1956.03.13_TC_Minutes Minutes. Highland Beach Town Commission. March 6, 1956 (and 3/13/56) The meeting was called to order at 7 :30 p.m. by Commissioner Hartwig. There were no other members of the commission present and in the absence of a quorum, Comm. Hertwig recessed the meet- ing until March 13th at 7 :30 p. m., at which time sealed bids are to be received for a water filtration plant. Minutes. Highland Beach Town Commission. March 13, 1956. The meeting,recessed from March 6th, was called to order at 7 :30 p.m. by Mayor Smith. Also present were Comm. Eypel, Noble, Weber & Hertwig. Among those present in the audience were Mr. Howard L. Cromer and Mr. R. E. Owens, the latter being the representative of Engineers, Brockway, Weber & Brockway. Representatives were also present from the Permutit Company and the International Filter Company. Reading of the minutes of the meeting of February 7, 1956 was deferred by general agreement in order to get on with the business of opening bids for the water filtration plant. Cok TaRS Town Clerk Hertwig presented copy of the NOTICE TO S which had appeared in the advertising columns of the Palm Beach Post February 20th and 27th and March 5th and copy of which appears in these minutes. Mayor Smith stated that the Town Commission would ? receive and consider sealed bids in accordance with the NOTICE TO CONTRACTORS. MR. Howard L. Cromer presented his bid and Mr. R.E. Owens presented sealed bids from the Murphy Construction Company and the Birdaall Construction Company. Comm. Noble moved that the taking of bids be declared closed and that the bids presented be opened and read. The motion was seconded by Comm. Weber and passed by affirmative votes of Comm. 'Eypel, Hertwig, Noble, Smith and Weber. There was no dissenting vote. The following bids were opened and noted: Bid of the Birdsall Construction Company of West Palm Beach: Base Bid -- $49,986.00 Base bid plus Alternate A -- $52, 986.00 To start within 15 days; to complete within 45 days after receipt of equipment. Bid bond furnished in amount of $3,250. Bid of Murphy Construction Company of West Palm Beach: Base bid -- $67,150.00. Base bid plus Alternate A -- $71,150.00. Time: Start within 10 days; complete within 300 days. Check Certified $3,500.00 accompanied the bid. Bid ofHoward Lee Cromer of Delray Beach: Base bid -- $62,855.00 Base bid plus Alternate A -- $65 Time: starf within 90 days; complete within 270 days. Bid bond furnished for 5% of bid. Comm. Weber moved that the bids be referred to Engineers Brockway, Weber & Brockway for their consideration and re c mm ndations. (minutes continued on page 2) �,� (page 2. Minutes, Highland Beach Town Commission; 3/6/56 & 3/13/56 The motion was seconded by Comm. Noble and adopted by the affirmative votes of Comm. Eppel, Hertwig, Noble, Smith and Weber, with no dissent. There was some general discussion between the members of the Commission and the representatives of the bidders and the Mayor thanked all pre- sent for their part in consideration of the Towns plans and needs. By general agreement minutes of the meeting of February ?, 1956 were read and approved on motion of Comm. Noble, seconded by Comm. Weber, and the affirmative votes of Comm. Eypel, Hertwig, Noble, Smith & Weber; there being no dissent. Comm. Hertwig presented, for consideration and payment, invoice of Suteliffe's Electric Co., dated 2/9/56, in the amount of $1 78.00, for pepair of the motor of the North pump, which had burned out. After general discussion of the matter, payment was authorized and directed on motion of Comm. Weber, seconded by Comm. Noble and the affirmative votes of Comm.'Bypel, Hertwig, Noble, Smith and Weber. There was no dissenting vote. Mayor Smith presented for approval a copy of the Notice of Primary Election, which he had ordered posted on the Town B Board in accordance with the Town Code. Comm. E`ypel moved tat the posting of the Notice of Primary Election be approved by the Commission and that the Mayor and the Town Clerk be and are authorized and directed to make, promulgate and implement all notices or acts which may be required to properly carry out the impending Town Elections. The motion was seconded by Comm. Noble and adopted by affirmative votes of Comm. Eypel, Hertwig, Noble, Smith and Weber, there being no dissent.
