CALL TO ORDER: Roll Call: Members present: Mayor Jim Newill, CPA; Vice Mayor Miriam S. Zwick; Commissioner John J. Sorrelli; and Commissioner John J. Pagliaro. Absent - Commissioner Doris M. Trinley. Also present: Town Attorney Tom Sliney; Town Manager Dale S. Sugerman; Town Clerk Beverly M. Brown; and members of the public. • Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence in honor of members of the military, both living and deceased. Civility Pledge: Town Clerk Brown recited the Civility Pledge for the Commission and public. 1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA None 2. PUBLIC CONIlVIENTS AND REQUESTS None 3. NEW BUSINESS A) Setting the Tentative Maximum Millage Rate -Fiscal Year 2008-2009 Town Mana eg r Su erman -This is the time of the year when the Town Commission has an obligation to establish a tentative maximum millage rate for the 2008-2009 • fiscal budget year. The initial rate is the maximum millage rate that can be put into ' Town Commission Special Meeting Minutes July 29, 2008 Page 2 of 3 • place going forward, and is set at this time so that the public is given notice on what the maximum tax rate might be for the next year. This tentative maximum millage rate is not the final millage rate. The final millage rate which will go on the tax bills in November will be established only after we complete our budget public hearings in September. Typically, the tentative millage rate at the beginning of the budget session is set at some high number, in order to give the Commission some flexibility on next year's revenue as we work our way through the budget workshops into the budget hearings. The final millage rate can always be lower than the initial tentative millage rate. It cannot, however, be higher. While the proposed draft budget previously submitted to the Town Commission was built on an assumption that the final millage rate could be set at 3.85 mills (which is made up a combination of 3.402 ad valorem taxes and .4458 voter approved debt service), going into the budget process the Town Commission could establish a much higher tentative millage rate (with a simple majority vote) based upon the roll-back rate amount of 4.1397 mills (which is made up a combination of 3.6939 ad valorem taxes and .4458 voter approves debt service.) I am distributing a spreadsheet showing the impact of various millage rate options, (included as part of these minutes) including the 4.0 millage rate of two years ago, the 3.95 millage rate from the current budget year, and 5 alternative scenarios of millage rates running from the roll back rate of 4.1397 mills, all the way down to 3.80 mills. If the tentative millage rate is set at the roll-back rate of 4.1397, it would require a 2l3's vote of the Commission. • MOTION: Vice Mayor Zwick moved to set the tentative maximum millage rate at 3.95 mills; seconded by Commissioner Pa lg iaro.
