1950.04.24_TC_Minutes DIINUTES -- HIGHLAND BEACH TOWN C0I­11ISSION -- April 24, 1950 begnb a resumption of regular monthly meeting recessed from April 17, 1950. The meeting was called to order by Mayor Totterdale at 8:00 P M. Present were Comm. Dubendorff, IIeaton, Smith, Totterdale °; Hertwig. The minutes of the preceding meeting were read and approved on motion of Comm. Heaton, seconded by Comm. Smith and affirmative votes of Comm. Dubendorff, Heaton, Smith, Totterdale and Hertwig. Comm. Hertwig reported that from a careful checkup he was con- vinced that the power company would be able to deliver power as soon as I4r . Cromer would be in a position to use it and that all signs pointed to operation of the water plant soon after play lst. It was decided to hold up the - reading of the meters by the City of Delray Beach until we were ready to turn off their water and begin using our own. Comm. Hertti -ig was directed to contact the proper parties in Delray Beach and make the necessary arrangements. Comm. Totterdale reported that he was working on the matters of Building Code and Zoning but as yet had nothing in definite form for action by the Commissi o:g. Comm. Totterdale reported that he had an estimate of ' from the Delray I Shop for two drought iron gates for the pump houses. The - orice was considered a very good one and Comm. Hertt-rwig was directed to have I•r. Cromer order the gates and have them in- stalled as economically as possible. Comm. Hertwig reported that he had received thru the mail from Mr: Howard Cromer, copies of letters sent by 11r. Cromer to Ilessers Roth and Robbins, giving ten days .notice afior to removal of their several water connections if bill for same was not paid. He also reported advice from Mr# Cromer that the Robbins bill had been ;paid inthe interim. Dubendorff moved that it be passed and adopted as read. Comm. Heaton seconded the motion and it was passed by affirmative votes of Comm. Heaton, Dubendorff, Smith, Totterdale and Hertwig. Comm. Hertwig presented a memorandum concerning the Town financial records and requested that it be placed on the record. Memo to the Town Commission from Comm. Hertwig Comm. Hertwig reports that, pending arrangement of a more detailed and formal method of accounting, the Town Accounts consist of a folder containing the following; (A) Bound volume with chronological record of all financial transactions. (B) Detailed record of , Plant Construction Account. (C) Detailed record of 11ater Bonds Interest & Sinking Fund (D) Complete list of Plater Bill Deposits (E) Complete list of Licenses and Permits (F) Detailed record of the Towns General Account. These records and accounts will be complete and up to date at all times, are open to the public, and should be - regularly examined and checked by the members of the Commission (signed) Rudolph W.
