Workshop Meeting
February 27, 1979 11:20 A.M.
Prior to the start of the Workshop Meeting, Mayor Horton asked that the
slide presentation by members of the Area Planning Board be given -
Item No. 79.10 on the Workshop Agenda. Some discussion took place on
this matter which concerned the areawide "208 Plan".
Mayor Horton then called the Workshop Meeting to order at 11:20 A.M.
Those present were: Mayor Horton, Vice Mayor Mumford, Commissioners
Bauer, Genovese and Storm. Also present were: Mrs. Elaine W. Roberts,
Town Manager; Town Attorney, Thomas E. Sliney; Chief Kenneth Jones and
Mrs. Jane E. Barker, Town Clerk.
Mayor Horton called for comments from the audience and Mrs. Trudy
Blankenship, a Town resident, made some remarks concerning the police
department, stating that she thought the starting salary of $10,000.00
was enough for a high school graduate.
• Mayor Horton publicly thanked Commissioner Bauer for the tremendous
job he did on the Birthday Party and the new brochure. He also stated
that the Staff did an excellent job.
He then read a letter for the record from Patrolman Kasten, thanking
everyone for their kindness during his recent loss of furniture and
belongings.
78.28 Highland Beach Utilities Company
Mrs. Roberts stated that this item was placed on the agenda
hoping that Mr. Delaney would have information regarding the
proposal for the connection fee. The new Regional Plant is
due to start up next Monday, March 5th. Mayor Horton and
Mrs. Roberts will work on this matter, which will be placed
on the Agenda for the Regular Meeting on March 6, 1979.
78.43 Proposed Ordinance No. 346, amending Chapter 27 of the
Code of Ordinances entitled "Traffic and Motor Vehicles"
Mr. Sliney questioned several sections of this proposed Ordinance
• and stated also that he would like to incorporate some of the
Coral Springs ordinance features into this one. Mayor Horton

78.80 Vacancies on Boards
Mayor Horton stated that the vacancy on the Community Appearance
Board had been filled with an interim appointment. Their meeting
is this coming Thursday night and the Board will have a recom-
mendation for the Town Commission in time for their meeting next
week.
A memo has been received from the Planning Commission dated
February 12th recommending Mr. Walter Bonny as an alternate
member of this Board, reported Mrs. Roberts. This will be on
the agenda for the Regular Meeting next week.
78.82 Proposals reQardincr Police Department
Mayor Horton stated that he has discussed this matter with
several people who feel that we have a fine Police Department
and should not be the lowest paid Municipality in the area.
Mayor Horton feels that the .starting salary should not be in-
creased by a great amount, but that the top salary in a grade
should be increased by a larger amount, after the person has
proven himself. Mayor Horton will work on this matter and have
information for the Commission prior to the next meeting.
Commissioner Bauer made the comment that we had received only
four applications the last time we were looking for a police
officer and only one was desirable, thereby displaying that our
starting salary was not high. enough to entice good men. He also
disagreed with Mrs. Blankenship's remark about "$10,000.00
being enough for a high school graduate".
79.10 Resolution No. 369
This matter has already been discussed and will be on the agenda
for next week.

(a) Proposed Ordinance No. 348, amending Chapter 22, entitled
"Sewers" and
(b) Proposed Ordinance No. 349, amending Chapter 29, entitled
"water System"
will be on the agenda for next week's Regular Meeting.
79.13 Cable TV Response
Mrs. Roberts stated that so far we have responses from twenty-one
home owners and one hundred and sixty-eight apartment owners,
representing thirteen condominiums, who are in favor of Cable TV.
Mrs. Roberts would like to see the Cable TV Companies send bro-
chures to the people in Town. Mayor Horton said our problem
was to choose one of the two companies to serve the Town.
Vice Mayor Mumford stated that Seagate has excellent reception
due to a minor adjustment in their antenna.
• 79.12 Bid from Earl Harvel regarding fire hydrants across from
Regency Highland
Mrs. Roberts stated that the Town had received two bids - one
from Earl Harvel and one from Lyons - in the amounts of $1,940.
and $2,100. respectively. This will be brought up at the
Regular Meeting for action.
79.14 Response to Delray Beach Comprehensive Plan
Mrs. Roberts reported that very little of the Delray Beach Plan
has to do with Highland Beach, however, it was necessary that
the Town respond to this, which Mrs. Roberts has done.
79.15 Amendment to salary schedule - Grade 1 - to reflect
minimum wage increase
Mrs. Roberts stated-that the minimum wage has now increased to
$2.95 an hour. If the Town were to observe the minimum wage,
Grade 1 would be amended to result in a $7.00 increase in
minimum and maximum salaries. The consensus was that this
• grade be brought up to the minimum wage.

79.16 Discussion reaarding poll workers for Election - May 1, 1979
Mrs. Roberts stated that a memo had been given to the Town Com-
mission with a list of ten people who were willing to be poll
workers for the upcoming Municipal election. Jackie Winchester
is conducting a seminar for workers in Boca Raton on Thursday,
March 8, 1979, and it was the consensus that all ten attend this
seminar, even though all ten will not be needed on Election Day.
More definite information will be forthcoming at the Regular
Meeting on March 6th.
79.17 Proposed Ordinance No 347 - Braemer Isle - Boca Hi RPUD
Mrs. Roberts reported that she had written to Mr. Delaney on
February 21, 1979 requesting additional needed information:
first, the number of apartments and townhouses for Dalton Place,
Braemer Isle and the proposed future buildings and second, clear
exhibits and/or charts for Braemer Isle which would show the
dimensions for the parking garage vs. dimensions for the orig-
inal garage structure, if there was one; also the number of
square feet for the proposed paving area in addition to the
placement of parking under the original approved plan and the
proposed. Discussion included where were all the cars going to
go? Mrs. Roberts has not yet received an answer.
Mr. Delaney, who was in the audience, gave the Commissioners a
dimension chart, answering the first two questions and stated
he would have the answer to the third question for the Regular
Meeting next week.
Discussion took place and Mr. Delaney will have a full rendering
for the meeting next week on March 6, 1979.
Town Manager - Reports
Mrs. Roberts spoke about the Energy Code and the controversy
connected with it. The Building Official, Francis Hamzik, is
attending the Building Officials' Conference in Orlando and he
will be giving a report to the Commission at the Regular Meeting
next week. He will be explaining the Energy Code to the Com-
mission, prior to their adopting the Energy Code Ordinance.
Mrs. Roberts reported that correspondence had been received from

the Palm Beach Soil and Water Conservation District, stating
that copies of soil surveys are available if needed.
Mrs. Roberts stated that Fidelity & Deposit Company of Maryland
is a member of the Fidelity Title & Guaranty group. Mayor Horton
had requested Mrs. Roberts to determine this.
The boat trial is scheduled for March 9 and the storage charges
are mounting up. This is mainly due to the fact that the Courts
have taken so long to get around to this case.
Mrs. Roberts then reported that a lady at the Birthday Party on
this past Sunday had asked her regarding a bus in Town and there
has been a Regional Citizens Crime Commission formed. It is re-
quested that an official representative to this Commission be
appointed from the Town. Mrs. Roberts has spoken to Dr. Sonking
regarding this and he will confer with Mrs. Roberts at some future
date.
Mrs. Roberts then reported that the Board of Adjustment Public
Hearing scheduled for March 5th has been cancelled.
MOTION by Commissioner Bauer/Commissioner Storm that the meeting be
