2015.03.16_FAB_Minutes_Regular TOWN OF HIGHLAND BEACH MINUTES OF THE FINANCIAL ADVISORY BOARD REGULAR MEETING Monday, March 16, 2015 9:OOAM Members Present: Chair Gerald Gitner, Board Member David Buchsbaum, Member Bruce Giacoma, and Board Member Edward B. Kornfeld. Member Absent: Board Member Alexe Dragos. Also Attending: Finance Director Cale Curtis, Acting Town Clerk Valerie Oakes, Mayor Bernard Featherman, Commissioner Rhoda Zelniker, Commissioner Louis Stern, Commissioner Carl Feldman, and members of the public. CALL TO ORDER Chair Gitner called the Regular Meeting to order at 9:00 AM in the Town Commission Chambers. Roll call was taken by Acting Town Clerk Oakes. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA Chair Gitner called for any additions, deletions to the agenda, hearing none, the agenda was accepted as presented. PUBLIC COMMENTS AND REQUESTS: There were no public comments. PRESENTATIONS: No presentations. APPROVAL OF MINUTES: • December 19, 2014 — Regular Meeting Chair Gitner called for a motion to approve the December 19, 2014 Regular Meeting minutes, as presented. MOTION: Member Giacoma moved to approve the minutes of December 19, 2014 Regular Meeting as presented. Member Kornfeld seconded the motion, which passed unanimously. Financial Advisory Board Regular Meeting Monday, March 16, 2015 Page 3 of 4 NEW BUSINESS: A) Review of the Capital Improvement Plan. Fin. Dir. Curtis — We have provided a five year Capital Improvement Plan. Smart metering at a cost of $8,000 will read the water meters weekly and drastically cut down large water bills due to leaks. Chair Gitner — If the early leak detection system doesn't work, whose responsibility is it? Fin. Dir. Curtis — The financial responsibility for leaks on the customer side of the meter will remain with the customer as per Town Code. Fin. Dir. Curtis - The water infrastructure improvement projects (WIIP) were approved by the Town's voters at the March referendum. The next step in the process is to hire professional engineers /consultants to design and manage the projects. Member Giacoma — What are the terms on the State Financing? Fin. Dir. Curtis — The terms are 20 years and under 2 %. Member Kornfeld — What is the timeframe? Fin. Dir. Curtis — We are in the early stages of discussion. Public Works Dir. Ed Soper will be responsible for the coordination of the project. Fin. Dir. Curtis — The 5 -year CIP includes a streetscape plan to redesign and improve the Town's walk path and overall aesthetics of the north and south entryways to Highland Beach on Al A. Member Kornfeld — Where are we with regard to the fire truck? Fin. Dir. Curtis — We are still in contract negotiations with the City of Delray Beach. Chair Gitner — The monthly report should include a summary of the Capital Improvement Plan and be organized by fund and department such as: Library, water, police, other. ADJOURNMENT: There being no further business, Chair Gitner called for a motion to adjourn the meeting at 9:46 AM. MOTION: Member Giacoma moved to adjourn the meeting at 9:46 AM. Member Buchsbaum seconded the motion, which passed unanimously.
