Members Present: Board Member Elyse Riesa; Board Member Evelyn Weiss; Board
Member Warren Lewis and Board Member Charles Shane. Members Absent: Chair
Louis Reidenberg and Board Member Harvey Mart. Also Attending: Assistant Town
Attorney Brian Shutt; Administrative Support Specialist Rosalie DeMartino; Building
Official Michael Desorcy; Commissioner Carl Feldman; Commissioner Rhoda Zelniker
and members of the Public.
1. CALL TO ORDER:
Vice Chair Axelrod called the Regular Meeting to order at 9:30 AM in the Commission
Chambers. Roll call was taken Administrative Support Specialist DeMartino followed by
the Pledge of Allegiance.
2. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA:
Vice Chair Axelrod called for a motion to accept the agenda as presented.
MOTION: Member Shane moved to accept the agenda as presented. Member Reisa
seconded the motion, which passed unanimously.
3. PUBLIC COMMENTS AND REQUESTS:
There were no comments and requests from the public.
4. PRESENTATIONS:
• Welcome new member Warren Lewis
Vice Chair Axelrod welcomed new member Warren Lewis. Member Lewis gave a
brief description of his background; is on the board of Dalton Place, Boca Highlands.
He is a longtime resident of Highland Beach and is very happy to be able to serve the
community.

Vice Chair Axelrod called for a motion to approve the November 9, 2016.
MOTION: Member Lewis moved to approve the minutes of the November 9, 2016,
Regular Meeting as presented. The motion was seconded by Member Weiss, which
passed unanimously.

7. NEW BUSINESS•
A) Application No. 39469 — 4416 Tranquility Dr. — Dale Hightower
CONSIDERATION OF SITE PLAN APPROVAL FOR THE PROPOSED
CONSTRUCTION OF A THREE STORY, SINGLE FAMILY RESIDENCE OF
APPROXIMATELY 9,237 SQUARE FEET IN THE RS (RESIDENTIAL SINGLE-
FAMILY) ZONING DISTRICT.
APPLICANT: Dale Hightower
Vice Chair Axelrod read the title into record. He asked the Board were there any
disclosures and/or ex -parte communications and there were none.
The Public Hearing was opened and all witnesses giving testimony were sworn -in.
Building Official Michael Desorcy — Presented this item. The Building Department has
reviewed the construction documents and Planning Board application and found that the
house is in compliance with the Town of Highland Beach zoning requirements.
Board's questions:
Vice Chair Axelrod — Is this property on the Intracoastal Waterway or on a canal. B.O.
Desorcy — The property is located on an interior canal.
Applicant's Presentation:
Steward Brenner of Brenner Architectural Group — We will be demolishing the
existing home and constructing a new three-story single family residence for the
Hightowers.
Vice Chair Axelrod — Could you explain the notation on the survey "finish floor of
subject property not accessible (owner denied access)?
Mr. Brenner — We asked the survey company to survey our property as well as the finish
floor elevations of our neighbors so, when looking at the grading for the site, we would
know what is happening on either side of us. They were not permitted to take a
measurement on the property to the left of us.

Vice Chair Axelrod closed the Public Hearing.
MOTION: Member Shane moved to approve the application. The motion was
seconded by Member Weiss, which passed unanimously.
B) Review and Approve the 2017 Meeting Schedule
Second (2°d) Wednesdays at 9:30 AM as needed in the Town Commission
Chambers
MOTION: Member Lewis moved to approve the 2017 meeting schedule. Motion
was seconded by Member Weiss, which passed unanimously.
8. ELECTION OF OFFICERS:

MOTION: Member Shane moved to have Louis Reidenberg retain his position as
Chair and David Axelrod retain his position as Vice Chair. Motion was seconded by
Member Riesa, which passed unanimously.
9. ADJOURNMENT:
There being no fiu-ther business, Vice Chair Axelrod adjourned the meeting at 9:39 a.m.
