1979.10.30_TC_Minutes_Special• TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Special Meeting October 30, 1979 9.30 A.M Mayor Horton called the Special Meeting to order at 9:30 A.M. Those in attendance were: Mayor Horton, Vice Mayor Mumford and Commissioners Bauer, Genovese and Storm. Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney; Police Chief Kenneth Jones; Patrolman Alexander Kirk; and Jane E. Barker, Town Clerk. There were several Townspeople present. Mayor Horton called for any comments from the audience and Mr. Dent, a Town resident, addressed the Commission regarding the Byrd Beach status. At this point, Mayor Horton asked Chief Jones to step forward with the new police officer, Mr. Alexander Kirk. Mr. Kirk was introduced to the Commission and welcomed to the Town. The appointment was made then upon • MOTION by Commissioner Genovese and seconded by Commissioner Bauer that Mr. Kirk be appointed as an officer of the Highland Beach Police Depart- ment. The voice vote was unanimous in favor of this appointment. 1. Bond Issue Status - Presentation of Mr. Richard Wagner Mayor Horton then stated that a call had been received from Mr. Richard Wagner who said he would not be able to attend today's meeting and did not have anything more to add to his last pre- sentation, nor would he have until after Thursday, when Delray Beach's Revenue Bond Issue was scheduled for sale. Mayor Horton suggested that the members of the Commission think this matter over and be ready to come up with some kind of con- sensus by next Tuesday, November 6th. Commissioner Storm thought that this matter should be given careful study until the money supply can be determined - brought about by a mistake made within the Federal Reserve System. 2. Water Treatment Plant Expansion - Recommendation by Engineers Mayor Horton said that the bids received for the Water Treatment Plant Expansion were considerably higher than had been expected, I Minutes Highland Beach Town Commission • Special Meeting October 30, 1979 Page 2 of 2 being some 30% over what had been estimated for the water plant and the estimate on which the Bond Issue was based. The engineers are going to discuss this further with the bidders to see if there is any way a savings can be realized. The engineers will attend the meeting next Tuesday (November 6, 1979) with their recommendations at that time. 3. Byrd Beach Status - Tom Sliney Mr. Sliney reported that Mrs. Roberts, Mr. Hamzik, Mr. Callaway, Attorney Petzold and he had met and looked over the property in question. Mr. Callaway has agreed to analyze the current zoning in Byrd Beach and give the Town a recommendation for the purpose of determining appropriate land development. This analysis would cost approximately $800.00. MOTION by Commissioner Genovese/Commissioner Storm that the appointment of Mr. Callaway be approved to study the situation at a cost of $800.00. The MOTION was approved unanimously by voice vote. • 4. Bill for A royal Mrs. Roberts presented a bill for the final cleaning of the sewage treatment plant in the amount of $4,060.00. MOTION by Commissioner Storm/Vice Mayor Mumford that this bill be approved for payment. The voice vote was unanimous in favor of payment. Mayor Horton stated that the purpose for which this meeting had been called had been accomplished and the meeting was therefore ADJOURNED. Time 9:45 A.M.
