1965.07.06_TC_Minutes MINUTES: HIGHLAND BEACH TOWN COMMISSION JULY 6, 1965
The regular monthly meeting was called to order by Vice Mayor Bunn at 7:15 P.M.
U Commissioners Bunn, Johnson, Noble and Jones were present. Mayor Hackman was
absent.
The minutes of the regular meeting of June 1, 1965, and special meetings of June 3,
1965, and June 24, 1965, were read and approved on the motion of Commissioner
Jones, seconded by Commissioner Noble and the affirmative vote of all commission-
ers present.
Vice Mayor Bunn opened the meeting by stating that the prime concern of the com-
mission is to get water needed to supply the new demand, and relieve the overworked
present plant, which is running at near capacity with old equipment. He reported
that: he and the commission were exploring the various ways of getting a $300,000.00
bond issue to finance the water plant expansion program, and retire the old bonded
indebtedness, on a basis that would be fair and equitable to all property owners
and water users, and the most feasable platleE or proposal would be accepted. He

added that various tax and financing plans we v re being studied, and felt that when
all the questions on what we can, or can not, do are answered, definite decisions
can be made on the budget and tax assessment.
Commissioner Johnson stated that the new appraisal figures were now available
to all property owners; that until the commission is certain of their position on
pending plans, no property tax rate could be set, but thought it might be possible
to lower the millage to offset the new appraisal; that the commission acting as a
Board of Equalization would meet on July 17th, to hear complaints and answer
questions relative to the assessment.
Town Manager Dailey made a progress report on the lot cleaning program in Bel
Lido and Highland Beach Isles subdivisions, and reported that a letter had been
sent to Mr. Steinhardt, of the Delray White House, requesting action on removal
of the work shed and sign, and cleaning and filling his adjacent vacant property;
that the State Board of Health was also expected to take measures to remedy the
condition.
In an informal open discussion period, with audience participation, Vice Mayor
Bunn commended Dr. Dailey on the lot clearing drive; Dr. Dailey said he was
pleased with the outcome, other than the White House property; questioned about
the present condition of the water plant, he said that one overworked well is
dangerously close to pumping sand and possibly salt water, and one pump was
vibrating badly and needed immediate repair but added that the town engineers,
(Brockway, Weber and Brockway),have completed plans for adding a new eight
inch well to relieve this problem. All commissioners agreed that previous
assessments had favored vacant property owners, and improved property had been
carrying the burden, but wondered if the new tax planning to correct this condition
would be permitted. Commissioner Bunn advised that he was asking the State
Attorney General's office for a ruling or opinion. It was agreed that final decisions
on the budget, and tax rate, should not be made until a definite answer was given,
as both were dependent on the ruling.

On the motion of Commissioner Johnson, seconded by Commissioner Jones and the
unanimous vote of all commissioners the meeting was adjourned at 8 :45 P.M.
