chairman. Motion carried. Ken Spole Memo dated July 25, 2008 At the Workshop meeting on July 29, Mrs. Weiss was asked to re-contact Ken Spole as to when the ERM would be starting the mangrove project. Mrs. Weiss read Mr. Spole's response, basically again noting that it is planned for the future, but due to cutbacks, there is no definite timeline as of now. Discussion -Memo and Fact Sheet Mrs. Knight reviewed the memo she prepared re "Beach Cleaning Dollar Scenarios, approximate cost per household" (attached hereto). The Fact Sheet which Mrs. Samuels and Mr. Guertin put together was reviewed with several small changes (attached hereto). MOTION was made by Mr. Guertin/Mrs. Weiss to adopt the fact sheet and forward to the Town Commission for their review. MOTION carried. There was further discussion about the problem of lighting on the beaches at night during turtle season, and how both new residents and existing residents can be made aware of the problem this encounters, possibly forming a "new resident welcome and information committee". • Adiournment Beaches & Shores Regular Meeting August 12.2008 Adjournment With no further business to come before the Board, MOTION to adjourn was made by Mr. Guertin/Mrs. Hofstadter 10:15 a.m. Aoaroval• Lucy E. (just for now) 4213 Total HB Households* Example A (This is unrealistic, but a good example to start with) If all households divide the cost equally: $230,000 T 4213 households = $4.55 per month = $54.59 per year. Unfair, right? OK...move on... Example B (Beachfront owners pay 4X more) LOB, whether households or condo buildings, to pay 4X that amount of "Others" _ 109 LOB to pay $18.20 per month = $218.36 per year = $23,801 of Beach Cleaning (vs. what each property pays right now = $120 per month = $1440 per year, per 100 ft. That leaves a Balance of off-beach dollars due = $206,199.00 T 4103 households = 4.19 per month _ $50.24 per year, whether a condo or house. Example of a Condo with a Lot On-Beach Toscana = 450 households = 1 LOB that pays $18.20 per month = $218.36 per year = .04+ cents per month per condo = .485 cents per year. (Lots still need to be calculated per linear foot, ex: Ambassadors East has 3 Lots.) Examples of Off-Beach Households with Access** A SF Home off-beach pays = $50.243 per year = $4.18 per month A Condo off-beach with 200 Apts pays $50.243 per year _ 200 = .25 cents per year per Apt. A Condo off-beach with 80 Apts pays $50.243 per year _ 80 = .63 cents per year (a nickel a month) Economist need to determine real numbers of each condo building: how many apts. in each building + linear frontage of property owned. THE MSTU (1VIUNICiPAL SPECIAL TAX UNIT FACT SHEET • 1. Using the MSTU {]MUNICIPAL SPECIAL TAX UNIT) tax district would assure that every resident/property owner who has access to the beach would pay their fair share portion of the expenses to maintain clean beaches. example: (Beach property owners might pay two mills taxes; while non-beach property owners might pay one mill tax.) 2. The Town of Highland Beach would administer this tax along with a committee designated by the town. They would oversee the beach service company hired to keep the beaches uniformly cleaned at least three times a week plus numerous other beach services. 3. The cost based on beaches services performed by a professional would be approximately $ 250,000.00 per year divided by all properties. 4. The economist would be engaged at a cost of approxmately $15,000.(10, (this would also be divided by all properties and added into the fast year tax) to produce a legal system to divide this cost among properties, 5. It is obuious because of economy of scale that those who currently pay to have their beaches clean will pay less. The rest of our property owners who have access to the beach but are not currently paying to have their beach clean will contribute a fair share. 6. Property values would escalate as appearance always plays a significant part of why buyers purchase property. 7. Clean beaches would protect our wild life in the sea, sky and sand from illness and even extinction. 8. Residents, would enjoy clean and healthy beaches without fear of stepping on dangerous debris like hypodermic needles, animal feces, glass, etc. 9. Turtle volunteerwho walk everyday (March-October) and also dig nests at least 250 times a season would be safer from~wood splinters, glass, etc. 10. Turtles would be protected from ingesting balloons, plastic bottles, etc. and help keep the ecosystem in tact. 11. Highland Beach would become a First Class Beach Community.
