1965.08.03_TC_Minutes MINUTES: HIGHLAND BEACH TOWN COMMISSION AUGUST 3, 1965
The regular monthly meeting was called to order by Vice Mayor Bunn at 7:10 PM.Commis-
sioners Bunn, Johnson, Noble and Jones were present. Mayor Hackman was absent.
The minutes of the regular meeting of July 6, 1965 were read and approved on the motion
of Commissioner Noble, seconded by Commissioner Bunn and the affirmative vote of all
Commissioners present.
With no committee chairmen reporting, other than Commissioner Noble, who commented
that her phone calls to County Commissioner Warren might have been helpful in getting
the recent foggings for mosquitos, Commissioner Bunn proceeded to give, in detail, an
up -to -date report on town problems, decisions that have to be made, and the alternatives.
He reported that in a discussion meeting of the Commission, with Mr. Stienhardt of
Delray White House on July 24th, it was agreed that Mr. Stienhardt would pay for the
removal of the work shed to a less prominent place,and clearing or bulldozing the frontage
on A -1 -A South of the one completed building, also that the Commission sitting as a
Board of Equalizers met on July 17th from 9:00 AM to 12 :00 Noon and 1 :00 PM to 5 :00 PM
to answer questions and hear complaints on the new appraisal figures and that there were
no formal complaints, only questions on the new valuations, which,as previously an-
nounced, were available to all property owners, and the Commission agreed that if there
were any additional complaints within the next three days that Town Manager, Dr. Dailey,
would arrange for a meeting of the Commission and the complainant. He stated that the
water plant improvements and expansion is a must if the town is to continue as an inde-
pendent municipality and it all hinges on the voting of the registered freeholders in a
referendum to authorize a $ 300,000.00 bond issue for this purpose. He explained that
U this would be a general obligation bond issue and has to be voted on by-the freeholders and
according to the town attorney's interpretation of the Charter, would have to have the
approval of two - thirds of the total registered freeholders, and not two- thirds of the num-
ber that voted. He stressed the importance of all freeholders voting, and, with the new
provision for absentee ballots, there should be no reason for not voting on this vital
issue. The alternatives, he stated, would be revenue bonds,,at a higher interest rate,
on the water plant, which would again put the load on the improved property owners, or,
being the tail end of one of the neighboring towns, and subject to their higher appraisals,
and tax rate. He mentioned that four new homes in Bel Lido subdivision and a number of
high rise buildings are planned, and, if future progress and town development is to con-
tinue, it is necessary to assure all prospective builders that there will be no water
problem. He concluded by saying the meeting was now an open discussion period, and
the Commission would try to answer all questions.
During this question and suggestion period, with Mr. Robert Weber, Mr. Lester Stoothoff,
Mr. Donald Ross and others participating, the bond issue probable interest rate, method
of amortization and the 20 -year maturity date were explained; the cost ($30,000.00),
r size of lot (100 x 175) , and the financial set up on the newly acquired Town Hall was
given, with Town Manager Dailey adding that the proposed water storage tank on the
premises, almost underground, would not be obnoxious with proper landscape covering;
a suggestion that the town might get supplementary water from Boca or Delray brought
out the ,facts that neither town had the capacity or willingness to supply extra needed
water, and when they had, on occasions in the past, the pressure was low and the

cost high. Questions on the budget, probable tax rate, and the financial condition of
the town were answered. It was explained that the budget could not be completed, or
the tax rate decided, until the terms of the bond issue and the result of the referendum,
which will be in about six weeks, were known, and that the June financial statement is
posted on the town bulletin board. This statement is included as page these

Commissioner Johnson read resolution # 131 authorizing the Town of Highland Beach to
enter into, and execute, a mortgage on the newly acquired Town Hall property..
On a motion by Commissioner Jones, seconded by Commissioner Noble, and the affirma-
tive vote of all Commissioners present resolution # 131 was approved and is included as
page _ y of these minutes.
Questioned as to the need of a mortgage, with the financial statement indicating a healthy
condition, it was explained that with $ 30,000.00 just paid for the Town Hall, and water
storage tank site, and possible unforeseen delay in the bond issue, this was a precau-
tionary measure, and, if present plans are completed on time, there should be no need
to execute this mortgage.
After a short discussion, it was suggested and agreed that, with the county changing
to 100 % evaluation, a resolution approving the 1965 tax roll should be deferred until
some comparisons could be made, and differences analyzed.

WHEREAS, the Town of Highland Beach, Palm Beach
County, Florida, has purchased certain real property as des-
cribed in that certain contract between the Town of Highland
Beach and Nicholas V. Fasano, Trustee, dated March 18, 1965,
and purchased July 29, 1965, and
WHEREAS, the Town Commission deems it advisable
and in the public interest that a mortgage should be executed
to secure the payment of the balance of the purchase price,
to- wit: Twenty -Two Thousand Five Hundred ($22,500.00) Dollars,

BE IT RESOLVED that the Town of Highland Beach shall
enter into and execute a mortgage securing the payment of
Twenty -Two Thousand Five Hundred ($22,500.00) Dollars to the
First Federal Savings and Loan Association of Delray Beach,
Delray Beach, Florida, and
BE IT FURTHER RESOLVED that
is authorized to execute such papers as
may be necessary to effectuate said mortgage in behalf of
the Town of Highland Beach, Florida.
