Minutes of Meeting of Town Commission
SPECIAL MEETING/CANVASSING BOARD
Wednesday, March 13, 1991 1.00 P M
Acting Mayor/Vice Mayor Bill Paul called the Special Meeting of
the Town Commission as the Canvassing Board to order on Wednesday,
March 13, 1991 at 1:15 P.M. in the Commission Chambers at Town
Hall for the purpose of certifying the results of the Municipal
Election held on Tuesday, March 12, 1991.
Also present were Town Attorney Thomas E. Sliney, Town Manager
Mary Ann Mariano, Town Clerk Anne M. Kowals and members of the
general public.
Acting Mayor/Vice Mayor Paul read the Proclamation (a cope of
which is attached to and 'ade a part of these Minutes) declaring
the election to have been held on March 12, 1991 for two Town
Commissioners unnecessary since the two qualifying candidates are
unopposed.
The Town Clerk administered the "oath of Office" to the two new
Town Commissioners, Commissioner Arlin Voress and Commissioner
Arthur Eypel, who then proceeded to their seat on the dais.
At the request of Acting Mayor/Vice Mayor Paul, the Town Clerk
• read the results of the Mayoral race:

A MOTION certifying the election results for the Mayoral office
was made by COIrQiISSIONSR VORBSS/COl4IISSIONSR SYPBL. A roll call
vote resulted as follows:
Commissioner Eypel "AYS" Commissioner Voress "AYg"
Acting Mayor/Vice Mayor Paul "AY$"
The Town Clerk administered the "Oath of Office" to Mayor Joseph
A. Boulay who then assumed his seat on the dais. Mayor Boulay,
welcoming the new Members of the Town Commission, asked for their
comments.
Commissioner Voress, thanking all who supported him though he did
not have to campaign, noted he looks forward to serving on the
Town Commission and hopes to do things that will make this Town
proud.

Commissioner Eypel also thanked those who helped and advised him
in this campaign that was not necessary; he considers it a
distinct honor, he will prevail to serve the people of Highland
Beach and he will do his level best for the Town.
Extending congratulations to Commissioners Voress and Eypel, Mayor
Boulay noted the Municipal Election was a splendid surprise; he
never anticipated the support would be so overwhelming and he
thanked all 1,209 residents who voted for him. The Mayor further
noted he looks forward to a productive second term and he is
excited to be working with a Commission comprised of thoughtful,
intelligent Members, each having his own ideas, opinions and
outlooks, but all having the welfare and well-being of their
fellow citizens at heart. And, the Mayor further stated he looks
forward to continuing to work with the excellent staff members of
the Town.
Mayor Boulay thanked all who supported his candidacy and noted
their tireless efforts on his behalf will always be appreciated.
And, finally, the Mayor thanked his "favorite" supporter of 39
years, his biggest fan and dearest wife, Dottie Boulay.
• The Mayor requested the results of the "Straw Poll Ballot" and the
two Referendum Questions. The Town Clerk reported the following
results:

COMMISSIONER VORBSS/COM~IISSIONSR SYPSL made a MOTION to certify
the results of the Straw Poll Ballot and Referendum Question ##1
and ##2. The roll call vote resulted as follows:

Commissioner Eypel °AYS" Mayor Boulay "AYE"
Mayor Boulay, noting the Town Commission vacancy created by the
resignation of Hal Chambers, suggested the Town Commission
schedule a Special Meeting for Monday, March 18, 1991 at 10:00
A.M. for the purpose of discussing an appointment to fill said
vacancy. The Commission agreed to schedule said Meeting.

The Mayor requested the Commission give thought to the existing
vacancies on the Town Boards and noted the Members may interview
any Talent Bank Applicants present at the March 26, 1991 Town
Commission Workshop Meeting.
Once again, Mayor Boulay extended thanks to all for their support
in the March 12, 1991 Municipal Election and noted he is looking
forward to the next two years. The Mayor also thanked the Town
Attorney and Town Manager for their support during his last two
year term. And, Mayor Boulay noted he looks forward to working
with his Vice Mayor, Bill Paul.
Upon MOTION by VICB MAYOR PAUL/COMMISSIONBR VORBSS, Mayor Boulay
adjourned the Special Meeting/Canvassing Board of the Town of
Highland Beach at 1:25 P.M. ^-~

P R O C L A M A T I O N
DECLARING THE ELECTION TO HAVE BEEN HELD ON
THE 12TH DAY OF MARCH, 1991 FOR TWO TOWN
COMMISSIONERS UNNECESSARY SINCE THE TWO QUAL-
IFYING CANDIDATES ARE UNOPPOSED,
WHEREAS, ~ the Florida State Statute, Chapter 101.151(6) states:
"Except for justices of the Supreme Court and judges
of District Courts of Appeal, the names of unopposed
candidates shall not appear on the general election
ballot. Each unopposed candidate shall be deemed to
have voted for himself."; and
WHEREAS, the election that was to have been held in the Town of
Highland Beach on March 12. 1991 for two Town Commis-
. sinners is now unnecessary since the two qualifying
candidates are unopposed and shall be deemed to have
voted for himself .
NOW, THEREFORE, it is hereby declared that under the laws of the State
of Florida, and the Codes of the Town of Highland Beach
ARLIN G. VORESS and ARTHUR G. EYPEL are hereby elected
to the office of Commissioners.
