2015.10.14_TC_Minutes_Special TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING FY 2015-2016 BUDGET PUBLIC HEARING Wednesday, October 14, 2015 5:01 PM Vice Mayor William Weitz called the Budget Public Hearing Meeting to order in the Town Commission Chambers at 5:05 PM. CALL TO ORDER: Roll Call: Members present: Vice Mayor William Weitz, Ph.D; Commissioner Carl Feldman; Commissioner Louis P. Stern and Commissioner Rhoda Zelniker. Member Absent: Mayor Bernard Featherman. Also present: Town Attorney Glen Torcivia; Town Manager Beverly Brown; Town Clerk Valerie Oakes; Finance Director Cale Curtis and members of the public. Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence. Civility Pledge: The Civility Pledge was recited by the Town Clerk. On behalf of the Town and the Commission, Vice Mayor Weitz expressed their sympathy and condolences to Mayor Featherman, his wife and the entire Featherman family on the passing of his brother. 1. ADDITIONS.DELETIONS OR ACCEPTANCE OF AGENDA: Vice Mayor Weitz called for any additions or deletions to the agenda. Item No. 6A - Town Manager Brown asked to make a comment after the adoption of the two Resolutions. Receiving no further additions or deletions,the agenda was accepted as presented. 2. PUBLIC HEARING REGARDING 2015-2016 FISCAL YEAR BUDGET: A) RESOLUTION NO. 15-009 R A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL MILLAGE RATE OF 3.5000 MILS FOR THE TOWN'S GENERAL OPERATING FUNDS FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2015 AND ENDING SEPTEMBER 30, 2016; PROVIDING THAT THE FINAL MILLAGE RATE OF 3.5000 MILS IS 5.54 PERCENT LESS THAN THE COMPUTED ROLLED-BACK RATE OF 3.7053 MILS; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Town Clerk Oakes read Resolution No. 15-009 R into the record. Vice Mayor Weitz opened the Public Hearing. Hearing no comments, Vice Mayor Weitz closed the Public Hearing. B) RESOLUTION NO. 15-010 R A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A FINAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2015 AND ENDING SEPTEMBER 30, 2016; DETERMINING AND FIXING THE AMOUNTS NECESSARY TO CARRY ON THE GOVERNMENT OF THE TOWN FOR THE ENSUING YEAR; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE. Town Clerk Oakes read Resolution No. 15-010 R into the record. Vice Mayor Weitz opened the Public Hearing. Hearing no comments, Vice Mayor Weitz closed the Public Hearing: Commission Discussion: Commissioner Feldman — Section No. 3 states that any funds that are unappropriated for 2014/2015 and not used shall be re-appropriated in the 2015/2016 budget. MOTION: Commissioner Stern moved to adopt Resolution No. 15-010 R. Motion was seconded by Commissioner Feldman, which passed unanimously. 6. NEW BUSINESS: A) Discussion on whether or not Boards should meet if they do not have any action items on the agenda. Town Manager Brown — While we were going through the budget process, some of the Commissioners made a comment that they did not feel Boards should meet if they have no agenda items. I would like a decision from the Commission on this matter. Commission Discussion: Comm. Feldman—If a Board does not have an agenda item, they should not meet. Comm. Stern and Comm. Zelniker agreed. It is the responsibility of the Commission to look at whether there are certain advisory boards that have limited functions or committed and dedicated focus in terms of what we are asking them to do. Comm. Feldman — The people are happy to serve on these boards and getting involved with the Town. If they don't have an agenda, then they do not meet. MOTION: Commissioner Zelniker moved to have the Board not meet unless there is a specified action item on the agenda. Motion was seconded by Commissioner Stern, which passed 3 to 1, with Commissioner Feldman dissenting. 7. PUBLIC COMMENTS AND REQUESTS RELATED TO AGENDA ITEMS DISCUSSED AT MEETING ONLY: None. 8. ADJOURNMENT: There being no further business to come before the Commission, Vice Mayor Weitz called for a motion to adjourn the Budget Public Hearing Meeting at 5:13 PM. MOTION: Commissioner Stern moved to adjourn the Budget Public Hearing at 5:13 PM. Motion was seconded by Commissioner Feldman which passed unanimously.
