2016.03.29_TC_Minutes_Special TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING SPECIAL MEETING Tuesday March 29 2016 1:15 PM Mayor Bernard Featherman called the Special Meeting to order in the Town Commission Chambers at 1:15 PM. CALL TO ORDER: Roll Call: Members Present: Mavor Bernard Featherman; Vice Mayor William Weitz, Ph.D; Commissioner Carl Feldman; Commissioner Louis P. Stern and Commissioner Rhoda Zelniker. Also present: Town Attorney_ Glen Torcivia; Town Manager Beverly Brown; Town Clerk Valerie Oakes; Finance Director Cale Curtis; Public Works Director Ed Soper; Library Director Lois Albertson and members of the public. Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence. Civility Pledge: The Civility Pledge was recited by the Town Clerk. 1. ADDITIONS,DELETIONS OR ACCEPTANCE OF AGENDA: Mayor Featherman called for any_ additions or deletions to the agenda, hearing none the agenda was accepted as presented. 2. PUBLIC COMMENTS AND REQUESTS: None. 3. NEW BUSINESS: A) Proposed amendment to the Existing Interlocal Agreement with the Cite of Delray Beach for Fire Services Town Manager Brown — Our present agreement states that we Nyill notify the Citv of Delray Beach within 18 months before the expiration of the current contract as to whether or not we want to continue. Since we are still in negotiations, the Cite of Delray Beach has offered to extend this Town Commission Special Meeting Minutes Tuesday-,March 29, 2016 Page 2 of 3 date for another 60 days, which would bring it down to 16 months before we have to make our decision. Discussion ensued regarding the 60 day extension and the ability to keep the multiple options open and available for discussion to recommend the best fire and rescue service for the Town. Town Attorney Torcivia, Town Manager Brown and Commissioner Feldman have met with Boynton Beach, City of Delray Beach and Palm Beach County, and the extension gives them more time to negotiate with everyone. MOTION: Vice Mayor Weitz moved to accept the 60 day extension, which was signed by the City of Delrav Beach. Motion was seconded by Commissioner.Stern. ROLL CALL: Vice Mayor Weitz - Yes Commissioner Stern - Yes Commissioner Feldman - Yes Commissioner Zelniker - Yes Mayor Featherman - Yes Motion carried 5 to 0. 4. PUBLIC COMMENTS AND REQUESTS RELATED TO AGENDA ITEMS DISCUSSED AT MEETING ONLY: Peter Rodis, 3224 S. Ocean Blvd. asked where the Town stood with negotiations with the City of Delray Beach and the other towns. Town Attorney Torcivia — At this point there is nothing concrete, only open conversations. We are still exploring our options. 5. ADJOURNMENT: There being no further business to come before the Commission, Mayor Featherman called for a motion to adjourn the Special Meeting at 1:24 PM MOTION: Vice Mayor Weitz moved to adjourn the Special Meeting at 1:24 PM. Motion was seconded by Commissioner Zelniker, which passed unanimously.
