Minutes of Meeting of Town Commission
SPECIAL MEETING
Monslav. March 18 1991 10 00 A M
Mayor Joseph A. Boulay called the Special Meeting of the Town Com-
mission of the Town of Highland Beach, Florida to order in the
Commission Chambers at Town Hall at 10:00 A.M. Others present
were Vice Mayor Bill Paul, Commissioners Arlin Voress and Arthur
Eypel.
Also in attendance were Town Attorney Thomas E. Sliney, Town
Manager Mary Ann Mariano, Town Clerk Anne M. Kowals and members of
the general public.
Mayor Boulay noted the purpose of this Special Meeting was to
discuss the existing vacancy on the Town Commission. At this
time, Mayor Boulay requested nominations.
Vice Mayor Paul nominated John F. Rand to fill the existing
vacancy on the Town Commission. As there were no further nomina-
• tions forthcoming, a MOTION was made by COI~II~IISSIONSR VORBSS/CON-
MISSIONER $YPSL to close the nominations. The NOTION carried
without objection.
Following Mayor Boulay's reiteration of John F. Rand's nomination
to fill the existing Town Commission vacancy, a roll call vote
was taken.

The Special Meeting was recessed for five minutes to allow the
Town Clerk to prepare the "oath of office" for the nominee.
Upon reconvening the Special Meeting, the Commission authorized
the Town Clerk to prepare a Resolution noting the appointment of
John F. Rand as the new Commissioner in the Town of Highland
Beach. The Town Clerk administered the "Oath of Office" to John
F. Rand.
Mayor Boulay congratulated the new Commissioner and noted he
welcomes Mr. Rand to the Town Commission.
Commissioner Rand read a statement (a copy of which is attached to
and Wade a part of these Minutes) into the Minutes.
There being no further business to come before the Town Commission
at this time, Mayor Boulay adjourned the Special Meeting at 10:20

How lucky can one get? I :ave a beautiful wife who has put
up with me for 44 1/2 yewrs. :Ye have 3 grovrn up children vrho still love

Santa Claus.^ Now, I have been appointed a Commissioner of the Town of
Highland Beach which makes me very proud and makes me feel like a young
baseball player who has been called up to play ir~t~ze Big Leagues.
It is somevrhat a touch of iron* ghat I am replacing a person
whom I, and many others, helped to elect to office ~.ast year but agair_st
whom I worked twiee as hard in this year's election to prevent him from
.serving as our Mayor. Thank God treat another 1,208 of our Town's residents
felt the same tivay as I did. Niy fondest wish is ti~at ir~ayor 3oulay and the
other members of the new Town ComuL~ssion will do their utmost to win back
the support of the other 111 voters who did not Vote as we olid.
I am of the opinion th:::t :r~ have reached a ne•rr milestone
in the Tovrn of Highland Beach. ~~Yith the experience, talent, inte~ity,
camaraderie and youth o~ the members of this Tovrn Commission, I believe
that you will see a welcome end to the bygone era of clicues, ~A~='_
poower seeking, grandstanding and personal animosities and vendettas.
Instead, I foresee a team of town officials rvho vrill work together in
harmony for the gooa of this beautiful, clean litter free and wonderful
Town.;0ur residents expect and deserve that type of government and there
isn't~~•any reason why we can't deliver it to thee.
