The Workshop Meeting of the Town Commission Mayor at 9:30 A.M. on January 30, 1979. In Horton, Vice Mayor Mumford, Commissioners B Also in attendance were: Elaine W. Roberts, Sliney, Town Attorney, Chief Kenneth Jones, Jane E. Barker, Town Clerk. was called to order by the attendance were Mayor auer, Genovese and Storm. Town Manager, Thomas E. Patrolman John Wambach and Mayor Horton called for comments from the audience regarding any matters listed on the agenda. There were none. Mayor Horton then requested Chief Jones to introduce the new police officer - Patrolman John Wambach, which was done. Mayor Horton welcomed Patrolman Wambach to the Town and stated that the police force was now back to a full complement. • Mayor Horton then spoke of the different areas of interest shared by the Town Commission. 78.43 Proposed Ordinance No. 346, amending Chapter 27 of the Code of Ordinances, entitled "Traffic and Motor Vehicles" Mayor Horton stated that he has been working on a new ordinance covering the above subject. Commissioner Bauer stated that he also had been working on a draft concerning this. After con- siderable discussion, the Town Attorney was instructed to look into this matter and report back to the Commission at the Regular Meeting next Tuesday, February 6, 1979. Mayor Horton then reported that he had received a copy of the Delray Beach Proposed Comprehensive Plan. He also stated that he had re- ceived a folder from the Board of County Commissioners regarding property taxes, showing that part of our tax money went to the Bethesda Hospital District. Mrs. Roberts was asked to check into this and find out how the District was determined. 78.57 Town Birthday Party • Commissioner Bauer reported that the Town brochure was shaping Minutes Highland Beach Town Commission Workshop Meeting January 30, 1979 Page 2 of 7 up beautifully and expects to have the first blueprint Friday morning. The question was raised as to how many copies should be printed. It was the consensus that 5,000 would be suffic- ient at this time. Discussion then took place regarding the refreshments for the Town Birthday Party. Wine and cheese, champagne and cookies were mentioned. Commissioner Genovese said he thought it would be a gala affair and that champagne should be served, as well as having more publicity given to the affair. He also felt that pictures should be taken of Mayor Horton cutting a birthday cake. Commissioner Storm expressed his feelings, stating that he felt a champagne fountain would be more festive. It was felt that an "Open House" would be more appropriate, letting the residents choose their time of attending. It is planned that approximately 500 people might be attending the Party. Champagne and cookies, plus coffee was the final • choice for refreshments. 78.80 Vacancies on Boards (a) One - Planning Commission - Mrs. Roberts announced that several resumes had been received for the vacancy on the Planning Commission. Hopefully, the Planning Commission will make their recommendation at the February 7, 1979 meeting. (b) Community Appearance Board - Mrs. Roberts stated that the CAB is having trouble getting a quorum for a meeting. Due to this, a recommendation has not been made by the Board to the Town Commission. Mayor Horton requested that Mrs. Roberts advise him of action taken at the Community Appearance Board meeting this Thursday (February 1, 1979) and possibly the Town Commission will have to make some recommendations at the Regular Meeting next Tuesday (February 6, 1979). 78.81 Storm Drain - Lot 4, Block 5 - Bel Lido Subdivision Mrs. Roberts requested that this matter be tabled further due to the fact that Earl Harvel had not been able to meet with Mr. Hamzik. Mayor Horton requested that a proposal be pre- sented at the Regular Meeting next week. Minutes Highland Beach Town Commission • Workshop Meeting January 30, 1979 Page 3 of 7 78.82 Proposal Regarding Police Department Mayor Horton stated that a memo had been given to the Town Commission from Mrs. Roberts dated January 12th proposing new starting salaries for the Police Department. Commissioner Bauer advised that Mrs. Roberts had compared six towns as far as police salaries go. Discussion took place among all the Commissioners and it was decided to put this matter to a vote at the Regular Meeting next week. 78.83 Bids for Paving Mrs. Roberts reported that requests for bids had been sent to five different concerns and answers have been received from only two companies; Hardrives, Inc. bidding $7,625. for the total job and Westberry bidding $9,186.25. Having the job completed in time for the Birthday Party on February 25th is out of the question. It was the consensus of the Commission to place this matter on the agenda for the Regular Meeting on • February 6, 1979. A concurrence was given by the Commission to have Hardrives do this job, with formal approval being given next week. 78.84 Lethal Yellow Program Continuance Mrs. Roberts had given the Town Commission a memo regarding Lethal Yellow which seems to be a continuing problem. Word from Tom Virgin indicates another $1,500. would be needed for the coming year. Mrs. Roberts stated that she had re- ceived a bulletin from the Cooperative Extension Service of the College of Agriculture which stated that the lethal yellow is spreading. Discussion ensued whether to replace the diseased trees with malayan palms - making these available to the Townspeople rather than the Terramycin. This will be brought up again at the Regular Meeting next week. 78.85 Proposed Ordinances Ordinance No. 344, entitled "Building Code" Ordinance No. 345, entitled "Fire Prevention" • Mayor Horton stated that these two Ordinances had had a First Minutes Highland Beach Town Commission • Workshop Meeting January 30, 1979 Page 4 of 7 Reading at the last Regular Meeting. They will come up for a Final Reading and possible adoption at the next regular meeting. 79.1 Proposal to widen AlA at the Townhouses of Highland Beach Discussion took place regarding the deceleration lane and left turn lane at the location of the new Townhouses. The consensus at this meeting was to request ~rmits for two driroeways. Formal action will be taken next week at the Regular Meeting. 79.2 Proposed Bond Issue Mayor Horton stated that he had hoped to have information from the engineers to present to the Commission regarding the water plant expansion, however, he should have it by this coming Thursday. This matter will be discussed at the Regular Meeting next week. • 79.3 Coastal Construction Control Line The Coastal line has been determined by the State, Mayor Horton said, however, the County has not adopted it as yet. It has been requested that the individual communities along the coast line enforce it. Discussion took place and it was determined that Mrs. Roberts would notify the Commission when the County adopts the Control Line. 79.4 Proposed Refunding of Utility Deposits amounting to $10,590.00 Mrs. Roberts stated that Utility Deposits do not cover a delinquent bill and therefore is not effective in this case. There is also a problem of selling property, refunding the deposit and then collecting it from the new owner and Mrs. Roberts is in favor of discontinuing said deposits. This will be presented again at the Regular Meeting, February 6, 1979. 79.5 Proposed Sick Leave Convertible Policy Commissioner Storm has been looking into this matter but is not prepared to discuss it at this time. This will be scheduled for the next Workshop Meeting in February. i Minutes Highland Beach Town Commission • Workshop Meeting January 30, 1979 79.6 Insurance Bids Page 5 of 7 Mrs. Roberts reported that on December 29, 1978 insurance bids were solicited from approximately a dozen firms. The answers have been received and on January 26th, a meeting was held with Commissioner Storm. The recommendations are part of the attachments. The two firms chosen were Prudential and Equitable, with Prudential being recommended for the Group Insurance policy. Only one bid was received for Liability Insurance at the same coverage and premium as before. It was recommended that this bid be accepted. Mrs. Roberts reported that the Florida League of Cities devised a plan about two years ago for Workmen's Compensation for municipal coverage with one company. The rate is incomparable and the recom- mendation was made to go with the Florida Municipal Risk Coverage. Public Officials Liability insurance does not expire until March 26, 1979. Proposals will be received for this coverage prior to the renewal date. There was only one quote received for the Public Employees Blanket Bond policy from the John E. Hunt Agency at a lower premium than last year. Discussion took place regarding this policy. Mrs. Roberts requested concurrence today from the Commission on the Group insurance and the Liability insurance. Con- currence was given by the Commission. Formal approval will be given next week. 79.7 Sewage System Maintenance Bids Mrs. Roberts stated that she had received a proposal from Carl Howard whose contract expires in February. A proposal was also received from Tom Graham, which was considerably lower than Carl Howard's - however, Mrs. Roberts is recom- mending to the Commission that the Town continue to stay with Carl Howard, mainly due to the transition period be- tween Delray Beach, our Interim Sewage Treatment Plant and the Regional Sewage Treatment Plant which is due to start operations on March 1st. Mrs. Roberts went on to explain that Carl Howard had made some recommendations which would be costing the Town some money. This can be handled at a later date. Mrs. Roberts also mentioned that the rate on the contract for Highland Minutes Highland Beach Town Commission • Workshop Meeting January 30, 1979 Page 6 of 7 Beach for the "208 Plan" will be considerably lower than she had anticipated. This matter will be on the agenda for the Regular Meeting on February 6, 1979. 79.8 Fiscal Year Audit The consensus of the Commission was that the Auditor's Report was quite good. 79.9 First Quarter Financial Statement Copies of the First Quarter Financial Statement had already been given to the Town Commission and there were no questions at this time. Mr. Sliney, Town Attorney, stated that he had sent out the Interrogatories regarding Drexel Management. • Commissioner Genovese discussed the title "Vice Mayor". Reports - Town Manager Mrs. Roberts stated that in the latest issue of the Florida Municipal Record a Mobile Intensive Care Unit was advertised for sale. On Monday, January 29, Commissioner Bauer and Michael Coppola went to Palm Beach to look at the vehicle. Commissioner Bauer stated that the unit was in excellent condition and discussion took place regarding the amount to bid for it. Bids are to be opened in Palm Beach on Wednesday, January 31, 1979. After considerable discussion concerning paramedics which would be needed to man this Intensive Care Unit, the future tax base for Highland Beach, a concurrence was reached that a bid of $9,000. be submitted. Mrs. Roberts then reported that she had talked with Mr. Essen at the Deerfield Water Plant and a tour of their facilities can be arranged for any time that is convenient to the Town Commission. Commissioner Bauer then requested that the Commission go down to Bel Lido to view the situation re storage of vehicles. Page 7 of 7 then commented regarding the Mr. Dent, a Town resident, then made several comments re- garding the situation in Bel Lido, the champagne for the Birthday Party, police salaries, sick leave policy, and the Intensive Care Unit.
