Minutes of Meeting of Town Commission
Regular Meeting
January 3, 1979 1.30 P M
Mayor Horton called the Regular Meeting of the Town Commission to order
at 1:30 P.M. Mayor Horton, Vice Mayor Mumford, Commissioners Bauer,
Genovese and Storm were in attendance. Also in attendance were Mrs.
Elaine W. Roberts, Town Manager, Thomas E. Sliney, Town Attorney,
Sgt. William Cecere and Mrs. Jane E. Barker, Town Clerk.

MOTION by Commissioner Storm/Vice Mayor Mumford that the minutes be
approved as written. By a voice vote, the minutes were unanimously
• approved.
Public Requests and Comments
Mrs. Trudy Blankenship, a Town Resident, complained about an
objectionable matter in the vicinity of her condominium and
the Town Manager was instructed to take action on this.
Reports - Town Commission
(a) Mayor Louis Y. Horton - No report.
(b) Vice Mayor Ruth E. Mumford - No report, but she is looking
into the causes of the beach erosion which is occurring in
town.
(c) Commissioner Harry Bauer - Commissioner Bauer stated that
under his area of interest, he is working on "Special
Projects", which, at this time, is the Town's Birthday Party.
He has started taking snapshots and this morning met with Mrs.
Louise Johnson to go over the text of the Town's new brochure.
. Regarding emergency medical equipment, Commissioner Bauer said
that Mrs. Roberts has written to several agencies requesting

assistance in Public Funds to purchase the equipment.
Mayor Horton then stated for the benefit of the audience that
Sunday, February 25, 1979, has been picked as the date for the
Town's 30th Birthday Party, which will be in the form of an
Open House.
(d) Commissioner Peter J. Genovese - Commissioner Genovese,
whose areas of interest are Police & Legal, stated that
there has been some slight dissension in the Police Department.
Through the help of Mrs. Roberts and Commissioner Bauer,. this
matter has been practically resolved and a more complete report
will be forthcoming by the next meeting.
Commissioner Genovese then discussed the matter of Drexel
Management law suit, stating that the Town Attorney had filed
a Motion for Dismissal.
Commissioner Genovese then read into the record correspondence
regarding the Boca Hi RPUD.

(e) Commissioner Harold C. Storm - Commissioner Storm, whose
area of interest is Finance, reported on a meeting with
the Finance Department and Mrs. Roberts regarding the insurance
needs for the Town for the next year. Requests for bids have
been requested from eight firms. He also reported on a prelim-
inary meeting with the auditors, the Finance Department, Mayor
Horton and Mrs. Roberts. The final report regarding the fiscal
year 77-78 will be forthcoming shortly.
Reports of Boards and Agencies of the Town
(a) Board of Adjustment - No report.
(b) Community Appearance Board - No report.
(c) Housing Board of Adjustment & Appeals - No report.
(d) Planning Commission - Mr. Nicholas Johnson reported that
at the last meeting, Mr. Joseph Boscove was reelected
Chairman of the Planning Commission, himself as Vice-Chairman,
and Adm. Farrin as Secretary. They also inspected site plans
for Lots 101 and 103 for condominiums.

(a) Metropolitan Planning Organization & Transportation -
Mr. Donald Wilson. Mr. Wilson reported on many projects
that are under consideration, however, the only one affecting
the Town is the resurfacing of AlA. He also reported that the
Federal Environmental Protection Agency has cited Palm Beach
County for exceeding the maximum limits of the ozone in our
air. He further stated that a public hearing on this is being
held on January 12, 1979 at 2:00 P.M. at the Courthouse in
West Palm Beach.
Mayor Horton then questioned Mr. Wilson as to when the 12th
Street Bridge was scheduled for completion? Mr. Wilson stated
that he had first heard March of this year and now it is
scheduled for completion in March of next year.
(b) South County Committee - Mr. Morton E. Gilday.
Former Mayor Gilday reported that there had been no
• meetings held since he last reported, however, there is one
scheduled for the near future.
(c) South Florida Water Management District - Mr. Frank Carberry.

Resolution No. 368 - Highland Towers' petition to construct
bulkhead and fill an existing boat slip, plus fill.
Resolution No. 368 was read in its entirety by the Town Clerk.
MOTION by Commissioner Genovese/Vice Mayor Mumford that Resolution
No. 368 be adopted. All Commissioners voted in favor of adoption.

Ordinances
Ordinance No. 344, amending Ordinance No. 329, Section 901.6(3)
which amended Chapter 7 of the Code of Ordinances entitled
"Building Code", was read by title only by the Town Clerk.
Ordinance No. 345, amending Chapter 10, Section 10-1 of the
Code of Ordinances entitled "Fire Prevention", was read by
title only by the Town Clerk.
Mayor Horton stated that these trao Ordinances would be discussed
and brought up for a vote at the next regular meeting.
Reports - Town Manager
Mrs. Roberts reported that the Palm Beach County Municipal
League's next meeting will be held at the Highland Beach Town
Hall on January 12, 1979 at 1:30 P.M. About two months ago, a
Resolution was passed by the Palm Beach County Municipal League
• advising the President of the United States of the drug problem
in south Florida. An answer has been received from the Presi-
dent's office, which is on the clipboard. The Legislative
Delegation is awarding the Municipal League one-half hour at
a hearing on February 16th at 2:30 P.M. in order for the
Municipal League to submit their Legislative Platform.
Mrs. Roberts reported that she has received a plan from the
"208" group, which she will study prior to attending public
hearings in Delray Beach City Hall on January 16th and on
January 23rd at 7:30 P.M. in the County Commission Chambers
in West Palm Beach. She is hopeful that the Commission
members will be able to attend these public hearings.
She further reported that the Department of Environmental
Regulation is holding a public hearing on Friday, January 12th
at 1:00 P.M. regarding population projections. This meeting
will be in the South Florida Water Management District offices
on Gun Club Road. Mrs. Roberts suggested that Mr. Carberry
attend this meeting.
Mrs. Roberts then stated that the Air Quality Plan, mentioned
previously by Mr. Don Wilson, will be meeting at 2:00 P.M. on

Correspondence has been received from Donald Cleaver, Scoutmaster
for Troop No. 333; copies of the Legislative Delegation meetings;
a letter from Tom Sliney regarding the Urbanek case; a copy of
a letter from Boca Raton answering a Mr. Jacobs of Jeffersonville,
Indiana who is interested in buying our wellfield. Mrs. Roberts
continued by saying that a letter had been received from Mr.
Hackman; news bulletins from the South Florida Water Management
District notifying of public hearings; information about the
Water Resource Center and the water quality in Lake Okeechobee.
Mrs. Roberts reported that she had received a letter from Tom
Hayes, South Florida Assistant to Senator Lawton Chiles re: the
new Federal Aid Register.
Mrs. Roberts then informed the Commission that Bernice Smith
was asked to represent the Florida Government Secretaries Assoc-
iation at a John Miklos Scholarship Award on December 7th at F.A.U.
Mrs. Roberts attended a Grant Seminar the end of November and is
seeking Federal monies for Town purposes. She stated that Mr.
• Hamzik attended an Energy Training Seminar on December 12th and
December 14th and will be attending another one in January, in
order to enforce the new energy codes. He will address the
Commission regarding this at the next Workshop Meeting.
Mrs. Roberts then stated that Bette Barker and Helen Carpenter
visited the Supervisor of Elections office in West Palm Beach on
December 14th, re: Elections Laws.
Mrs. Roberts informed the Commission that the Post Office sales
for the year 1977 were $95,698. and for 1978 - $115,066.
Mrs. Roberts then reported on the various departments:
Building Department
There is a lot of activity in Town and several units in Town
have been issued final certificates of occupancy. Building
Permits have been issued for a single family home, a multiple-
dwelling unit and the Townhouses, which is presently the location
of Ocean Terrace and Holiday House.
• Mrs. Roberts reported on receiving a telephone call from Mr. Bill
Carlton just prior to this meeting, regarding the Coastal Control

Line. The erosion problem is quite serious in Highland Beach.
Mrs. Roberts then announced that Kay Christensen is not moving
from this area.
Finance Department
Tax monies received so far total almost $215,000. out of almost
$320,000. budgeted, Mrs. Roberts said. For the Road and Bridge
Fund, a total of approximately $18,000. out of a total of
$28,000. budgeted has been received. Mrs. Roberts stated that
a $100,000. C.D. expired on December 28th which brought us
$2,092. in interest for three months. This has been reinvested
in what is called a "Jumbo" which draws 10.15/ interest or 10.53/
compounded.
Mrs. Roberts then commented on the audit preliminary review.
Mrs. Roberts then mentioned the insurance coverage and the status
of the Interim Services Fees refunding.
• Health Department
Under this department, Mrs. Roberts advised that Mr. Tom Virgin
was notified of the Commission's concurrence to allow extra doses
of Terramycin and discussion took place regarding different trees
to be inoculated.
Maintenance Department - Mrs. Roberts reported that the fire
hydrants have been painted silver by Michael, and he is going to
clear around them so they will be easily accessible for the Fire
Department. He also is going to devise a check list for drainage
maintenance.
Police Department
Mrs. Roberts reported that Chief Jones was attending Palm Beach
Junior College for the distribution of the new Police Standards
Policy and Procedures Manual.
Mrs. Roberts then stated that the Chief has sent the fingerprints
for the prospective new officer to Tallahassee to be checked.
• Mrs. Roberts and Commissioner Genovese will be attending the
C.D.C. Meeting on January 9th at 9:00 A.M. in Delray Beach City
Hall.

Regarding the monthly report, Chief Jones had requested Mrs.
Roberts to stress the importance of being extremely careful
when having someone come into your home to work - do not
leave valuables laying around. Mrs. Roberts then mentioned
the mailer - called "Protect Your Home Against Intrusion by
Burglars and Prowlers" - which was distributed to all the
condominiums and single family homes on December 8th. Chief
Jones has ordered 1,000 of these mailers, which will be attached
to a future Bulletin.
Mrs. Roberts then read a memo from Chief Jones regarding the
excellent arrest made by Sgt. Cecere. This memo will be placed
in Sgt. Cecere's personnel file.
Town Clerk's Department
Mrs. Roberts stated that it had been brought to our attention
that the addresses for several taxpayers are incorrect. In
checking the tax roll, on microfiche this year for the first
time, it was discovered that there were many discrepancies.
Letters were written to Mr. Allen C. Clark, Tax Collector, and
Mr. David L. Reid, Property Appraiser, to have this matter
corrected as soon as possible. A letter has been received from
David Reid's office, indicating this matter will be corrected
prior to the time when the Appraised Value Cards go out in June.
Mrs. Roberts then announced that the Property Appraiser's Office
will have representatives in the Town Hall on Wednesday and
Thursday, February 7 and 8, 1979 to accept applications for
Homestead Exemptions. (Hours 9:00 A.M. to 4:00 P.M.)
Mrs. Roberts stated that we have received notice that the
Zoning Booklets have been mailed and should be received in Town
Hall shortly.
Public Utilities and Works
Mrs. Roberts reported that the final consumption figures for
water for 1978 are as follows:
Treated Water - 276,717,000
Raw Water - 273,418,000

She stated that we did not exceed our alloted annual withdrawal
figure from the Water Management District of 277.4 million.
Mayor Horton then said that the cooperation from the townspeople
has been good.
Mrs. Roberts stated that the U.S.G.S. Cooperative Agreement
had been executed by the Mayor and herself on December 27th.
She mentioned the status of the Cox contract - a letter had
been received this afternoon (hand delivered) from the Engineers
asking for an extension on the Cox contract to February 16, 1979.
She requested action from the Town Commission.
MOTION by Commissioner Storm/Commissioner Bauer that the contract date
for the water treatment plant improvements be extended to February 16,
1979. All Commissioners voted Aye.
Mrs. Roberts then stated that she, Mr. Levine, Edwards Ele ctric
and Carl Howard met on December 12, 1978 regarding the sewer
• facilities. They toured all of the sewage facilities after
meeting in Town Hall. After the tour, Mrs. Roberts requested
Mr. Jones of Edwards Electric to submit a proposal for installing
battery packed lights at the various lift stations. Lift Station
No. 1 requires a different type of light which amounts to a
larger sum than those being used on the other lift stations and
Mrs. Roberts requested Town Commission approval for the expenditure
of $600.00 for Lift Station No. 1.
MOTION by Commissioner Genovese/Commissioner Bauer that the expenditure
of $600.00 be approved for an emergency light on Lift Station No. 1.
All Commissioners voted approval by voice vote.
Mrs. Roberts mentioned Carl Howard's monthly reports in which he
advises that the Town make application for a phase out of the
interim sewage treatment plant. This has been started. The
status of the Regional Sewage Plant is that the plant should be
in operation some time in February.
Mayor Horton questioned Mrs. Roberts concerning the appointments
to the various Boards. Mrs. Roberts indicated that a good re-
sponse has been received and that several applicants will be
attending both the C.A.B. and Planning Commission meetings.

Unfinished Business
Mr. Dent, a Town Resident, addressed the Commission regarding
the letter that Commissioner Genovese read from Mr. Sliney
concerning Boca Hi, and other subjects.
Quite a long discussion took place concerning different items,
including the parking situation in Bel Lido.
Mr. Carberry made the statement that water consumption should
be cut even lower - down to around 200,000,000 gallons.
Bills for Approval
Mrs. Roberts presented the bills for approval.
MOTION by Commissioner Genovese/Vice Mayor Mumford that-these bills be
approved for payment. All Commissioners voted approval of these bills.
