` . TOWN COMKISSION. Town of Highland Beach, Florida.
The meeting was called to order at $:00 P. M. by Vice Mayor
Heaton in the absence of Mayor Totterdale. All other commis- -
sinners were present; i. e. Comm. Dubendorff, Smith and Hertwig.
Minutes of the previous meeting of September 6th, were read.
Upon motion of Comm. Dubendorff, seconded by Comm. Smith and
voted in the affirmative by all present, said minutes were
approved.
A letter was read from The Delray Beach Chamber of Commerce
concerning the matter of a7 /10 mil tax to be contributed to
their advertising fund, to match a similar amount voted by
the city Council of Delray Beach. After discussion it was
decided that no official action could be taken by Highland
Beach. It was decided to answer their letter unofficially
but to express approval of their advertising efforts and to
say that Highland Beach Apartment owners- would probably be
glad to contribute on a voluntary basis. The motion to handle
the Chamber of Commerce letter on this basis was made by Comm.
Smith, seconded by Comm. Hertwig and voted on in the affirm-
ative by all present Heaton, Dubendorff, Smith and Hertwig.
.,_ The matter was brought up about deciding on a location for the proposed water plant. Upon motion of Comm. Smith, seconded by
Comm. Dubendorff and voted on in the affirmative by all four
Comm. present, a committee was named to call upon Mr. Harold
Davis in Miami, and get if possible a definite committment on
suitable acreage for the purpose. The Committee named im the
motion was Comm. Dubendorff and Hertwige
The questionof issuing licenses to owners of rental units was
brought up by Comm. Hertwig as a means of providing revenue to
meet the incidental expenses of the town. Comm. Heaton moved
that the town attorney be asked whether any formal action need
be taken to give effect to this or other ordinances contained
in the Town Code. Comm. Hertwig seconded the motion which was
passed by the affirmative votes of all four Commissioners pre6
sent.
; Adjournment was moved by Comm. Smith, seconded by Comm ,Duben

Special effort had been made by the Commissioners to have some
of the residents attend the meeting and learn more of the affairs
of the town. During the meeting a recess was taken to permit an

informal discussion of matters in general. Among those present
y were Mr. & Id's. Noble Mr & Mrs Roth, Mr, Alfred. Kinsey, Mr. Bowers,
