TOWN OF HIGHLAND BEACH„ FLORIDA • Minutes of Meeting of Town Commission Public Hearing June 19, 1979 9.30 A M Mayor Horton called the Public Hearing to order at 9:30 A.M. on June 19, 1979. He stated that this Public Hearing had been duly advertised in the Sun Sentinel on June 4, 1979 (Monday), for the purpose of reviewing Proposed Ordinance No. 355, which has to do with amending Ordinance No. 228 regarding the "B" and "C" sites of the Boca Hi RPUD. Mayor Horton stated that in attendance were: Mayor Horton, Vice Mayor Mumford, Commissioners Bauer, Genovese and Storm. Also in attendance were: Mrs. Elaine W. Roberts, Town Manager, Mr. Thomas E. Sliney, Town Attorney, Mrs. Helen Carpenter, Deputy Town Clerk and Mr. Francis Hamzik, Building Official. Mayor Horton then announced that there would be a Preparedness" this evening (June 19th) in the Tow A representative from the Palm Beach County Civil give a short talk and will show slides. • He then read a letter for the record addressed to from Norma Marcie regarding the Boca Hi RPUD. meeting on "Hurricane n Hall at 7:30 P.M. Defense Agency will the Town Commission Mayor Horton stated that the petitioners in this matter would be heard from first, regarding their plans; then the meeting would be open to comments from the audience, and after that the Town Commission would discuss the matter. Mr. Thomas Delaney of Boca Hi addressed the Commission, explaining the RPUD as presently approved at this time. Boca Hi is requesting sixteen fl¢~s which would bring them on line with "D" building and Braemer Isle. This is an addition of one floor. Mr. Delaney said that their third request was the alteration in size and unit count; increasing "B" building from 98 units to 123 units and in "C" building the units would be diminished down from 161 units to 124 units, for an overall reduction in density of 10 units. Mr. Twitty of Schwab & Twitty, Architects, then spoke to the Commission, answering several questions directed to him by Commissioner Genovese, Commissioner Storm, Mayor Horton, Commissioner Bauer and Vice Mayor Mumford. He then explained statistical data and a brief architectural presentation of the marina. Minutes Highland Beach Town Commission • Public Hearing June 19, 1979 Page 2 of 3 Discussion took place among the Commissioners and representatives of Boca Hi, regarding fire lines and how these requested changes would be affected. Mayor Horton then read for the record Proposed new Ordinance No. 355, (Revised); the letter addressed to the Town Commission dated June 14, 1979, from Joseph Boscove, Chairman of the Planning Commission, with the recommendations of the Planning Commission taken at their Public Hearing held on June 13, 1979. Former Mayor Gilday, from the audience, then addressed the Commission regarding density. Mr. M. H. W. Dent, a Town resident, addressed the Commission re: density. Mr. Coleman of Aberdeen Arms asked regarding the marina and whether that would be considered "public domain"? Col. Hauck, a Town resident, talked about the matter of so many people being away for the summer when the Town Commission was taking action on a matter of such im- • portance. Comments were then heard from Commissioner Storm and Commissioner Genovese, who was most emphatically against granting the Boca Hi request. Mayor Horton asked Commissioner Genovese if he desired to put this in the form of a Motion and; MOTION was made by Commissioner Genovese that the petition from Boca Hi be denied. Commissioner Bauer seconded this MOTION. Mayor Horton made a few statements and called for discussion among the Commissioners. The Deputy Town Clerk was then asked to poll the Commission and the vote was as follows: Commissioner Bauer - Aye Commissioner Storm - Aye Mayor Horton - Nay Vice Mayor Mumford - Nay Commissioner Genovese - Aye 's + i '` ~,~ • Petition was denied by a three to two vote.
