Mayor Horton caller at 11:10 A.M., for 1. 2. 3. 4. 3 the Special Meeting of the Town Commission to order the purposes of: Town Commission and Personnel Matters Proposed C.D.C. 1979-80 Budget Bills for Approval Any and all other matters that might come before the Commission Those in attendance were: Mayor Horton, Vice Mayor Mumford, Commissioners Bauer, Genovese and Storm. Also in attendance were: Mrs. Elaine W. Roberts, Town Manager, Mr. Thomas E. Sliney, Town Attorney and Mrs. Helen Carpenter, Deputy Town Clerk. Mayor Horton called for any comments from the audience and there was one from Mr. Bonny regarding the mosquito problem in Town. The County • Mosquito Control Agency is spraying. 1. Town Commission and Personnel Matters Discussion has been held regarding the adjustment of salary levels for all employees in Town with the exception of the Police Department. This Department had their salary levels adjusted as of April 1, 1979. Commissioner Storm stated that the Town was fortunate in having a good group of employees and they should be rewarded for jobs well done. The money is in the budget and Attorney Sliney stated that there would be no problem in granting these increases within this Fiscal Year. MOTION by Commissioner Storm that the salary schedules be improved in the amount of $2,519.27, which includes the Social Security contribu- tion, and that monies already in the budget be used for this purpose. Commissioner Bauer seconded this MOTION. In polling the Commission, the vote was unanimous in favor of adopting this MOTION, effective June 18, 1979. Discussion then took place regarding remuneration to Committee members and an increase in salary for members of the Commission. Mayor Horton e~cplained that some of the Committees meet for many hours while others have no business to discuss and adjourn almost Minutes Highland Beach Town Commission • Special Meeting June 19, 1979 Page 2 of 3 immediately. It was stated that many of these Board members felt there was no need for remuneration whatsoever. It was the final consensus of the Commission that the fee of $10.00 per meeting be left as it is. The third item to be discussed had to do with the salary of the Commissioners. Commissioner Bauer quoted the different salaries of the Mayor and Commissioners in surrounding municipalities and felt that an adjustment was in order for the members of the Commission in Highland Beach. Further discussion took place with the members of the Commission giving their own various opinions on the matter. MOTION was made by Commissioner Bauer that the Mayor's salary be set at $400.00 a month and the Commissioners' salary be increased to $300.00 per month. Commissioner Genovese seconded this MOTION. Attorney Sliney then stated that an Ordinance would have to be • passed, amending the Charter, in order to increase these salaries; it can not be done by a Motion. With the approval of the Motioner and the Seconder, the MOTION was withdrawn. Further discussion took place with the suggestion being made for $250.00 a month for Mayor and $200.00 per month for Commissioners. This will be discussed at the Public Hearings regarding the 1979-80 budget. 2. Proposed C.D.C. 1979-80 Budctet Members of the Commission have been given copies of the proposed C.D.C. budget for the Fiscal Year 1979-80. Mrs. Roberts explained that the amount requested for this year is $7,505.00 - an increase of $1,705.00 over last year. Mayor Horton called for a Motion that this amount be approved. MOTION by Commissioner Storm that the amount of $7,505.00 be approved for the operating expenses of the C.D.C. Commissioner Bauer seconded the Motion. In polling the Commission, the vote was unanimous in favor of adoption. 3. Bills for Approval • None Minutes Highland Beach Town Commission • Special Meeting June 19, 1979 Page 3 of 3 4. Any and all other matters that might come before the Commission Mrs. Roberts sought formal approval from the Commission of $1,000.00 for the well field survey, and approval to spend $50.00 more for the Malayan palms which have increased to $13.00 a tree. MOTION by Commissioner Bauer/Vice Mayor Mumford that approval be given to spend $1,000.00 for a well field boundary survey which is required by the engineers. By a voice vote, the MOTION was approved. It was the consensus of the Commission that the increase of $1.00 per tree be agreed upon. This is in connection with the Malayan palms mentioned above. Vice Mayor Mumford mentioned the fact that there is a lot of wood lying on the beach and, with the Hurricane Season coming on, this could be very dangerous. She also mentioned defacing of signs and that a dune buggy has been going along the beach. • Mrs. Roberts stated that she had received from the Area Planning Board copies of petitions regarding the lot just south of the Monterey House and also for the Hoffmann property. Mrs. Roberts is requesting comments from the Commission. These items will be included on the June 26, 1979 Workshop agenda.
