Minutes of Meeting of Town Commission
Workshop Meeting
September 25, 1979 10.25 A M
The Workshop Meeting was called to order by Mayor Horton at 10:25 A.M.
In addition to the Mayor, Vice Mayor Mumford and Commissioners Bauer,
Genovese and Storm were in attendance. Also present were Elaine W.
Roberts, Town Manager, Thomas E. Sliney, Town Attorney, Police Chief
Kenneth Jones and Jane E. Barker, Town Clerk.
Several Townspeople were in the audience.
79,66 Del-Trail Capt. Sweat to demonstrate Lifepak
Mayor Horton announced that the Town is striving to have the
Rescue Van in operation by October 1, 1979. One piece of
equipment has not been received; the personnel are all lined
up; the living quarters should be prepared by October 1 and
• with the exception of the one piece of equipment, everything
is all set to go.
Capt. Sweat then introduced Paramedic John Stripolli who
proceeded to demonstrate the Lifepak, with Commissioner Bauer
being the "patient".
After the demonstration, Capt. Sweat stated that they would be
taking the van with them to clean it up and install all the
equipment - bringing it back Monday, October 1st, with the
paramedics to man it.
Commissioner Genovese stated that Commissioner Bauer should be
honored for his thoughtfulness and long hours of work in getting
the equipped van for Highland Beach. A round of applause was
given for Commissioner Bauer.
Mayor Horton then called for any comments from the audience.
There were none.

Mayor Horton stated that Mr. Goetzman of Hill York Broward, Inc.
had appeared before the Commission some weeks ago in regard to
the high Air Conditioning Fees in Highland Beach. Mrs. Roberts
prepared a memo for the Town Commission (dated September 21,
1979) with an enclosed memo from the Building Official, showing
the cost to the Town of one inspection and number of inspections
per unit.
Discussion took place regarding this matter with Mrs. Roberts
informing the Commission that much research had been done, the
fees had never been questioned before and, furthermore, they
had not been increased since 1972.
Commissioner Storm questioned why the fees were so out of line
with Boca Raton and Palm Beach and was informed by Mayor Horton
that this will be looked into. A letter will be written to
Hill York denying their request for a change of these fees and
the Building Department will look into the possibility of a
realignment of said fees.
• 7.9.60 Request from Attorney Slinkman - Extension of Hoffmann RPUD
Attorney Slinkman, representing Mr. Hoffmann, addressed the
Commission, saying that he had spoken with Mike Eagan this
morning concerning a Resolution from the D.E.R. None has been
received as yet, however, there is no reason why this permit
should not be issued by the D.E.R.
Commissioner Genovese stated that he felt Mr. Slinkman had done
everything in his power to move this matter along and said that
he was in agreement with granting another extension for three
months.
Mr. Walter Young, a planner representing Mr. Hoffmann, proceeded
to show the Commission revised plans for Mr. Hoffmann's project.
Mayor Horton thanked the gentlemen for attending this meeting.
79.56 Proposed Ordinance No. 363 - Water Conservation - (First
Reading August 7, 1979)
• A memo from the Town Manager dated September 24, 1979 was given
to the Commission showing suggested revisions to Ordinance No. 363.

An attachment to the memo had to do with water use rates and
charges. Mayor Horton stated that he was trying to work out
something like a penalty for high users of water. He asked the
Commission to study this proposed ordinance and possibly it can
be adopted at the Regular Meeting in November.
79.67 Proposed Ordinances
(a) Proposed Ordinance No. 370 - Amending Ordinance No 359,
Limiting the appointed terms
of the members of the various boards and agencies of the Town.
Mayor Horton stated that this Ordinance would have a First Reading
at the Regular Meeting on October 2, 1979.
(b) Proposed Ordinance No. 371 -
from the Code of Ordinances.
This ordinance, necessary inasmuc

"Sewage Interim Treatment Plant"

79.68 Board Members' terms expiring in November 1979.
Discussion took place regarding this matter with regard to members
of boards having served six consecutive years. Mr. Sliney ex-
plained that the Ordinance could not be made retroactive, however,
the Commission may use its discretion and make use of a lot of
factors. This matter will come up for further discussion at the
Workshop Meeting on October 30, 1979.
79.69 Florida Lea a of Cities Conference - October 25-27, 1979
Delegates
Mrs. Roberts asked if any one desired to attend this Conference
and if so, the reservation should be mailed in shortly. The
Conference is in Kissimmee this year.. Apparently, no one will be
attending from the Town of Highland Beach.
Mayor Horton reported that Mr. Carberry has been installing plastic
bottles in the toilet tanks in Penthouse Towers. This building is

being used as a "guinea pig" to see just how much water can be
saved in this manner. It is too soon to tell what savings have
materialized, but this information should be forthcoming in
another month or two.
Mayor Horton called for a report from the Town Attorney who
stated that the Bond Issue Validation Hearing was very successful
and the Judge signed the Bond Validation Order. He explained
that a Bond Issue is a very complicated matter and that he had
received the necessary help from the Town employees, namely,
Elaine Roberts and Bette Barker. He then reported that Drexel
Management had filed the third amended complaint. He said that
the complaint against the Town for the $1,000,000. damages had
been dropped.
Town Manager's Reports
Mrs. Roberts stated that she had given the Commission a memo on
September 21st regarding Mr. and Mrs. Crowell's request for
• permission to park the motor home located on their newly purchased
property. They have purchased the Giannini residence. They would
like permission to do this until the end of October. Bel Lido
neighbors have been notified. It was the consensus of the Com-
mission that this would be all right and that Mrs. Roberts should
notify the Police Department accordingly. Mr. Sliney said that
he wanted the Crowells to be aware of the time limit.
Mrs. Roberts announced that Beach Walk (a new development in the
vicinity of Seagate) had invited the Town Commission including
the Staff to an Open House on Wednesday, September 26th.
Mrs. Roberts then stated that the Community Block Grant Develop-
ment Qualification Process has given the Town the chance to opt
out of this program if the Town so chooses. Mrs. Roberts' recom-
mendation to the Commission is that they remain in the program.
The MPO is having a Public Hearing on the four-laving of A1A on
October 4, 1979 at 3:00 P.M. in the County Commission Chambers in
west Palm Beach. Mrs.. Roberts would like to see some one from the
Commission attend this Public Hearing. Mayor Horton asked about
sending a new Resolution, which could be passed at the Town's next
meeting. Mrs. Roberts stated that this would be a good idea and
that some one should hand deliver this Resolution to the Public

Hearing, as the appearance of an elected official has a good
impact on the meeting like this. -Mayor Horton stated that a
new Resolution would be drawn up which could be passed at the
Regular Meeting on October 2, 1979.
Mrs. Roberts then told of a letter received from a winter resi-
dent in Town inquiring about public transportation being a future
possibility. Mayor Horton stated that this matter could be put
on the agenda for the Regular Meeting next week.
Mrs. Roberts then explained regarding the few changes on the
Alternate #2 plan for the fire station. Bunk space will be
provided shortly.
She then discussed the subject of the Commission participating
in the Prudential health insurance policy and the possibility of
never being able to collect any money due to most of the members
of the Commission being fully insured elsewhere. It was the con-
• sensus of the Commission that this issue should be looked into
further.
Vice Mayor Mumford then asked a question regarding the new salary
for the Commissioners and was informed that it would be effective
October 1, 1979.
Commissioner Storm then asked about the confiscated boat and was
informed by Attorney Sliney that the boat is under appeal and
the matter will be handled by the Assistant Attorney General's
office in West Palm Beach. Mayor Horton inquired about selling
the boat and then putting the money into escrow. Mr. Sliney
stated that Mr. Krischer did not think that Judge Harper would
go along with signing an order such as this. Attorney Sliney
stated that he could not understand the reason for appeal, but
he said that he would dis~~ass it further with the Assistant
Attorney General. Commissioner Genovese asked whether or not
there was a law here in Florida stating that "perishable goods
could be sold"?

ADJOURNED. Vote was unanimous. Time 12:10 P.M.
