2014.01.22_CEB_Minutes_Regular TOWN OF HIGHLAND BEACH MINUTES OF THE CODE ENFORCEMENT BOARD REGULAR MEETING Wednesday,January 22,2014 9:30 AM Members Present: Chair Paul Resnick; Vice Chair Tim Burnich; Board Member Don Gill; Board Member Jack Halpern; Board Member Michael Kravit; and Board Member David Stern. Also Attending: Deputy Town Clerk Valerie Oakes and a member of the general public. CALL TO ORDER: Chair Resnick called the Regular Meeting to order at 9:30 a.m. Roll call was taken by the Deputy Town Clerk followed by the Pledge of Allegiance. ADDITIONS,DELETIONS OR ACCEPTANCE OF AGENDA: Chair Resnick called for any additions, deletions or acceptance of the agenda, hearing none,the agenda was accepted as presented. PUBLIC COMMENTS AND REQUESTS: No public comments. PRESENTATION: • Announcement: Welcome New Board Member David Stern Chair Resnick and the Board welcomed David Stern as the newest member. APPROVAL OF MINUTES: • December 19,2012—Regular Meeting MOTION: Vice Chair Bumich moved to approve the minutes of December 19, 2012, Regular Meeting. Member Halpern seconded the motion, which passed unanimously. OLD BUSINESS: No old business. Code Enforcement Board Regular Meeting Minutes Wednesday,January 22,2014 Page 2 of 3 NEW BUSINESS: • Review and Approve the 2014 Meeting Schedule 3'd Wednesday at 9:30 AM in the Town Commission Chambers As Needed Per Code of Ordinances Section 2-101 Chair Resnick reviewed the 2014 meeting schedule and called for a motion to approve the schedule. MOTION: Member Kravit moved to approve the 2014 meeting schedule to meet on the 3`d Wednesday of the month at 9:30 a.m. as needed. Member Halpern seconded the motion,which passed unanimously. ELECTION OF OFFICERS: A. Chair Chair Resnick called for a nomination to the Office of Chair. Member Halpern nominated Paul Resnick as Chair of the Board. There being no further nominations, Chair Resnick called for a motion to re-elect Paul Resnick as Chair. MOTION: Member Halpern moved to re-elect Paul Resnick as Chair. Member Burnich seconded the motion,which passed unanimously. B. Vice Chair Chair Resnick called for a nomination to the Office of Vice Chair. Member Halpern nominated Tim Burnich as Vice Chair of the Board. There being no further nominations, Chair Resnick called for a motion to re-elect Tim Burnich as Vice Chair. MOTION: Member Halpern moved to re-elect Tim Burnich as Vice Chair. Member Stern seconded the motion, which passed unanimously. Miscellaneous Business: Member Halpern expressed his concerns over not hearing a code enforcement case in the last two years. He has seen violations throughout the Town, but no cases have come before the Board. Member Halpern requested that the Board consider requesting that the Building Official and the Code Enforcement Officer provide a quarterly report to the Code Enforcement Board at a meeting that consists of a listing of the code violations that have been processed and resolved without coming to the Board. By consensus, the Board agreed that Chair Resnick meet with the Building Official to coordinate receiving a quarterly report at a Board meeting with the Building Official and Code Enforcement Officer present. Code Enforcement Board Regular Meeting Minutes Wednesday,January 22,2014 Page 3 of 3 Chair Resnick made known that previous board members were proactive in reporting code violations to the Building Department, and this board should move forward in those steps. Member Kravit stated that the Code Enforcement Board is not a policing agency and should not conduct itself as one. Chair Resnick agreed and clarified by stating to report a violation merely as a citizen of the Town. Chair Resnick announced that there will be a Municipal Election on Tuesday, March 11, 2014.
