Minutes of Meeting of Town Commission
Workshop Meeting
August 28, 1979 9.34 A M
Mayor Horton called the Workshop Meeting to order at 9:34 A.M., announcing
that a quorum existed with Commissioners Bauer and Storm and himself in
attendance.
Former Mayor Gilday addressed the Commission reporting that a special
meeting of the Board of Trustees of the Civic League was held on August
22, 1979 for the purpose of initiating the Vial of Life Program. Mr.
Gilday stated that he is hopeful this program can be implemented by the
time the new rescue van is in operation.
Commissioner Storm then commented on the blood pressure checks being given
at the fire station every day.
• 79.59 Richard L. MacDonald (Hill York Broward, Inc.)
Mr. MacDonald, Executive Secretary of the Plumbing & Air Con-
ditioning Industry, talked to the Commission regarding the air
conditioning permit fees as compared to other municipalities.
He stated that the Town's fee was 2~ times bigger than Palm Beach.
Mr. Peter Goetzman, of Hill York Broward, Inc., then talked to
the Commission concerning Ordinance No. 196 passed in January 1973.
He stated that he felt there was a typographical error made at the
time this ordinance was typed and he would appreciate the Commission
looking into this, with a possible rebate being given to Hill York
for past fees overpaid.
Mayor Horton thanked these two gentlemen and stated that this matter
would be checked into and either the Building Official or Mrs.
Roberts would call them when further facts could be gathered.
79.60 Attorney Slinkman, representing Hoffmann RPUD - Request
for Extension
Attorney Slinkman explained in detail why it is necessary to request
this extension at this time. The present extension approval by the
Town Commission on April 3, 1979 of their RPUD runs out on October 3,

1979 and they have not yet had the approval of the Army Corps of
Engineers and the DER.
Mayor Horton suggested that this matter be placed on the agenda
for the Workshop Meeting being held on September 25, 1979 when a
full Commission is expected to be in attendance.
At this time Mayor Horton read for the record a letter from Bill
Bailey, Chairman of the County Commission, dated August 15, 1979;
extending an invitation to a public information meeting on the
Palm Beach International Airport 20-Year Master Plan being held
on September 12th at 7:00 P.M. in the Palm Beach Junior College
Auditorium.
He then read a letter from the Executive Director of the Area
Planning Board regarding an Area-Wide Housing Opportunity Plan
for Palm Beach County. Mrs. Roberts stated that she would discuss
this matter with the Municipal League on Friday when she attends
their Executive Board Meeting.
79.56 Discussion re:
(a) Proposed Ordinance No. 362 - Creating a Code Enforcement
Board (First Reading August 7,
1979
Discussion took place regarding this ordinance and Mr. Sliney
stated that he would like to spend some more time on this.
Revisions can be made and the ordinance discussed further after
the Regular Meeting of the Town Commission on Tuesday, September
25, 1979- with possible adoption at a Special Meeting on
September 25, 1979.
(b) Proposed Ordinance No. 363 - Water Conservation (First
Reading - August 7, 1979)
Mayor Horton felt that this ordinance could be discussed further
at the Workshop Meeting when the full Commission will be here,
and will be able to make their thoughts known. This ordinance
could have a second reading and possible adoption at the Regular
Meeting on October 2, 1979.

79.61 Budget - Fiscal Year 1979-80
Miss Birkbeck announced that Draft #2 of the Budget had been
distributed to the Commission. Commissioner Storm stated that he
thought it was a good budget and that the Townspeople would be
very happy to know that the tax increase would be only the amount
necessary for the new bond issue interest.
Mrs. Roberts stated that this budget discussion could be included
in the Public Hearing on Tuesday, September 4th.
79.62 Discussion Re: Public Hearing - Revenue Sharing -
September 4, 1979
Mrs. Roberts stated that the Public Hearing had been advertised in
the Sun-Sentinel on August 15, 1979. Copies of this advertisement
will be given to the members of the Commission for purposes of
discussion on Tuesday, September 4, 1979 at 1:30 P.M.
• 79.63 Discussion RE:
(a) Proposed Ordinance No. 365 - Amending Ordinance No 340 which
Appropriated funds for the Fiscal
Year 1978-79
(b) Proposed Ordinance No. 366 - Appropriating .funds for Fiscal
Year 1979-80
(c) Proposed Ordinance No_. 367 - An Ordinance to effect a tax lev
Mayor Horton stated that it is necessary that numbers for the budget
be changed by ordinance. The above three ordinances will have a
first reading at the Regular Meeting on September 4th and will come
up for passage at the Special Meeting on September 25, 1979.
79.64 Proposed Resolution No. 380 - Honoring Judge Wessel
Mayor Horton read Proposed Resolution No. 380. This Resolution
will come up for adoption at the Regular Meeting on Tuesday,
September 4, 1979.
Mrs. Roberts said that there is another Resolution authorizing that
the sum of $83,159.22 be appropriated out of the General Fund Balance

for period ended September 30, 1979 - Resolution No. 381. Mr. Sliney
had informed Mrs. Roberts that a Resolution for this matter would be
appropriate, rather than an Ordinance.
This matter will be placed on the agenda for the Regular Meeting on
September 4, 1979.
79.65 Proposal from Botkin & Associates, Inc regarding engineering
services for Bel Lido Bridge
Mayor Horton gave an explanation of this subject, saying that no
bids had been received for converting the Bel Lido Bridge. He stated
that people who do this kind of work prefer that engineering speci-
fications are provided so they would be able to bid the job. Botkin
& Associates are consulting engineers and they have submitted a bid
in the amount of $1,600.00 for the work they would do on these
specifications.
This matter will come up for discussion and a vote at the Regular
• Meeting next week.
Reports - Town Manager
Mrs. Roberts reported that the Water Treatment Plant Expansion bid
package will be ready by Thursday or Friday of this week. The legal
ad for this matter should be in the paper by the first weekend in
September, with a bid opening date in the middle of October. It is
understood that the Town would have to appear before the Boca Raton
City Council for their approval of these plans.
She informed the Commission that the U.S.G.S. will foot the bill
for the entire new well, which has to be drilled. A site has to
be chosen and approved by the Water Management District first.
She also informed the Commission that Cable TV would like to send
out a letter to everyone in Town, after the Commission approves it.
Quite a bit of discussion took place regarding the work that is
being done by Southern Bell in Town and the sewer & water lines that
have been cut by them.
Mrs. Roberts continued with her report stating that the Palm Beach
• County Municipal League Executive Board would be meeting on Friday,
August 31st. She informed the Commission that she would inquire

about the Area-Wide Housing Opportunity Plan.

She asked the Commission's approval to spend $500.00 additional
money for the electrical panel and the valves in the lift station.
She has already had the approval to spend $10,000.00 for the
equipment which includes the generator and the pumps. This
additional money would come out of the sewage fund. She stated
that Roberts Septic Tank will begin working on cleaning out the
sewage plant. It will then be inspected by the Health Department
and then it can be sold by the Highland Beach Utilities Co.
Regarding the confiscated boat, Mrs. Roberts said that she expected
further correspondence within a day or so from the Town Attorney
to the State Attorney concerning the sale of this boat.
Another meeting regarding FIRMA will be held on September 6, 1979
in Lake Clarke Shores. A Zoning Hearing will be held in Boca Raton
on September 6, 1979 at 7:30 P.M. concerning a piece of property
near the Fire House Restaurant, south of the Appleby Street ease-
. ment and in the vicinity of our water facilities.
Commissioner Storm asked regarding "Dial-A-Ride" and Mrs. Roberts
informed him that this program was for the indigent, however, she
would look into it further. She stated that it was a private
concern, yet is subsidized by Palm Beach County and the Federal
Government.
Mr. Dent, a Town resident, then addressed the Commission on
several matters as follows: delay the issuing of new building
permits due to the water situation; limiting the jurisdiction
of the Code Enforcement Board; the use of water miser toilet
tanks in new buildings; the millage and how friends of his in
Boca Raton volunteer to drive people to the hospital and to the
Doctors' offices.
Mayor Horton replied that the building permit situation was under
firm control and that the proposed water ordinance under dis-
cussion covered water saving devices in any construction.
