Hagelmann called the Regular Meeting to order in Commission Chambers at 1:30 P.M. CALL TO ORDER: Roll Call: Members present: Mayor Harold R. Hagelmann; Commissioner Miriam S. Zwick; Commissioner Jim Newill, CPA; Commissioner Doris M. Trinley; Town Attorney Thomas E. Sliney; Town Manager Dale S. Sugerman; Town Clerk Beverly M. Brown. Also attending were Commissioner-Elect John J. Sorrelli and residents of the community. Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence in honor for those living and deceased members of the military services. 1) CERTIFICATION OF RESULTS of March 11, 2008 Election from the Palm Beach County Supervisor of Election Results: Mayor/Commissioner Joseph Asselta - 440 Jim Newill - 582 Commissioner Harold R. Hagelmann - 470 John J. Sorrelli - 553 MOTION: Commissioner Zwick moved to accept the results of the March 11, 2008 Election, seconded by Commissioner Trinley. Motion carried by Unanimous Voice Vote. Town Commission Special Meeting Minutes March 18, 2008 Page 2 of 4 • 2) PRESENTATIONS On behalf of the residents of the Town of Highland Beach, Town Clerk Beverly Brown presented plaques to Mayor Harold Hagelmann and Commissioner Jim Newill, CPA for their past service to the Town of Highland Beach. 3) OATH OF OFFICE Town Clerk Beverly M. Brown administered the Oath of Office to Mayor Jim Newill, CPA and Commissioner John J. Sorrelli. Both elected officials signed the Oath of Office which are attached as part of this file. 4) Mayor Newill and Commissioner Sorrelli assumed their seats on the dais. 5) CONSIDERATION OR ESTABLISHMENT OF PROCEDURES TO FILL VACANCY IN THE POSITION OF VICE MAYOR Mayor Newill -The Charter does not spell out any particular protocol for actually determining how to go about making the appointment to fill the vacancy. I would respectfully recommend that the Commission consider the following protocol for selecting an individual to fill the current vacancy of Vice Mayor: • At todays Special Commission meeting (March 18, 2008) we will announce to the public that the Town Commission is accepting letters of interest from all citizens who are interested in being considered for the position of Vice Mayor. I. Letters of interest must be submitted to the Office of the Town Clerk no later than the close of business on Friday, March 21, 2008. II. The Town Clerk will distribute all letters of interest to the Town Commission on Monday, March 24, 2008. III. At the Town Commission workshop on March 25, 2008, Commissioners will publicly review all letters of interest, as well as nominate any other individuals that Commissioners would also like to be completed. IV. All names that have been placed in nomination at the March 25, 2008 workshop meeting will be placed on a ballot, to be voted upon by the members of the Commission at the April 1, 2008 regular Town Commission meeting. V. A Vice Mayor will be selected once a minimum of three members of the Town Commission (a majority of the Commission) can agree upon one individual. n U Town Commission Special Meeting Minutes March 18, 2008 Paae 3 of 4 • MOTION: Commissioner Sorrelli moved to appoint Commissioner Zwick to fill the position of Vice Mayor until the next General Election; seconded by Commissioner Trinlev. DISCUSSION: Commissioner Sorrelli: Accept the procedures presented to select a new Commissioner. Commissioner Trinlev stated that this position was too important to appoint someone from the general public without any prior Commission experience. ROLL CALL VOTE: Commissioner Sorrelli - Yes Commissioner Trinley - Yes Commissioner Zwick - Yes Mayor Newill - Yes Motion carried by Unanimous Voice Vote. 6) SELECTION OF COMMISSIONER Consensus: The procedures as presented by Mayor Newill will be followed in selecting a . Commissioner to complete the term of Commissioner Zwick. The Town Clerk will accept letters of intent from qualified interested citizens until the close of business on Friday, March 21St. This information will be disseminated to the Commission at that time. A special meeting will be held following the regular Workshop on March 25, 2008 to select the Commissioner. The Commission will also have the opportunity to nominate additional candidates during the meeting. Balloting will continue until a candidate has received the majority vote. 7) COMMENTS -COMMISSION Commissioner Sorrelli -Thanked the residents who were in attendance at the ceremony today and to those who took the time to vote. Mayor Newill -Wanted to thank everyone for attending and hopes the large attendance at these meetings continues. 8) PUBLIC COMMENTS Tony Ruotolo -Coronado Ordinarily, there are agendas available, but none were available today. Want to publicly thank the town staff for removing all the political signs immediately after the election. 9) AD TOURNMENT There being no further business to come before the Commission, Mayor Newill adjourned the Special Meeting at 1:55 P.M. upon a MOTION by Commissioner Sorrelli and seconded by Commissioner Zwick to adjourn.
