The regular monthly meeting was called to order at 7 :00 PM by Vice Mayor Bunn,
U October 6, 1964. No others were present except Town Manager Dailey, so for lack
of a quorum Commissioner Bunn declared the meeting recessed until 7 :00 PM
October 13, 1964.
The recessed meeting of October 6, 1964 was called to order by Mayor Hackman at
7 :00 PM October 13, 1964. Commissioners Hackman, Bunn, Johnson and Noble were
present. Commissioner Jones was absent. Minutes of the Equalization Board meet-
ings of August 27, 1964 and September 7, 1964 and the regular meeting of September
23, 1964 were read by Commissioner Johnson and approved on motion by Commissioner
Bunn, seconded by Commissioner Noble, and the affirmative vote of all the Com-
mi ssioners present.
Commissioner Noble advised that the term of Mr. Wm Mackie on the Resources De-
velopment Board was expiring and recommended the appointment of Mrs. Betty Roth to
fill this vacancy. Commissioner Noble spoke briefly on the functions and accomplish-
ments of the Board and the appointment of Mrs. Roth was made by general agreement
of all present.
Mayor Hackman, in his executive report, related the progress of the various town pro-
jects. He said a postal station for Highland Beach was almost a certainty in the near
future, and explained the requirements to qualify for it, and that complete postal service
would be given. Also that the aerator installation and the electrical work at the water
plant has been completed. He mentioned that complications had developed in the Bel
Lido bulk head installations and commented favorably on what he termed an excellent
U budget.
Commissioner Bunn added some remarks relative to the budget, and the new bookkeep-
ing system which keeps all records up to date. He stated that he and Dr. Dailey were
checking on a diesel engine replacement for the old Continental motor at the water plant
to furnish auxiliary power in case of electric power failure. He said this engine would
be more reliable, less costly to operate, and could be bought from government surplus
at a greatly reduced price.
Town Manager, Dr. Dailey, summarized the work progress at the water plant, and cited
that with the planned beautification of grounds, the adjacent complaining property
owners would be appeased. He then went into the problem of the Bel Lido bulkheads,
the difficulty of getting Zinke - Smith, the contractor, and Peter Folgia, the subdivider,
to live up to previous engineer inspection agreements. He introduced Mr. John Grant,
Jr. and Mr. Bob Odom, representing JOHN GRANT JR. INC the engineers that Mr. Burt
Boldt of Zinke -Smith had suggested (and the council agreed) to replace Brockway -Weber
& Brockway for inspection of the bulkhead work. Mr. Grant addressed the meeting and
said that there had been many inspection differences, but that most of them had been
settled satisfactorily. He and Mr. Odom went into detail on inspection routine explain-
ing the processes. Taking test cylinders for break down tests is a normal requirement,
which he had asked and to which Zinke -Smith had agreed, but who is to pay the cost
is still to be resolved.
After a short question and answer period, Commissioner Noble remarked that apparently
this commission is faced with the same not kept promises of the past, and made a motion
that if Zinke -Smith does not comply with all of the engineers inspections and require-
ments, that work should be stopped. Commissioner Bunn seconded the motion and all
Commissioners voted in the affirmative. Town Manager Dailey was asked to notify

Zinke -Smith of this decision and also to check with Mr. Vansint, engineer at Boca,
on Zinke -Smith operations there. r j
Mr. Donald Ross had a number of questions about the action delay on proposed ordi-
nance amendments, the issuance of permits and licenses, and the enforcement of the
building code, referring particularly to youngsters and teen -agers building shelters,
shacks or chickees on vacant property. After a somewhat stormy exchange of ideas and
opinions, with Commissioner Noble reading building ordinance 103, it was agreed, with
the approval of all combatants, that the ordinance amendments would be given attention,
and that regulations relative to permits, license and building code enforcement would
apply impartially to all persons, in accord with a previous council pledge.
Mr. Peter Guala brought up the subject of trash removal, which has been a problem
since Hurricane Cleo. He mentioned having paid for his trash removal but others were
unloading trash in back of his and other properties. It was agreed that disposing of the
trash should be considered by the town commission, with a view of getting proposals
and prices and also the general opinion of those who would be affected.
Col. Barie C. Burnside, who purchased the Lawrence home at 4117 South Ocean Boulevard,
was introduced by Mayor Hackman. He asked some questions about permits and licenses
on sandblasting work to be done on his building by an out of town contractor, and was
assured that the license cost would be on a one -job basis as there would probably be
few requests for this type of service.
The meeting was adjourned at 9 :15 PM on the motion of Commissioner Bunn, seconded
by Commissioner Noble and the affirmative vote of all commissioners present.
