1979.09.25_TC_Minutes_SpecialTOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Special Meeting September 25, 1979 9.30 A M Mayor Horton called the Special Meeting to order at 9:30 A.M. Those in attendance were: Mayor Horton, Vice Mayor Mumford, and Commissioners Bauer, Genovese and Storm. Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney; Police Chief Kenneth Jones; and Jane E. Barker, Town Clerk. Mayor Horton took this opportunity to welcome back the vacationing Commissioners. There were several Townspeople in the audience. Mayor Horton stated that the purpose of this Special Meeting was mainly for the consideration of a number of ordinances concerning the budget and millage for the coming Fiscal Year. Before getting into the agenda, Mayor Horton called for any comments • or questions from the audience. Ex-Mayor Gilday spoke of the fact that the Town Commission and the Town itself will be suffering a great loss with the Vice Mayor .moving to North Carolina. He said that he had worked with Vice Mayor Mumford on the Commission and felt that it should be noted in the Minutes that her services were invaluable to the Town; there never having been a member of the Commission more de- voted to the welfare of the Town than she has been. Mayor Gilday stated that he felt that it should be recognized at this time, as a part of the minutes, that the Town and the Civic League, for whom he spoke as well as for himself personally, wished Ruth and her husband all happiness and good fortune in their new surroundings. Mayor Horton thanked Ex-Mayor Gilday, saying that Mayor Gilday expressed the feelings of everyone, noting the fact that the Vice Mayor would be here for another five or six weeks. Resolution No. 381 - Approving the Areawide Housing Opportunity Plan for Palm Beach County. Resolution No. 381 was read in its entirety by the Town Clerk. MOTION by Commissioner Storm/Commissioner Bauer that this Resolution be adopted. The voice vote was unanimous in favor of adoption. Minutes Highland Beach Town Commission Special Meeting September 25, 1979 Page 2 of 5 PROPOSED ORDINANCES - SECOND READING AND POSSIBLE ADOPTION (a) Proposed Ordinance No 362 - Creating a Code Enforcement Board (First Reading - August 7, 1979) Mr. Sliney recommended a change in Sections 4B and 5B of ordinance and then proceeded to read it in full. Mayor Horton completed the reading of this same ordinance. MOTION by Vice Mayor Mumford/Commissioner Genovese to adopt the Code Enforcement Board Ordinance, as read (Ordinance No. 362) which had a First Reading on August 7, 1979 and Second Reading on September 25, 1979. In polling the. Commission, the vote was unani- mous in favor of adoption. Mayor Horton stated that he would have recommendations as to • the members of this Board at the Regular Meeting on October 2, 1979. (b) Proposed Ordinance No. 365 - Amending Ordinance No. 340 which appropriated Funds for the Fiscal Year 1978-79, which began October 1, 1978 and will end September 30, 1979 - (First Reading September 4, 1979) Mrs. Barker, Town Clerk, gave the Commission corrected figures for this Ordinance and then read it in full. Mayor Horton explained the reason for the change in the figures which was to cover the purchase of the land next to the Town Hall. This was recommended by the Auditors. Mrs. Roberts explained that this was previously taken care of by Resolution No. 379, however, the Auditors felt that it should be changed by Ordinance. MOTION by Commissioner Storm/Commissioner Bauer that Ordinance No. 365 be adopted as read. Tae Town Clerk polled the Commission and the Ordinance was unanimously adopted. . Minutes Highland Beach Town Commission Special Meeting September 25, 1979 Page 3 of 5 (c) Proposed Ordinance No. 366 - ApproAriatinQ Funds for the Fiscal Year 1979-80, beginning October 1, 1979 and ending September 30, 1980 (First Reading - September 4, 1979) Mrs. Barker, Town Clerk, read the figures for the Commission to insert in their copies of this Ordinance. Ordinance No. 366 was read in full by the Town Clerk. MOTION by Commissioner Bauer/Commissioner Storm that Ordinance No. 366 be approved as read. In polling the Commission, all voted Aye for the adoption of Ordinance No. 366. • (d) Proposed Ordinance No. 367 - To Effect a Tax Levu Based upon the 1979 Tax Roll of the Town of Highland Beach Mrs. Barker, Town Clerk, read the figures to be inserted in this Ordinance. Mayor Horton read Ordinance No. 367 in full. MOTION by Commissioner Storm/Vice Mayor Mumford that Ordinance' No. 367 be approved as read. In polling the Commision, all voted Aye, in favor of adoption of Ordinance No. 367. • Minutes Highland Beach Town Commission Special Meeting September 25, 1979 Page 4 of 5 PROPOSED ORDINANCES - FIRST READINGS (a) Proposed Ordinance No. 368 - Amending Ordinance No. 229, Section 3.05, of the Town Charter, entitled "Salaries of Commissioners and Mayor Restricted" Mayor Horton explained that the Budget as passed had been prepared to include a Cost-of-Living increase for all employees in the Town, the proposed increase for the salaries of the Commissioners and a proposed increase in the per diem honorariums of people serving on committees. He read Ordinance No. 368 by title only. (b) Proposed Ordinance No. 369 - Amending Chapter 7, Entitled "Building" • of the Code of Ordinances Mayor Horton read Ordinance No. 369 by title only. These two Ordinances will be discussed at a later date. Bills for Approval Mrs. Roberts presented four bills for approval MOTION by Commissioner Bauer/Vice Mayor Mumford that the bills be approved for payment. All Commissioners voted AYE in favor of payment. Mrs. Roberts reported receiving a letter from the engineers dated September 24, 1979 with an estimate of their expenses for General Services during construction and Resident Engineering Services re: the Water Treatment Plant Expansion project, as they are now finished with their Design Phase. • Minutes Highland Beach • Town Commission Special Meeting September 25, 1979 Page 5 of 5 The Special Meeting ADJOURNED at 10:15 A.M. with Commissioner Storm making the Motion to adjourn and Vice Mayor Mumford seconding the Motion.
