2004.02.10_BSAB_Minutes_Regular• TOWN OF HIGHLAND BEACH BEACHES ADVISORY BOARD REGULAR MEETING Tuesdav, Februarv 10, 2004 9.30 A M Chair Lucy Miller called the meeting to order at 9:30 a.m. In attendance were Vice-Chair Matthew Berman, Evelyn Weiss, Martha Pando, Betty Jane Hofstadter, Jean Ellis and Ruth Samuels. Town Manager Ben Saag and Maintenance Supervisor Bill Moore were also in attendance. APPROVAL OF MINUTES Upon MOTION by LUCY MILLER/MARTHA PANDO, the minutes of the January 13, 2004 meeting were approved. NEW BUSINESS The following items were discussed: . Beach cleaning vehicles - Board recommends the name and phone number of the cleaning company be placed on the vehicles. . It was noted that Town Manager Ben Saag provided information notebooks providing background information on things that have been accomplished on the Beach. . Mr. Saag also spoke to the Board about the Sunshine Law and the Board's advisory capacity to the Town Commission. • It was suggested the Town adopt a vehicle ID ordinance, should the beach raking companies not accomplish this on their own. . Mr. Moore will take care of the placement of the trash cans, placing them every 1/4 of a mile . He notes that because the beaches are private, the cans cannot be placed without the property owners permission. Mr. Moore asked the Board to determine where cans should be placed, and obtain consent from the property owners. Mrs. Weiss will obtain from Jose' Escheveia turtle maps which show homeowners names. . Mrs. Weiss suggested that community service workers could clean the beaches, which they currently do in Delray Beach. The workers would be monitored through the HBPD, and the Town can request only DUI workers if it prefers. The Board was reluctant to recommend using felons, and recommended the Key Club volunteers be contacted. Ben Saag will provide contact information. Mrs. Weiss will contact Jose' and invite him to the next meeting. It was noted that there are only seven beach signs, and more could be used. Mr. Saag stated that the police beach buggy patrols the beach periodically. Mrs. Ellis will look into alternate methods to clean beaches in order to do away with the tractors. Motion was made by MRS. PANDO/MRS. SAMUELS to recommend to the Town Commission that "welcome to Highland Beach" signs be placed at south and north end of Town on beach. Also recommend Town's beach . vehicle have identification on it. (memo will be reviewed at next meeting.)
