1965.06.01_TC_Minutes 11 7 MINUTES: HIGHLAND BEACH TOWN COMMISSION JUNE 1, 1965 The regular monthly meeting was called to order by Mayor Hackman at 7 :15 P.M. Commissioners Hackman, Bunn, Noble and Johnson were present. Commissioner Jones was absent. The minutes of the regular meeting of May 11, 1965, were read and approved on the motion of Commissioner Bunn, seconded by Commissioner Noble and the affirmative vote of all Commissioners. i Mayor Hackman confirmed Representative Donald Reeds previous report that all charter amendment bills had been passed by the legislature and gave a brief summary of what the four bills covered, particularly to House Bill #655 providing for election rules, terms of officers and absentee ballots, and House Bill #653 providing for the appointment of a town judge, which gives the town the legal machinery to enforce the ordinances with no layman decisions. Commissioner Johnson stated that he expected a report from the appraiser tomorrow (June 2, 1965) and that it will be lengthy and need checking and studying before approval and submission to the taxpayers for inspection; that meeting dates of the commission, acting as a Board of Equalization for hearing complaints and testimony on assessments, will be decided on as soon as the appraiser§ figures have been verified. Commissioner Bunn stated that there would be nothing new to report on the water plant financing program until revaluation figures were completed, and added that additional interested bond companies were contacting him about the bond issue. U Commissioner Noble stated that the zoning ordinance was still not complete due to the attorneys not having their report ready. Also that she had called County Commissioner George Warren to ask about the insect control program but he was out of town. Town Manager Dailey reported that conditions at the water plant were satisfactory, despite the long dry spell, but rain would be very helpful in easing the demand; that water at the Delray Beach White House Apartments had been shut off due to a water leak that had been reported to, and ignored by, the owners; that he had prepared, for com- mission approval, a letter to owners of overgrown and neglected vacant lots, advising them that their property was in violation of the Lot Clearing Ordinance and that this Qondition would have to be corrected; that he hoped, with resident cooperation, to keep the Bel Lido entrance closed to night traffic and parking; and that a special meeting should be called in the next few days to meet with the appraiser, and also to discuss, and decide, the procedure on other town business that should not be delayed. With commission agreement, the meeting was scheduled for June 3, 1965 at 9:00 A.M. In an informal discussion period, Mr. Peter Guala asked if there was any definite in- formation on where the new bridge would be located. Mayor Hackman quoted a letter from the Road Department saying nothing definite had been decided, and that con- flicting reports indicated that no decision had been made; Mr. Milton Beekman suggested that if the entrance to Bel Lido was blocked that Highland Beach Isles might also be considered; Mayor Hackman stated that the County police were patrolling our town regularly, and if property owners would notify them when they were closing r PAGE 2 - June 1, 1965 their homes or apartments, and for how long, they would make a day and night check. u He commented that the end of the school year, vacation time for some, graduation time for others, was usually the time for a final get- together and with lack of public accommodations, he had invited the Seacrest Kiwanis Key Club, the Rotary Interact Club and others to use his property for supervised beach parties. The experiment was a success. The youngsters had a good time and cleaned the premises and beach after the outings, he added. On the motion of Commissioner Bunn, seconded by Commissioner Johnson and the unanimous vote of all commissioners, the meeting was adjourned at 8 :45 P.M.
