MINUTES OF TOWN COMMISSION MEETING
WORKSHOP MEETING
Friday,January 8, 2016 9:30 AM
Mayor Bernard Featherman called the Workshop Meeting to order in the Conference Room at 9:30
AM.
CALL TO ORDER:
Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor William Weitz; Commissioner
Carl Feldman; Commissioner Louis P. Stern; and Commissioner Rhoda Zelniker. Also present: Town
Attorney Glen Torcivia;Town Manager Beverly Brown; and Town Clerk Valerie Oakes.
Civility Pledge: The Civility Pledge was recited by the Town Clerk.
1. ADDITIONS,DELETIONS OR ACCEPTANCE OF AGENDA:
Mayor Featherman called for any additions or deletions to the agenda, hearing none, the agenda was
accepted as presented.
2. PRESENTATIONS:
• Discussion on Roles &Responsibilities of the Town Officers and Employees
By Town Attorney Glen Torcivia
Town Attorney Torcivia provided a brief history of Florida's municipal government, key officials
and their roles. References were made to the Town's charter as it defines the powers of the elected
officials and the town manager.
3. COMMENTS BY THE TOWN COMMISSION:
Discussion ensued amongst the Town Commission, Town Attorney, Town Manager and Town
Clerk on various topics relating to the town's operational policies, processes and procedures.

The Town Commission addressed their individual areas of concern. While no action was not taken,
the Town Manager was asked to conduct further research to address the following items and report
back to the Town Commission:
• Institute a time clock system for employees;
• Automation in the Finance Department;
• Personnel should meet the minimum qualifications of their job descriptions;
• Address management style of personnel;
• Commission-Employee morale boost;
• Involvement in the Police Union Contract and engage a different attorney;
• Adopt an Aggressive Negotiations style; Commission wants to play an active role in the
process;
• Centralize office supplies and eliminate budget line item within each department;
• Review procedures and (if needed) modify the process for attracting employment candidates;
• Train personnel on Town equipment and limit outsourcing of services;
• Commissioners should attend advisory board meetings;
• Board Chair should attend a Commission meeting and provide a report;
• Each commissioner should meet with Manager prior to Commission meetings to discuss
agenda items;
• Restructure Public Works;
• Handicap Accessible door—Attorney send letter to General Manager requesting payment;
• Investigate outside phone should connect directly to on-duty police officer's cell phone;
• Information should be provided as soon as possible;
• Suggested having an RFP for a broker on medical insurance;
• Provide the back-up on all quotes outside of recommendations;
• Increase level of confidentiality;
• Employees should see in dollar amounts how much they are receiving for days off, and
• Options for hiring a part-time code inspector.
Commission Questions:
• What are the benefits of part-time employees?
• How are benefits allocated to the Town Commission regarding raises,insurance, gift cards,
etc.? Are the benefits the same as part-time employees?
• How much is spent annually on town credit cards?
• Why do we not receive points on credit cards?
Documents Requested:
• Policy on credit cards;
• Update the Employee Base Salary and Benefits Summary spreadsheet;
• All job descriptions; and
• Requested a survey on employee contributions towards insurance.

4. ADJOURNMENT:
There being no further business to come before the Commission, Mayor Featherman called for a
motion to adjourn the Workshop Meeting at 12:15 PM.
