2004.03.13_BSAB_Minutes_Regularf TOWN OF HIGHLAND BEACH BEACHES ADVISORY BOARD REGULAR MEETING Tuesdav, March 13, 2004 9.30 A M Vice-Chair Matthew Berman called the meeting to order at 9:30 a.m. In attendance were Vice-Chair Matthew Berman, Evelyn Weiss, Martha Pando, Betty Jane Hofstadter, Jean Ellis and Ruth Samuels. Chair Lucy Miller was absent. APPROVAL OF MINUTES Upon MOTION by MRS. HOFSTADTER/MRS. PANDO, the minutes of the March 9, 2004 meeting were unanimously approved. NEW BUSINESS Discussion started with the placement of the trash cans along the beach. Two teams were set up to walk the beach over the weekend (April 17/18) to determine placement of the trash cans. Team one: Samuels, Ellis, Hofstadter -sections 1 & 2. Team two: Weiss, Pando, Berman, Miller - sections 3,4, & 5. Mrs. Ellis provided information from the Florida Fish and Wildlife Conservation Commission re: beach cleaning during turtle season. This was distributed to the Board and also Bob Dawson and Bill Moore. Mrs. Ellis also noted the company who cleans the beach as "Beach Raker - 954-560-3906". The Board proceeded to discuss the draft memorandum to the Town Commission, and made several changes to their recommendations. Mr. Berman will revise memo and redistribute to the members. (1st and 2nd drafts attached hereto. A special meeting has been scheduled on Tuesday, April 20 at 11:00 a.m. to discuss the memo and results of the beach walk. ADJOURN With no further business to come before the Board, Motion to adjourn was made by MR. BERMAN/MRS. WEISS at 10:15 a.m. (Note: After the meeting adjourned the beach walk was cancelled due to the sunshine law regulations. The Town Commission approve the placement of "Welcome to Highland Beach" signs at the North and South beach entrances to the Town. [Need permission from property owners] 2. The Town Commission approve that the Town's beach vehicle have some form of identification on it. [Ben is checking if there is room on the vehicle] 3. The Town Administration has agreed to the Boazd's request that additional trash cans be placed on the beach. The Boazd will provide Administration with its recommendation as to the placement of the additional trash cans. The Board also recommends that the Town Commission approve the placement of safety signs • near each additional trash can and also near each public access way to the beach. [Need permission from property owners -need to give permission letters to Town Administration before they can place the trash cans on the beach] 4. The Town Commission pass an ordinance requiring that any beach rakers place identification and phone numbers on their tractors. Also, all beach rakers should be registered with the Town. 5. The Town Commission moves and votes to request signs from the State which reference State statutes regazding sea turtles (to be used at turtle nests). 6. The Town Commission approve expanding the scope and name of the Beaches Advisory Board to "Beaches and Shores Advisory Board," in order to include the domain of the Intracoastal waterway for environmental protection of vegetation, manatees and mangroves.
