Minutes of Meeting of Town Commission
Workshop Meeting
December 17, 1980 1.30 P M
A Workshop Meeting of the Town Commission of the Town of Highland Beach,
Florida was held at the Bel Lido Bridge site on December 17, 1980 at
1:30 P. M.
Those in attendance were: Mayor Louis Y. Horton,Vice Mayor Harold C.
Storm and__Commissioners Mary Louise G. Blosser, John J. Basso and
Peter J. Genovese. Also in attendance were: Elaine W.~Roberts, Town
Manager, Police Chief Kenneth Jones and Jane E. Barker, Town Clerk.
Mr. Michael Walther of Strock Engineering, as well as Mr. Robert Kennedy,
Vice President of B. K. Marine, and Mr. Vernon Foster of B. K. Marine
were in attendance.
The members of the Commission inspected the bridge very thoroughly.
• Questions were asked of the contractor and discussion ensued.
One Bel Lido resident had complained of a vibration in his house any
time a truck went over the western approach to the bridge and it
was felt that this matter would be taken care of after the bridge
had been blacktopped and the approaches refinished. The approaches
are badly scarred as a result of heavy trucks driving back and forth.
Mayor Horton then made the following comments. The contractor agreed
that if the Town blacktops the bridge, they will take care of both
sides of the approaches and touch up the spots that have been gouged
out.. It was also agreed that one company would do all the work with
B. K. Marine bearing the cost of the approaches. Mr. Robert Kennedy,
Vice President of B. K. Marine, will obtain three estimates for
blacktopping the bridge and will submit them to the Town Commission.
Mayor Horton next mentioned the question of the cracks in the retaining
walls. The contractor explained to the Commission that the retaining
walls were bulging because of the pressure and recommended putting in
batter pilings on the southeast, northeast and northwest corners.
Mayor Horton said that even though old photos show that the cracks
were there previously, there is other evidence that they are settling
• and therefore something more than just a cosmetic facing must be done.
Concerning the guardrails on the southeast and northeast approaches,
Mayor Horton stated that these have been replaced on the old posts

which were not disturbed in the building of the new

Mayor Horton said that where the utility pipes connect to the bridge,
the contractor will remove the exposed wood and refinish the concrete.
Reflective metal plates will be placed on the bridge abutments with
Chief Jones deciding which color would be the best to use. (Chief
Jones later stated that they would be yellow and black.)
Mayor Horton also said that Florida Power & Light will be contacted
and told to leave the pole temporarily at the southeast corner of the
bridge until the installation of the batter piling and retaining wall
is completed. Mayor Horton also stated that the sprinkler system was
damaged in the process of construction. This will require a cash
settlement to the Bel Lido Property Owners' Association inasmuch as
they plan to relocate the entire system.
