Special Meeting
July 31, 1979 11.35 A.M
Mayor Horton called the Special Meeting of the Town Commission to order
at 11:35 A.M. Mayor Horton and Commissioners Bauer and Storm were in
attendance. Also in attendance were: Elaine W. Roberts, Town Manager,
Mr. Thomas E. Sliney, Town Attorney, and Jane E. Barker, Town Clerk.
Mayor Horton announced that he had called this Special Meeting to
discuss proposed approval of purchase of portable equipment for the
Rescue Van, which the Town had purchased in February 1979.
Mayor Horton explained for Commissioner Storm's benefit what had taken
place up to this time, and said it had looked as though the Town would
not be able to make use of the Rescue Van due to the 5/ cap on taxes,
and the inability of Del-Trail Fire District to provide the men
(paramedics) to man the equipment.
• However, he went on to say, in a visit on July 24 with the Del-Trail
Board on a fact-finding mission, a complete reversal had been taken by
the Board and they stated that they would put on four men (two addi-
tional men on each shift) under their present budget if the Town took
care of some capital expenditures.
These expenditures are:
(1) Telemetry $ 5,741.00
Lifepac 6,005.00
Drug Box, etc. 150.00
Additional Equipment 5,000.00
for a total of $16,8 96.00
(2) Construction of temporary additional sleeping quarters in
the fire station.
The thought was that bunk beds could be purchased for the
fire station in order that four men could be housed tempor-
arily until the new addition could be built. (Approximate
cost - $1,200.00).

(3) Absorbing the yearly Del-Trail electric charges at the
fire station in the amount of $3,600.00.
After Mayor Norton's summation of the above, he called for
a Motion to approach the Del-Trail Board with the above.
MOTION by Commissioner Bauer and seconded by Commissioner Storm that
the Town approach the Del Trail Board with the assurance that the Town
will purchase the necessary equipment for the van - cost approximately
$17,000.00 - and the bunk beds for the additional men. In addition,
the Town will assume the electrical charges for the fire house, approx-
imately $3,600.00 annually.
In polling the Commission, the vote was unanimous.
Mayor Horton took this opportunity to thank Commissioner Bauer for
the hard work he has done on this project.
Bills for Approval
• Mrs. Roberts submitted the bills for approval.
MOTION by Commissioner Storm that the bills in the amount of $4,201.34
be approved for payment. Commissioner Bauer seconded this MOTION. By
voice vote, the approval was given.
Ex-Mayor Gilday then stated that Mr. Dent, a Town resident, had
also worked very hard on the Rescue Van project and deserved the
thanks of the Commission and the Town residents. Mayor Horton
agreed, and stated that other Town residents who worked on the
project deserved sincere thanks also.
MOTION by Commissioner Storm/Commissioner Baue that the Special
Meeting be ADJOURNED. Time 11:55 A.M. r-
