BEACHES ADVISORY BOARD
REGULAR MEETING
Tuesday January 13, 2004 9:30 A.M.
This is the first meeting of this Board and as there is no Chairman
or Vice-Chairman in place, Deputy Town Clerk Jane Dillon called the
meeting to order at 9:30 a.m. and proceeded to call the roll.
Present were Evelyn Weiss, Martha Pando, Lucy Miller Betty Jane
Hofstadter, Jean Ellis, Matthe~lJ Berman and Joseph Asselta.
Commissioner Scala-Pistone, Commissioner Sorrelli, Building Official
Bob Dawson and Maintenance Supervisor Bill Moore were also in the
audience.
NEW BUSINESS
Election of Officers
Upon MOTION by MRS. PANDO/MRS. WEISS, MRS. MILLER was nominated as
CHAIRMAN. Upon MOTION by MS. PANDO/MRS. MILLER, MR. BERMAN was
nominated as VICE-CHAIR.
Mr. Asselta resigned from the Board, and it was noted that the Town
Commission will assign replacement.
General Discussion of Committee Goals
Mrs. Miller asked the Members what their thoughts were on the
Board's goals. It was noted that the health of the beach and the
cleaning of the beach were important items to discuss. The
following items were noted:
. residents are not cleaning their own beaches - beaches becoming a
hazard
. photos of turtle nests from the water show trash on the beach
. hand raking - should town do; volunteers do; hire a contractor
i.e. Marine biology students during summer could volunteer or
community service workers could pick up trash as they do on
Delray's beaches.
. Mrs. Ellis presented concerns with the company which rakes the
beach (tractors), which she had previously presented to the Town
Commission (attached hereto and made a part of these minutes.)
. Discussion of dogs leashed and unleashed. Chief Cervasio was
present to discuss this. He noted that our ordinance states that
a dog must be leashed, but this also means under control. This
ordinance will be distributed to the Board for discussion at the
next meeting, as it pertains to the beach. Chief Cervasio will
also attend.
Commissioner Rachael Scala-Pistone spoke to the Board noting the
three areas of interest she would like the members to focus on:

1. Vegetation: the proper vegetation needed to prevent erosion and
protect the dune system.
2. Turtle program: the safety of the program as it pertains to the
residents lights. Put rules in place for turtle watch and
protection.
3. Cleanliness of Beach: accumulate information available in the
Town from the Town Manager. Maintenance of the Beach. Safety
issues with the beach tractors.
It was noted that Commissioner Scala-Pistone has set up a grogram to
periodically have high school students pick up beach trash to earn
community service points, and that this should continue until
another program is in place.
Mr. Moore noted that the beach raker is hired privately and the town
has no jurisdiction over private property. He noted that the
tractors must abide by state regulations as to what they can and
cannot do on the beach.
Mr. Dawson noted that the State has an active program regarding the
trimming and planting of seagrape trees. Mark Taynton is the
contact rep for this program.
The need for more trash containers along the beach was discussed,
and it was recommended that a statement to use these containers be
placed in the Town's newsletter, on the Town's government channel 19
and on the Town's web site.
The meeting schedule was set up that the Board would meet on the
second Tuesday, monthly at 9:30 a.m. Next month's meeting is
scheduled for Tuesday, February 10.
Each Member was asked to submit alternative beach cleaning methods
at the February meeting.
With no further business to come before the Board, Motion to adjourn
was made by MRS. ELLIS/MRS. WEISS at 10:20 a.m.
