Mayor Jim Newill called the Special Meeting to order in Commission Chambers at 3:30
P.M.
CALL TO ORDER:

While selecting a new Commissioner, recommend that you take in consideration the
amount of volunteer time already donated to the Town.
2) SELECTION OF COMMISSIONER -One-Year Vacancy
Mayor Newill stated that he had requested the Deputy Clerk to review past records to see
which potential candidates had previously served on a Board within the Town. The
Town Clerk will read the names of the individuals and he will state whether they had
previously served on a Town Board.

1996-1999 Arbitrator on the Dispute Settlement Board in Fort Lauderdale
resolving Lemon Law disputes.

Highland Beach,
2003 to present I have been a turtle volunteer, recording, and rescuing. turtles. I
have a close relationship with the Gumbo Limbo center.
My wife and I lived in West Boca for five years and have been living in Highland-
Beach for nine years. I have recently completed two terms on the Code
Enforcement Board in Highland $each, one year as Vice Chairman and three years
as chairman.

My name is Karen Finkelstein. I would like to apply to the opening you have on the
Town Commission.
I have lived in the Town of Highland Beach since July, 2005. Prior to living in Highland
Beach, I have lived in South Florida since June, 1989. I have been continuously
employed in the Boca Raton area since January, 1990, and within that time period I have
been a financial aid adviser at Lynn University; the University Residency Coordinator
at Florida Atlantic University, and currently I work in the College of Science at FAU,
helping students who are trying to get into medical, dental and/or veterinary programs
after graduation from FAU.
I have been a mentor at both Lynn University and Florida Atlantic University, where I
was Mentor of the Year in 1996/97. I hold a BA degree from Lynn University in
Behavioral Science (awarded June, 1995), Magna Cum Laude. I worked full-time and
attended college at the same time, earning my BA degree in 4 years, which was quite an
achievement considering I was working full-time, going to school during my lunch
hours, in the evenings and even on Saturdays, and was still able to be a wife, mother,
and a main care-taker of an elderly, sick mother. I tell you this because I feel that (this)
shows that I can be part of the commission even while working at my full time position
at FAU.
Although I have no political experience per se, I have held offices in various
organizations over the years, starting as a PTA President at the Seaman Neck
Elementary School in Seaford, NY, PTA Treasurer at Gen. Douglas MacArthur High
School (Levittown, NY), and in Florida I served on the HOA Boards at the Ashley Park
AD-Hoc Committee (Boca Raton), the Ashley Park Homeowners Association (Executive
Board), and the HOA Board of Directors at Town Place in Boca Raton.
Highland Beach is our home. I live here with my husband Marty, and our dog, Luka.
Luka is a West Highland Terrier - I call him a "West Highland Beach Terrier'. I would
like to see Highland Beach on the right track now that we have a new mayor. I would
• like to see our Commission represent the town, and be responsive to the people of
Highland Beach. A new start. For a long time, we had animosity on the Board, and a
snarly Vice Mayor who thought he was above the intelligence of the residents .who
helped put him on the Board. Hopefully that era is over, and we can begin anew. I'd
like to be part of that, or at the very least, know that the person who is chosen as a
commissioner comes to the table with a new perspective and a fresh attitude, with the
idea that they are there to serve the town, not the other way around. Highland Beach
needs and deserves that!

Gentlemen and ladies:
This letter is in response to a request made by the Town Commission for the
submission of letters of interest in being appointed to the Town Commission. Yes, I am
interested in being so appointed.
I think that each and everyone knows who I am. I have been a resident of this
• Town for more than ten (10) years and during that time I have attended almost all of the
Commission's workshop and regular meetings. At many of those meetings I have had
the privilege of addressing the Commission. I am proud to state that many of my
suggestions have been adopted into practice and are part and pazcel of the Town's
procedure. During my residency I have served on the following Town "Boards":
Welcome Committee, Charter Review Board, Board of Adjustment and Appeals,
Planning Board, Boca Raton Airport Authority Noise Abatement Committee, and the
Boca Raton Airport Authority Advisory Committee. It has been my pleasure to serve on
these Boazds.
I have had a weahh of experience in the operation and functioning of government.
I served as a state attorney for the Delawaze State Senate for 7 years; was acting director
of the Legislative Council of the State of Delaware for 1 1/2 years; served as a member
and President of the New Castle County Board of Elections for 4 years; was a member of
the Tax Appeal Board of the State of Delaware for 19 years and chairman thereof for 16
years; and last but not least I was a Master {Judge} in the Family Court of the State of
Delaware for 3 years. I am a fiscal conservative when it comes to spending. I believe
that government should spend what it can afford to spend and not what it wants to spend.
