TOWN OF HIGHLAND BEACH, FLORIDA
Minutes of Town Commission Meeting
REGULAR MEETING
Tuesdav March 05 1991 7:30 P.M.
Mayor Joseph A. Boulay called the Regular Meeting of the Town Com-
mission of the Town of Highland Beach, Florida to order in the
Commission Chambers at Town Hall at 7:30 P.M. Others present were
Vice Mayor Bill Paul and Commissioner Harold C. Chambers.
Others in attendance were Town Attorney Thomas E. Sliney, Town
Manager Mary Ann Mariano, Town Clerk Anne M. Kowals and members of
the general public.
Following roll call, the Pledge of Allegiance was given.
ADOPTION OF AGENDA
The Commission accepted the Agenda as submitted.
APPROVAL OF MINUTES
Three sets of Minutes submitted for approval were accepted as
written upon MOTION by COMMISSIONER CHAFERS/VICE MAYOR PAUL.
Same carried unanimously.
Mr. Jose Echeverria of Russell Drive reminded the residents that
the Turtle Season will start the latter part of April; he further
noted that volunteers are needed for both the Turtle Program and
the Beach Clean-up Program in the Town of Highland Beach.
Vice Mavor Bill Paul
vice Mayor Bill Paul noted he would still like residents to submit
to Town Hall the names of their kin serving in the Armed Forces in
the Middle East; all names received will be posted on a Town
bulletin board to give recognition and support to those protecting
our citizens.
Commissioner Harold C. Chambers
Commissioner Chambers had no report.
Mavor Joseph A. Boulay
Mayor Boulay reported the Town has received notification that it
has been named a 'Tree City, U.S.A.' for the third consecutive
year.

The Mayor acknowledged receipt of a 'Certificate of Appreciation'
presented to the Town of Highland Beach for participating in the
"Chipping-a-Tree Program" which program involved the removal and
chipping of Christmas Trees discarded by Highland Beach residents.

Town Attorney Sliney had no report.
REPORTS TOWN MANAGER
Town Manager Mariano had no report.
REPORTS - BOARDS AND COMNITTEEa
Mayor Boulay, noting the existing vacancies on the various Town
Boards, commented that the Boards will be serving under a new Town
Commission following the March 12, 1991 Municipal Election; the
Mayor suggested the present Commission not make any appointments
to the Boards at this Meeting.
1. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
AMENDING SECTION 8.1 "PERMITS REQUIRED" OF CHAPTER 30
ENTITLED "ZONING" OF THE CODE OF ORDINANCES OF THE TOWN
OF HIGHLAND BEACH.
The Town Clerk read the ordinance, by title only. Same received
first reading on 02/05/91 and was published on 02/15/91. MOTION
by VICE MAYOR PAUL/COI~Q~IS3IONER CHAFERS to adopt this ordinance
carried without objection.
2. AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA,
PROHIBITING THE USE OF TOWN STATIONERY EXCEPT FOR
OFFICIAL TOWN BUSINESS.
Mayor Boulay gave first reading to the above ordinance by title
only. Same will be placed on the March 26, 1991 Workshop Meeting
Agenda for discussion.
None
There being no further business to come before the Town Commission
at this Regular Meeting, Mayor Boulay adjourned same at 7:40 P.M.
