1991.02.26_TC_Minutes_Workshop \ TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission WORKSHOP MEETING ~uesdav. February 26. 1991 1:30 P.M. Following a delay in the start of the Workshop Meeting to await the arrival of Commissioner Chambers, Mayor Joseph A. Boulay called the Workshop Meeting to order in the Commission Chambers at Town Hall at 1:38 P.M. Vice Mayor Bill Paul was in attendance. Also present were Town Attorney Thomas E. Sliney, Town Manager Mary Ann Mariano, Town Clerk Anne M. Kowals and members of the general public. The Town Clerk, calling the roll, noted that Commissioner Waldman had advised on Monday {February 25, 1991) that he was confined with the flu and would be unable to attend this Workshop Meeting. Apologizing to the residents who have taken the time to come to this scheduled Town Commission Workshop Meeting, the Mayor noted that the Commission would be unable to conduct business as usual inasmuch as there is no quorum. Mayor Boulay acknowledged receipt of Commissioner Betty Jean Stewart's letter of resignation {a copy of which is attached to and 'ade a part of these Minutes) effec- tive upon receipt (02/19/91); per the Commissioner's request, the Town Manager read same into the Minutes of this Town Commission Meeting. Also acknowledged, was receipt of a letter of resignation from Commissioner Marvin A. Waldman advising his resignation will be effective as of March 01, 1991. When the Mayor, noting the lack of a quorum does not allow the Commission to conduct any business at this meeting, stated he would allow public comments providing they were non-political, Mr. Jose Echeverria of Russell Drive commented that he did not think the Commission should entertain any comments from anyone at this time. The Mayor stated he is trying to accommodate the residents in attendance. Mayor Boulay, noting he is distressed at the way things are working out, apologized for the Town Commission and noted he is hopeful this will not happen in the future. At this point, the Deputy Town Clerk delivered a FAX, to the Town Clerk, from Commissioner Chambers advising he would not be in attendance at this Workshop Meeting. Mr. John Rand of Intracoastal Drive questioned if Commissioner Chambers will attend the scheduled March 05, 1991 Regular Town Commission Meeting as residents do not want to come to Town Hall for no reason at all. T find that T am no :l anger able to give the time and attention to the warp. of the commission as in the past. J:nasmuch as l believe that my health is good and T am not planning to move from the town, I do not want or need any resolutions to be • adapted on my behalf and T will not be available to receive same as has been. customary in the past, T have believed that community service was of iteslf its own reward and 1 still do. T wish to thank all the residents, especially Frank aavina, and the town hall staff who have so k:ind'ly given their time and efforts to help me in this this cooperative effort for all of us; it has been a worthy effort. I would appreciate having this letter read by the town manager and attached to the minutes of the next town meeting.
