2015.03.12_TC_Minutes_Special TOWN OF HIGHLAND BEACH MINUTES OF TOWN COMMISSION MEETING/ SPECIAL AND CANVASSING BOARD MEETING Thursday, March 12, 2015 10:30 AM Mayor Bernard Featherman called the Regular Meeting to order in the Town Commission Chambers at 1:30 PM. CALL TO ORDER: Roll Call: Members present: Mayor Bernard Featherman; Vice Mayor Ron Brown; Commissioner Louis Stern; Commissioner Carl Feldman and Commissioner Rhoda Zelniker. Also present: Town Attorney Brian Shutt; Acting Town Manager Beverly Brown; Acting Town Clerk Valerie Oakes; Finance Director Cale Curtis; Public Works Director Ed Soper; Library Director Mari Suarez; Police Chief Craig Hartmann; Building Official Michael Desorcy; Assistant to the Town Manager Zoie Burgess; and members of the public. Pledge of Allegiance: The Pledge of Allegiance was given, followed by a minute of silence. Civility Pledge: The Civility Pledge was recited by the Acting Town Clerk. 1. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA: Mayor Featherman asked for any additions or deletions. Receiving no additions or deletions, the agenda was accepted as presented. 2. COMMISSION ACTING AS TOWN'S CANVASSING BOARD: A) Certification of Results of March 10, 2015 Municipal Election from the Palm Beach County Supervisor of Elections Office. Acting Town Clerk Oakes read the election results as follows: Vice Mayor /Commissioner Seat: Ron Brown - 185 votes Bill Weitz - 533 votes Highland Beach Referendum Question: 582 in favor 228 not in favor MOTION: Commissioner Stern moved to accept the certification of the results of the March 10, 2015 Municipal Election as read by Acting Town Clerk Oakes. Motion was seconded by Commissioner Feldman ROLL CALL: Commissioner Stern - Yes Commissioner Feldman - Yes Commissioner Zelniker - Yes Vice Mayor Brown - Yes Mayor Featherman - Yes Motion carried 5 to 0. Mayor Featherman presented Vice Mayor Ron Brown with a Certificate of Appreciation and a gift from the Town in recognition of his service to the residents of Highland Beach. Vice Mayor Brown stepped down from the dais. 4. ADMINISTERING OATH OF OFFICE: Acting Town Clerk Oakes administered the Oath of Office to the newly elected Town Officials. SEATING OF VICE MAYOR/COMMISSIONER: Mayor Featherman welcomed William Weitz who took his seat on the dais as the newly elected Vice Mayor of the Town of Highland Beach. 6. REPORTS — TOWN COMMISSION: A) Commissioner Rhoda Zelniker thanked her family for their support; particularly her husband and grandson. She also thanked the residents of Highland Beach for their support and encouragement and the opportunity to serve as their Commissioner. B) Commissioner Carl Feldman congratulated Commissioner Louis Stem, Commissioner Rhoda Zelniker and Vice Mayor William Weitz and thanked the Town for approving the referendum. We will have a great water system. C) Commissioner Louis P. Stern thanked all those who made it possible for him to run unopposed and allowing him to continue serving the Town. Congratulations to Commissioner Zelniker and Vice Mayor Weitz. D) Vice Mayor William Weitz stated that it is an honor to be seated with such great public servants such as Commissioner Feldman, Commissioner Zelniker, Commissioner Stem and Mayor Featherman. This is another way of contributing and giving back to the community, and I intend to behave with respect, honor, dignity and commitment. I would also like to thank the former Vice Mayor Ron Brown for his service to this community and wish him well. Many thanks to the residents of this town for their support. We have a great staff in this town, and I am committed to having the Commission and the staff work well together and harmoniously for the betterment of our town. E) Mayor Bernard Featherman — We have a fine group of Commissioners and Vice Mayor to lead our town. This is a great town and I am very humble and proud to be your Mayor. 7. REPORTS — TOWN ATTORNEY GLEN TORCIVIA: There was no report from the Town Attorney. 8. REPORTS — ACTING TOWN MANAGER BEVERLY BROWN: I want to congratulate Vice Mayor Bill Weitz, Commissioner Stern and Commissioner Zelniker and am looking forward to working with you as well as Commissioner Feldman and Mayor Featherman. I would also like to thank Ron Brown for his service over the past three years. Thank you to Acting Town Clerk Valerie Oakes for putting on the election amongst some problems we had, and she was able to work through them. PUBLIC COMMENTS AND REQUESTS RELATED TO ITEMS DISCUSSED AT MEETING: Edward Neidich, 4740 S. Ocean Blvd - I would like to congratulate Commissioner Zelniker, Commissioner Stern and Vice Mayor Weitz. We are going to be extremely well served, and I look forward to the great things you will be doing. Peter Rodis, 3224 S. Ocean Blvd - I want to welcome and congratulate Commissioner Zelniker, Commissioner Stern and Vice Mayor Weitz and thank our great Commission. 10.
